Community associations in Ottawa seem poised to win a yearslong fight with the city to replace an inequitable insurance program with one that covers premiums for certain groups based on clear criteria.
The Community Partners Insurance Program (CPIP) is a holdover that saw the city pay for insurance for a list of groups that existed before amalgamation, while negotiating rates for other groups that would bear the cost themselves. The city spent years coming up with a solution to fix the two-tiered system, before deciding the only way forward was to shutter the program and redirect $234,000 in savings toward funding grants.

Storm plows through Nova Scotia with much more snow on the way
As a long-duration snowstorm works its way through Nova Scotia, the province and RCMP are urging people to stay off the roads, unless their travel is essential.
In a tweet, RCMP say the section of Highway 102 between exits 8A (Elmsdale) and 10 (Shubenacadie) is impassable because of heavy snowfall. They are asking people to use Highway 2 instead.
A type of weather system known as a cut-off low will sit and spin to the east of the province throughout the weekend and into early next week. These types of systems are notoriously tough to forecast, so some uncertainty remains.

City has settled $23M in Westboro bus crash claims, but more remain
Five years after the tragic double-decker bus crash that killed three passengers and injured dozens more, the City of Ottawa's outside lawyers are still mediating claims and have paid out more than $23.5 million. While most of that cost is borne by its insurers, the city is responsible for a $6-million deductible.
Twenty cases stemming from the Jan. 11, 2019, tragedy have already been settled, including those brought by the families of Judy Booth, Bruce Thomlinson and Anja Van Beek.

When Ben Baird purchased a fully electric truck, he expected to install the Level 2 charger it came with at his Yellowknife home.
Ford's F150 Lightning comes with an 80 amp charger. It would have required Baird to upgrade the 100 amp panel in his home to a 200 amp panel — an expense he was prepared to pay.
But in order to provide that level of power to his home, Baird said, power distributor Northland Utilities told him he'd have to pay $12,000 to upgrade the transformer in his neighbourhood as well.
"It was not something that I was expecting," said Baird.

Piper Gilles and Paul Poirier's dream season continued on Sunday at the ISU Four Continents Figure Skating Championships in Shanghai.
The Canadians won their first ISU Championships title in the ice dance competition.
The two-time world bronze medallists led the competition from start to finish, making their performance to Wuthering Heights look effortless in their free skate. They obtained level fours on their lifts, twizzles and dance spin to receive 128.87 points for a total of 214.36.
"We are really proud to have won our first championship here," Poirier told Skate Canada. "We skated like champions this week and now we have the world championships in our home country and we will go home and work hard so we can be even better there."
Poirier added he and Gilles immersed themselves in their programs, believed in each other and skated strong.
"It was one of those performances that we had to think about moving together," Gilles added. "We let the program sail and trust it."

'Nobody stopped': Security footage shows Regina drivers passing man waving for help before he died in cold
A Regina business owner says he is deeply disturbed after his security cameras captured a man apparently trying to flag down passersby for help for several hours before he died out in the cold late last month.
The video appears to show the man talking briefly with a driver on a bus around 8 p.m. on Dec. 30. The video then shows the man stumbling out the rear door of the bus and falling onto a lawn on Fourth Avenue E. Over the following hours, several pedestrians, vehicles and at least three more city buses can be seen in the surveillance footage passing by the man without stopping for more than seven hours. The bus waits for a couple of seconds before driving away from the man, who appears to be unable to get up on his own.

As a snowstorm blows in around him, Anson Palmer makes his way through a camp set up on the side of Gateway Boulevard.
Tucked into trees and sandwiched between the busy roadway and construction fencing, a tarp hangs as a wind block for a tent. Wood scraps, bags and cardboard are also piled around the site.
Palmer is one of the many homeless people who have set up camp far from shelters and social agencies, which are largely concentrated around Edmonton's downtown.
On this snowy Tuesday, Palmer is just visiting. His friend lives in the tent. Palmer cycled over to check that he was staying warm, and helped him set up a wood stove.

School buses cancelled outside eastern Ontario's biggest cities
School buses are running in Ottawa, Kingston and Belleville and cancelled in most other parts of eastern Ontario on a deeply slushy Wednesday.
Winter storm, snow and rain warnings covered almost all of the Ottawa-Gatineau region Tuesday. All but a snowfall warning for Mont-Laurier were done by 6 a.m. Wednesday.
