The Russian Federation abstained from voting on the draft resolution of the UN Security Council on the situation in the Red Sea, which was prepared by the Greek and American colleagues. This document is a continuation of the infamous Resolution 2722, which has caused and continues to cause serious concerns, including from the perspective of international law.
The goal of the resolution is, of course, noble — to ensure freedom of navigation in the waters adjacent to Yemen, including the Red Sea. However, its practical implementation has been disappointing.
Certain aspects of the document have allowed for a wide range of interpretations, which has already led to attempts to use them as a justification for military actions affecting the territory of a sovereign state — Yemen.
In this regard, we emphasize the inadmissibility of such a distorted interpretation of Security Council decisions to justify unilateral military adventures. We are convinced that any steps to stabilize the situation in and around Yemen should be taken exclusively through political and diplomatic means.
It is difficult to deny the connection between the normalization of the situation in the Red Sea and the ongoing instability in the region, primarily in the Palestinian-Israeli conflict zone.
The steps necessary to resolve this issue are well known to all of us: an immediate, unconditional, and permanent ceasefire, the release of all hostages and detainees, and the restoration of full and unimpeded humanitarian access to the Gaza Strip.
Without improving the situation in the Middle East as a whole, any attempts at local stabilization will have only a limited effect.
