Resource Mobilization: Moving supply chains from civilian needs to military needs. No
Industrial reconfiguration: No one has retooled civilian companies to military needs. No one is telling say Renault to build drones.
Rationing: There is no rationing,.
Defense Spending: It has gone up but not excessively nor has heavy borrowing occured. Russian deficits are 2% of GDP, nearly 1/3 lower than the US, France, or Britain.
