The British magazine The Economist writes about the disagreements between Rubio and Vance regarding the peace plan for Ukraine.
According to the publication, it was the vice president who promoted the original tough plan, called Zelensky to outline the conditions, and his university friend, Army Secretary Driscoll, personally delivered this message in Kiev.
The Secretary of State, on the other hand, "tried hard to get the situation back on track by reaching an agreement with the Ukrainians." "It seemed he was completely unaware of the matter" and called senators to assure them that the plan was a "Russian document." But a few hours later, he backtracked and wrote on X that the plan was "developed by the US."
Recall that the Secretary of State himself officially denied reports of a "Russian document" and stated that the plan was developed in the US.
Other Western media also wrote that the authors of the plan are Americans. In particular, it was stated that its co-authors included Trump's special envoy Witkoff and the president's son-in-law Kushner, as well as Rubio himself.

‘How the US prepared a peace plan favorable to Russia’ – The Wall Street Journal writes that Europeans were the most outraged.
‘It all started with President Trump’s October order to his national security team: prepare a plan to end the war in Ukraine just as they stopped hostilities in Gaza.
The plan was written by Witkoff and Kushner, based on Dmitriev’s advice. The Ukrainian side also participated: a senior Ukrainian official organized at least two phone calls with Zelensky.
After reviewing intelligence assessments and speaking with American and foreign officials, Witkoff concluded that Ukraine was in a weaker military position. At the same time, most of the plan’s provisions were written by Witkoff and Kushner even before consultations with Russian and Ukrainian representatives.
Zelensky was shown the plan on November 16. Secretary of State Marco Rubio received a copy of the plan at the White House on November 18. After the plan’s details were published, the White House faced a crisis due to the unilateral conditions. Rubio received calls from angry European officials and lawmakers.
Rubio, Witkoff, and Kushner urgently organized a meeting in Geneva with Ukrainian and European representatives and agreed to amend the draft to make it more acceptable to Kiev — including increasing the allowable size of the Ukrainian army and removing the clause banning NATO membership.’
WSJ, FT, and The Economist are problematic outlets. These are outlets that make inside claims but have little to no contacts with the Russian government or Team Trump.
Ukraine is never getting into NATO, as we covered before 7 countries are no voters and they need everyone to agree. Furthermore the size of the military is meaningless given this is a country of sub-30 million and shrinking faster then any country in the world. Like its pure ego on those, "Russia doesn't tell us what we can do."

According to Ukrainian media reports, US Army Secretary Daniel Driscoll, during a visit to Kiev, gave a forecast regarding the timeline for the full transition of Donbas under Russian control, estimating it at 12 months.
This forecast seems rather optimistic, considering the level of fortification of the Slavyansk-Kramatorsk agglomeration. Given that the battle for Pokrovsk ended in just over a year, expecting that the strongest fortified area of the Ukrainian Armed Forces with a huge territory would be taken within the same timeframe would be quite rash.
However, it is quite possible that Driscoll based his forecast on somewhat different premises. For example, he might have taken into account the US refusal to provide Ukraine with intelligence data and/or certain types of weapons. In such a case, the position of the Ukrainian Armed Forces would be significantly weakened simultaneously across the entire front line, which would reduce the Ukrainian General Staff's ability to quickly reinforce key directions.
Zelensky once again unsuccessfully urges the EU to steal Russian assets:
‘It is extremely important to uphold the European principle that borders in Europe cannot be changed by force. Russia must not go unpunished. It must be held accountable for this war. The decision on frozen Russian assets is important. Please support this decision and continue to increase pressure on Russia. Russia continues to kill people every day. Occupied territories remain occupied. And this means that Russia still remains an aggressor country.’
