🇬🇧 - "The fact is that there is now intelligence activity in the United Kingdom without democratic accountability" says chairman of the intelligence and security committee, Lord Beamish.
The intelligence and security committee is appointed to oversee the work of the intelligence community. It is now in a "crisis".
Issuing a statement via the cabinet office last Friday the Labour peer said “The committee’s current governance arrangements are fundamentally flawed, in that the committee and its staff currently sit within a body which it oversees."
He additionally said in relation to this that "obviously that is constitutionally wrong. It blurs the line of accountability, whereby parliament holds the executive to account."
Lord Beamish said the intelligence community's funding had doubled and its headcount had increased "many times over." In addition to growing the Defence budget, the government led by Keir Starmer increased the Single Intelligence Account by around £340 million in February this year.
“We don’t have enough staff to keep us operational at the moment,” he said. “This is a crisis 12 years in the making. Not only has our headcount not increased for 12 years — while everything else has grown exponentially — but it’s just been decimated by the Cabinet Office,” he said.
According to Lord Beamish, the remit was "woefully out-of-date" since the number of departments and organizations dealing with intelligence and security matters had rocketed since 2013.
"We are down to a skeleton staff" he warned adding "We are in crisis: this isn’t a bloated organisation that has been steadily growing over the last decade: this is a tiny team that was already overwhelmed and has now been cut even further."

🇬🇧 🇷🇺 - Russian spymaster plotted to control migration flow into Europe using 15,000 strong mercenary group, the Telegraph reveals.
Jan Marsalek, fugitive boss of disgraced German tech company Wirecard, planned to create this 15,000 strong mercenary group to control the border in a key migration route in Libya.
This is believed to be part of Kremlin policy as debates around migration are becoming more current in European political circles.
These recent revelations come after the recent spy case where an "industrial level" Russian ring of UK based spies were convicted in the Old Bailey.
The Telegraph had seen evidence that in 2017 Austrian government officials had promised more than €120,000 in investment to the Russian spymaster to help with the plan. Marsalek had reportedly told the EU that it would help "solve the migration crisis". However the security for the plan was overseen by a suspected colonel in GRU, Russian military intelligence.
At the same time he was trying to influence migration, Marsalek had bought a Russian private army - the RSB group - to assist the Libyan warlord Gen Khalifa Haftar.
A former UN humanitarian worker Killian Kleinschmidt had discussed plans with him regarding a Libyan project in 2017 and 2018. The plan failed in 2018 amidst concerns from Mr Kleinschmidt's team regarding the true purpose of the project which was framed as a plan for "stabilisation and migration management in Libya."
Kleinschmidt has said that he had been warning about Russia's weaponisation of migration for some time.
