Lack of snow could lead to summer drought, conservation authority warns
According to Environment Canada, Ottawa has seen 96.7 centimetres of winter precipitation like snow and ice pellets since Dec. 1. Over the same timeframe last year, Ottawa saw 244.5 centimetres. That's put those who monitor the Rideau Valley watershed's conditions on alert.
"We're always worried that the water levels are going to get too high and cause flooding," said Brian Stratton, manager of engineering services for the Rideau Valley Conservation Authority. "But there's also the other extreme, [that] they hardly raise at all. And that's a scenario this year."

Concordia, McGill to take Quebec to court over tuition hikes for out-of-province students
Two English universities in Montreal, McGill University and Concordia University, are launching separate lawsuits against the Quebec government over tuition hikes for out-of-province students. Concordia is seeing a 27 percent decline in applicants from the rest of Canada and a 12 percent decline in international students, while McGill announced a 20 percent drop in out-of-province applicants. Concordia argues that the tuition hikes are based on stereotypes and false assumptions about the English-speaking community of Quebec. McGill and Concordia both argue that the measures constitute discrimination under the Canadian Charter of Rights and Freedoms and were adopted following an inadequate consultation process. The government initially intended to nearly double tuition fees for out-of-province students but later rolled back the tuition while adding a requirement for students to learn conversational French. McGill is only contesting the tuition hikes, while Concordia is contesting both the hikes and the French language requirement.

Royal Canadian Legion branch to be sold after being infiltrated by bikers
The Woodbridge branch of the Royal Canadian Legion has been shut down by the national body for an unusual reason: It had been infiltrated by outlaw motorcycle gang members.
The decision by the Legion's national executive was delivered in a letter to members of Branch 414, also known as the MacKenzie branch, dated Feb. 12.
"It is with great sorrow that I inform you that the charter of the MacKenzie branch of the Royal Canadian Legion, Ontario Provincial Command has been revoked due to the branch's overt association with outlaw motorcycle groups," says the letter, signed by the Legion's provincial president, Derek Moore.
"The overt wearing of outlaw motorcycle club colours at Legion events and premises is contrary to the Legion's Articles of Faith and disrespectful of the sacrifices made by our Veterans."

Surveillance footage shows arson attempt at Regina church
In the early morning of February 9th, firefighters responded to a fire at Regina's Blessed Sacrament Parish after discovering the church's back door on fire. Surveillance footage revealed a masked individual pouring liquid from a gas can, igniting it, and fleeing the scene. The pastor, James Hentges, posted the video on social media, expressing shock and concern. Regina police confirmed the incident as arson and are investigating. While the fire caused damage to the door and adjacent wall, it did not spread extensively. This is not the first instance of vandalism at the church, but it is the most severe. The parish's services were relocated, and scheduled activities were suspended due to the incident. Police are urging anyone with information to come forward. As of now, the arson has not been labeled a hate crime.

The court found it unconstitutional, noting it deprived workers, many of whom are women or low-income earners, of negotiating better compensation or working conditions.

Prominent Vancouver street given 2nd name in honour of Komagata Maru ship
The City of Vancouver has officially given a second name to Canada Place, a prominent street on the city's waterfront, in honour of the Komagata Maru, a ship carrying hundreds of South Asian passengers that was denied entry to Canada in 1914. The new name, Komagata Maru Place, commemorates the site where the ship docked for nearly two months. The initiative aims to recognize and address the historical injustice faced by the passengers, who were turned away due to Canada's exclusionary immigration policy at the time. The Komagata Maru incident was a result of the Continuous Passage Act, which required immigrants to arrive directly from their point of origin, making it nearly impossible for those travelling from India and Japan. Despite having valid travel documents, most of the 340 Sikh, 27 Muslim, and 12 Hindu passengers aboard the Komagata Maru were denied entry into Canada. The ship eventually returned to India, where some passengers faced persecution by colonial authorities. The street renaming ceremony was attended by city officials, including Vancouver Mayor Ken Sim, who apologized for the city's role in the incident. Descendants of the Komagata Maru passengers expressed gratitude for the recognition and emphasized the importance of educating future generations about this dark chapter in history.

Make sure you have 2 measles shots before you travel on spring break, says Canada's top doctor
Canada's chief public health officer, Dr. Theresa Tam, is urging Canadians to ensure they are fully vaccinated with two doses of the measles vaccine before traveling abroad, citing a global surge in measles activity. The decline in measles vaccinations during the pandemic has contributed to this increase in cases worldwide. While measles is no longer common in Canada, outbreaks can occur when unvaccinated individuals travel to and from affected countries. Measles spreads easily through the air and can cause serious complications, including pneumonia and death. Public health officials emphasize the importance of vaccination for both children and adults to prevent outbreaks and protect against the virus. The COVID-19 pandemic disrupted routine vaccination programs, leading to concerns about pockets of under-vaccinated populations. The situation is mirrored in the United States and Europe, where measles cases have also seen a significant rise compared to previous years.

'Freedom Convoy' organizer from Sask. suing federal government for using Emergencies Act to freeze accounts
A main organizer of the "Freedom Convoy" is suing the federal government for using the Emergencies Act to freeze his bank accounts, arguing it breached his Charter rights to protest COVID-19 mandates.
Chris Barber, who owns a trucking company in southwestern Saskatchewan, filed last week a statement of claim in Court of King's Bench in Saskatoon, claiming the federal government's unprecedented move to invoke the act constituted an abuse of power.
"This disruption deprived [Barber and his wife] of the ability to conduct basic financial transactions and live normal lives, leading to severe inconvenience, hardship, embarrassment, exclusion from modern society, and damaged personal and business relationships," says the claim, which also names his wife and trucking business as plaintiffs.

N.W.T. plans for early start to wildfire season, as holdover fires smoulder underground
Fire officials in the N.W.T. are preparing early for the upcoming wildfire season and assessing fires still smouldering underground since last year. Aerial and drone scanning, along with ground assessments, will be conducted to address the impact of climate change and drought conditions. Concerns exist about holdover fires beneath the snow, with one near Paradise Gardens prompting action to cut off oxygen supply. Monitoring efforts focus on areas around Enterprise, Hay River, and Highway 3. Holdover fires are not an immediate risk for communities, but preparations are underway to manage them and respond to potential new fires.

Court says Trudeau, justice minister 'failed' Canadians by letting judicial vacancies build up
A scathing Federal Court decision criticized Prime Minister Justin Trudeau and Justice Minister Arif Virani for their failure to address the crisis of judicial vacancies in Canada. The court ruled that the government's inaction has harmed Canadians seeking timely justice and undermined the functioning of the justice system. Despite Chief Justice Richard Wagner's warning of an "untenable" situation in courtrooms, the number of vacancies remains high, with 75 federal judicial vacancies as of Feb. 1. The government has been accused of lacking justification for the vacancies, although Minister Virani argued that they are making judicial appointments at a record pace and have added new judicial positions since 2016. However, the court's decision highlights ongoing concerns about the government's response to the issue.

Ban on several cosmetic surgeries for pets now in effect in Quebec
A ban on four cosmetic surgeries for pets came into effect in Quebec today, putting an end to vocal cord removal, ear cropping, tail trimming and cat declawing for aesthetic purposes. Veterinarians say the non-essential procedures unduly expose animals to risks associated with anesthesia and can lead to behavioural issues.
The Quebec regulation still allows veterinarians to recommend the surgeries for medical therapeutic purposes, and it makes an exception for the ear cropping of stray cats in authorized capture, sterilize and release programs.
