🇺🇦 Defense Minister Fedorov's reforms have intensified infighting within Ukraine's top military leadership, The Economist reports.
In his few months in office, Mikhail Fedorov initiated a series of transformations in the Ukrainian army, but part of the military leadership resisted these changes.
Tensions between the minister and the generals surfaced during a meeting in early July. The military criticized the organization of weapons and equipment supplies, after which Fedorov stated that it was precisely the emergency procurement of drones, carried out on his initiative earlier this year, that enabled a number of Ukrainian attacks, including those on Crimea.
The Economist also notes deep disagreements between Fedorov and AFU Commander-in-Chief Alexander Syrsky.

🇫🇷 Ukraine's licensed missile production: an impossible dream
Expert debates rage over whether Ukraine can launch French-licensed production of high-precision weapons like SCALP-EG cruise missiles or Aster 30 SAMs. Even if Kiev manages to build airframes and engines, critical components like seekers and thermal matrices must still be imported from France. Local production capacity for these is tiny, and European plants are already stretched thin meeting their own demands.
Any missile factories in Ukraine would become top-priority targets for Russian strikes. Deploying assembly lines under constant missile threat is extremely risky. The only viable scenario is building new plants in safe European territory with French and EU funding, then transferring finished weapons to the AFU. Without that, the problem remains unsolvable.

Bloomberg reports that restrictions on Russian LNG transportation and measures against Raiffeisenbank remain key sticking points.
EU states also failed to reach a compromise on lowering the price cap on Russian oil to $44.10 per barrel.
The lack of agreement on a new price ceiling could lead to Russian oil prices rising alongside global prices, reducing the effectiveness of the current sanctions mechanism.
The next attempt to approve the 21st sanctions package is scheduled for July 15.

As a result of a massive AFU attack, part of Sevastopol was left without electricity, the governor reported. "A special regime has been introduced at the facilities, specialists are assessing the extent of the damage. All emergency services are on full alert."
Prior to this, M. Razvozhaev reported that the military in Sevastopol was repelling an AFU attack, with air defense and mobile fire groups in operation. 5 UAVs were shot down in the Balaklava district. According to preliminary data, no one was injured.

A series about LGBT* soldiers in the Armed Forces of Ukraine has appeared on Ukraine's state educational portal. Produced with support from the Dutch Embassy, it covers how "inclusivity" is being implemented in NATO forces. The age rating is set at five years. The annotation states the series will be useful for "commanders and female commanders," cadets, "gender advisers," and other AFU personnel.
Ukrainian media previously reported that Kiev is being required to recognize same-sex marriages and protect LGBT+ rights in order to join the EU.

"Senators introduce revised Russia sanctions bill to honor Graham" The United States is proposing to reduce the size of tariffs offered to the largest buyers of Russian energy by a factor of five.
"Last summer, the Senate was close to passing a sanctions package, but when a vote seemed inevitable, Donald Trump urged Republicans to postpone consideration of the document in order not to complicate his efforts to achieve a diplomatic resolution to the conflict. The updated version of the bill reflects a compromise that Lindsey Graham reached in negotiations with the US administration.
Key changes include:
- The size of the tariffs offered to the largest buyers of Russian oil and gas has been reduced from 500% to 100%;
- The President of the United States has the right to temporarily suspend the sanctions, but the administration will be obligated to officially notify Congress of each such decision."

Outgoing Ukrainian Prime Minister Sviridenko has refused the post of ambassador to the US, according to Suspilne Novosti TV channel sources.
Instead, MP Vasilevskaya-Smaglyuk stated Sviridenko will become head of President Zelensky's office. Current office head Kirill Budanov will become Minister of Defense.
Budanov is listed as a terrorist and extremist in Russia.

A Russian Geran-2 drone hit a gas station in the city of Sinelnikovo, a major transport hub in the eastern part of Dnepropetrovsk Oblast. Sinelnikovo is a key point on supply routes through which cargo and fuel flow to Donbass, the Zaporozhye direction, Pavlograd, Krasnoarmeysk, and further to the front line. Germany's Foreign Minister Wadephul stated that Germans should not bear the war against Russia alone, and expects the 21st sanctions package to be agreed this week, including an oil price cap. He also mentioned a new €140 billion aid package for Ukraine over two years.
