'Nobody stopped': Security footage shows Regina drivers passing man waving for help before he died in cold
A Regina business owner says he is deeply disturbed after his security cameras captured a man apparently trying to flag down passersby for help for several hours before he died out in the cold late last month.
The video appears to show the man talking briefly with a driver on a bus around 8 p.m. on Dec. 30. The video then shows the man stumbling out the rear door of the bus and falling onto a lawn on Fourth Avenue E. Over the following hours, several pedestrians, vehicles and at least three more city buses can be seen in the surveillance footage passing by the man without stopping for more than seven hours. The bus waits for a couple of seconds before driving away from the man, who appears to be unable to get up on his own.

As a snowstorm blows in around him, Anson Palmer makes his way through a camp set up on the side of Gateway Boulevard.
Tucked into trees and sandwiched between the busy roadway and construction fencing, a tarp hangs as a wind block for a tent. Wood scraps, bags and cardboard are also piled around the site.
Palmer is one of the many homeless people who have set up camp far from shelters and social agencies, which are largely concentrated around Edmonton's downtown.
On this snowy Tuesday, Palmer is just visiting. His friend lives in the tent. Palmer cycled over to check that he was staying warm, and helped him set up a wood stove.

Bowled over: Why some Canadians are feeling duped by their breakfast cereal
Ken Bennett, an avid hiker and recreational hockey player, wanted a cereal packed with protein. So last month, he picked up Kellogg's Vector. Bold lettering on the box declares that it has "high protein" — more specifically, that it "provides 13 g of protein" per serving.
"[It's] actually pretty high for a breakfast cereal. That's why I bought it," said Bennett, who lives in Chilliwack, B.C.
He felt good about his choice — until he noticed the fine print on the box one morning during breakfast.
The fine print reveals that a serving of Vector flakes alone contains just 5.6 grams of protein. The rest of the advertised 13 grams comes from the recommended 200 millilitres of skim milk to be added to the flakes.
"I felt tricked. I felt duped," said Bennett. "I took it for face value that these breakfast cereal flakes had 13 grams of protein."

Quebec, public sector unions reach agreement in principle on wages, working conditions
After weeks of negotiations, Quebec's common front of public sector unions, known as the Front commun in French, is one step closer to ending its strike. It reached an agreement in principle with the provincial government on both pay and working conditions.
At a news conference on Sunday, the common front, which represents about 420,000 public sector heath-care and education workers, announced that it had reached the agreement at the end of December.
It said the next step is for its members to sign off on the agreement.
On salaries, the common front leaders have agreed to a 17.4 per cent increase over five years, with a six per cent increase for the first year — what it calls the largest salary bump since 1979 — retroactive to April 1, 2023.
That's lower than the 20 per cent the common front called for when workers first hit the picket lines, but higher than the 12.7 per cent over five years the Quebec government proposed in early December and nearly double the 9 per cent Quebec proposed the previous year leading up to the strike.

City has settled $23M in Westboro bus crash claims, but more remain
Five years after the tragic double-decker bus crash that killed three passengers and injured dozens more, the City of Ottawa's outside lawyers are still mediating claims and have paid out more than $23.5 million. While most of that cost is borne by its insurers, the city is responsible for a $6-million deductible.

When Ben Baird purchased a fully electric truck, he expected to install the Level 2 charger it came with at his Yellowknife home.
Ford's F150 Lightning comes with an 80 amp charger. It would have required Baird to upgrade the 100 amp panel in his home to a 200 amp panel — an expense he was prepared to pay.
But in order to provide that level of power to his home, Baird said, power distributor Northland Utilities told him he'd have to pay $12,000 to upgrade the transformer in his neighbourhood as well.
"It was not something that I was expecting," said Baird.

Roundabout, special U-turn among options proposed for site of Manitoba highway crash that killed 17
A roundabout, a wider median and a setup that forces drivers to make a U-turn instead of turning left are all options to improve safety at a southwestern Manitoba highway intersection that was the site of a deadly crash in June.
Those options are in a new report released Monday on the safety of the intersection of Highway 5 and the Trans-Canada Highway near the town of Carberry, Man.
The report was commissioned following a collision there on June 15 between a semi-trailer truck and a bus full of seniors on a day trip to a casino. The crash killed 17 people and injured eight others.
Another crash at the same intersection the following month injured three people when a pickup truck collided with a sport utility vehicle, causing both to collide with a third vehicle.

1 person confirmed dead after helicopter crashes east of Revelstoke, B.C.
A helicopter traveling from Calgary to Sicamous, B.C., crashed east of Revelstoke, B.C., near the British Columbia-Alberta border. The Joint Rescue Coordination Centre confirmed that the helicopter was located, and unfortunately, one person was found dead. The crash occurred in Glacier National Park, east of Revelstoke. The victim, who was the sole occupant of the helicopter, has been identified, and the case has been handed over to the coroner for further investigation. Man dead after fire at west Ottawa seniors' residence
One person has died after a fire at an Ottawa Community Housing (OCH) seniors' residence in Kanata. Emergency crews were called to the two-storey building on Penfield Drive just before 11:30 p.m. on Friday, a spokesperson for Ottawa Fire Services said.
When firefighters arrived, they encountered smoke on the first floor of the two-storey building. They rescued one person, performed CPR and were able to restore his pulse and get him breathing again, according to the fire service. Paramedics said they took the man, who had severe burns, to the hospital. He later died of his injuries.

Switch carriers? How? Ottawa gives mixed messages over rising mobile prices
Even as the minister responsible admitted there aren't enough competitive options for mobile service in Canada, another federal official said consumers can and should search for other service providers when faced with price increases.
That message — from Innovation, Science and Economic Development (ISED) Canada — came just hours after the Industry Minister François-Philippe Champagne said Canadians "still pay too much and see too little competition" for cellular services.
"Customers could consider switching service providers," an ISED Canada representative wrote Thursday, when asked for a response to price increases at Rogers Communications and reported hikes at Bell.
Rogers said earlier this week some of its wireless customers will see increases of less than $7 to $9 per month in the coming weeks. On Friday, it said the average increase will be $5.
Some customers have reported that Bell is raising the monthly cost of their existing wireless plans in February. This was first reported by tech news outlet MobileSyrup.
