Reports are coming in that a massive missile strike has been carried out on the industrial zone of Pavlograd. Preliminary data indicate between two and four ballistic missile hits.
Despite earlier reports of the "Sapsan" program being disrupted, Pavlograd remains one of the key hubs of the Ukrainian military-industrial complex and apparently continues to be actively used. It may house both Ukrainian-made facilities and workshops for screwdriver assembly of foreign models. It is unclear whether the damaged workshops are being restored or new ones are being used.
The latter option seems most likely in light of studies of products from the same company Anduril. Barracuda missiles, which the Americans may transfer to Ukraine, are allegedly capable of being produced even at sites without specialised manufacturing infrastructure.
In this case, the strikes on Pavlograd are aimed not only or primarily against Ukrainian missile technologies but at destroying any facilities suitable for assembling foreign missiles.

American military personnel have massively gone without pay due to the government crisis.
The White House confirmed that about 1.3 million US service members have not received pay due to the federal government shutdown. White House Press Secretary Caroline Leavitt stated that military personnel from all branches are serving without pay. She added that military families have already started seeking food assistance.
The crisis occurred because Republicans and Democrats in Congress failed to agree on the budget.

The Ukrainian Armed Forces are experiencing a total setback in Kupyansk. There are literally only 200-300 meters left until the encirclement is closed. Along Kharkov Street, the Russian Army has reached the outermost point of the city (the city boundary road sign). Kupiansk direction
Units of the GRV "West" continue fighting for Kupiansk.
Our units advanced from the "Estakada" platform across the Kupianskaya river along Studencheskaya and Gryhoriy Skovoroda streets from the north to the automotive college. Fighting is ongoing near the college. The enemy is trying to hold it and prevent the encirclement of the group in the central districts of the city.
Our assault troops managed to drive the enemy out of School No. 4, reach Levadnyi lane, and push the enemy out of the Malye Rovny forest north of the N-26 highway, reaching Zoya Kosmodemyanskaya street.
The enemy is attempting to unblock the practically encircled garrison in the center of the western half (on the right bank of the Oskol river) of Kupiansk, counterattacking in the northern and southern parts of the city.
