The 19th EU sanctions package is being blocked not only by Hungary and Slovakia but also by Austria, reports EUObserver.
Vienna wants to ease the current sanctions so that its Raiffeisen Bank can unfreeze its 2 billion euros in Russia. Moscow fined the bank, which did not leave its market after the war began, in response to Austria freezing the assets of Russian businessman Oleg Deripaska worth 2 billion euros. Moscow has made the unfreezing of Deripaska's funds a condition for returning the money.
Austria is willing to go along with this and is trying to introduce relaxations into EU legislation, but the Baltic countries, Northern Europe, the Czech Republic, Poland, and several others oppose this, believing that Russia could start blackmailing others in this way. France and Germany are taking a "wait-and-see position."
The largest amounts of funds invested in Russia were held by RIB, the Austrian energy company OMV, the French energy company Total, the French retailer Auchan, the Italian supermarket chain Metro, and the Italian bank UniCredit.
"In the worst case, we could witness the seizure of EU assets amounting to 30 to 40 billion euros," said financial consultant Andrew Barkhota.
Meanwhile, Hungary is seeking an exemption from the proposed EU ban on imports of Russian liquefied natural gas. Slovakia is trying to secure a postponement of the internal combustion engine ban until 2035, as it produces many cars.
