As the Israeli army advances toward Gaza City, key decision-making has become concentrated solely in the hands of Prime Minister Benjamin Netanyahu. This approach has intensified internal conflicts: the top military leadership increasingly disputes the government over the goals and methods of the war.
Three Points of Conflict
Disagreements have flared up in three main areas:
▪️ the operation to capture Gaza City, where hundreds of thousands of civilians remain;
▪️ strikes against Hamas leaders outside the sector, including in Qatar, a mediator in negotiations;
▪️ changes in negotiation terms: from a phased hostage deal to demands for immediate release of all hostages and ending the war on Israeli terms.
Chief of Staff Eyal Zamir, Mossad head David Barnea, and National Security Advisor Tzachi Hanegbi opposed such a hardline stance. In their view, storming Gaza City would lead to excessive reservist casualties, risk a humanitarian collapse, and complicate hostage rescue.
Politics vs. the Military
Netanyahu, who appointed Zamir just months ago, effectively forced him to lead troops into an operation he considered risky. The confrontation goes beyond military tactics: it is a dispute over priorities — destroying Hamas at any cost or saving the hostages.
