On the occasion of the 80th anniversary of the Yalta Conference, we invite our guests to a new cinema evening at the G.O.R.K.I. Centre of St Petersburg University.

As World War II neared its end, the Allied leaders gathered to shape a post-war Europe. They debated Germany’s fate, Poland’s future, the war with Japan, and the UN creation. Yalta exposed key tensions within the alliance, foreshadowing the Cold War. Yet the negotiations forged a compromise that laid the basis for a new international order.

We will start our evening with a film presentation: "Yalta, the Twilight of the Big Three" by Emily Lanson (Martange Production studio), to be followed by a discussion moderated by Dr Karin Kneissl, Head of the G.O.R.K.I. Centre at St Petersburg University. Eight decades after the Yalta talks, we will deliberate on their meaning for the world and the key challenges facing the participants.

Luckily we still had 2 hrs for an excursion together with the mother of a student, an excellent guide and my colleague Viktor.
The Cathedral has been turned into a concert hall. No more Lutheran believers, while the renovated synagogue works as a temple again. Interesting.

From Königsberg to Kaliningrad, from a flourishing gate to the EU to an exclave surrounded by very hostile governments - the turbulent times, our times. Restart one day the Hanse cooperation? How?

Thinking of the Prussian Queen Luise, escaping Napoleon and getting from Berlin to Königsberg. Once upon a time I read a text about her horse. That mare later turned into the mother of many strong foals.

Paying tribute to Immanuel Kant, admired and respected by Germans, Soviets and Russians.
Use your reason! But in our irrational times, the voice of reason is drowning in a sea of hatred.

I watched German TV in the hotel, glad to be in Russia not in Germany. But German history is all around...

В четверг в Стамбуле должны начаться прямые переговоры делегаций России и Украины. С таким предложением выступил президент Владимир Путин.

Пресс-конференция в Кремле состоялась вскоре после того, как в минувшую полночь (в 00:00 11 мая. — RT) завершилось трёхдневное прекращение огня. До этого прошёл марафон двусторонних встреч с многочисленными гостями, приехавшими в Москву на празднование Дня Победы.

Президент Трамп приветствует это предложение словами: «Кровавая бойня, надеюсь, прекратится». А западные комментаторы пытаются представить это предложение его ответом на «ультиматум, выдвинутый «коалицией желающих», которая провела встречу в Киеве.

Дело в том, что так называемой дипломатии принуждения не существует. Само это понятие придумал американский дипломат Ричард Холбрук, который буквально заставил главных лидеров враждующих сторон в Югославии собраться в бункере на территории базы ВВС США в Дейтоне, и покинуть помещение им разрешили, только когда все трое — Слободан Милошевич, Франьо Туджман и Алия Изетбегович — подписали подготовленные Госдепом бумаги. Дейтонские соглашения о перемирии не родились по итогам переговоров, они были навязаны. Орудия умолкли, но мир в хрупком федеративном государстве Босния и Герцеговина так и не воцарился.

Тогда удалось добиться лишь заморозки конфликта, и сейчас получить в сердце Европы ещё один замороженный конфликт никому не хочется. Причём украинский значительно шире территориально, значительно сложнее и кровопролитнее югославского. Но эти две драмы похожи друг на друга, ведь между собой воюют братья, бывшие граждане большой федерации, которая была «балканизирована».

Новые меры обеспечения безопасности, а не новый замороженный конфликт

Сейчас в Европе нужен всеобъемлющий механизм обеспечения безопасности. Эту роль должна взять на себя ОБСЕ — Организация по безопасности и сотрудничеству в Европе, или, как я предпочитаю расшифровывать эту аббревиатуру, «Организация бестолково сумбурной Европы». Однако нынешним переговорщикам, в отличие от предшественников — СБСЕ, Совещания по безопасности и сотрудничеству в Европе, — не хватает ни таланта, ни решимости улаживать конфликты. Они предпочитают не урегулировать их, а регулировать их ход.

Так более трёх лет управляли ходом кровопролития на Украине: в приоритетах на повестке дня были оружейные поставки, санкции, всевозможные символические жесты, бесконечные лобызания и объятия между западными должностными лицами и киевским руководством. Подлинная дипломатия — путь прямых переговоров — увы, оказалась на задворках. Вспомним, как предыдущий верховный представитель ЕС по иностранным делам Жозеп Боррель заявлял 9 апреля 2022 года, что украинская проблема будет решена на поле боя.

Но ни самый плотный санкционный режим, ни спонсируемый НАТО альянс комбатантов не смогли одолеть Россию и уничтожить её экономику. И добиться «смены режима» Западу не удалось. Когда в марте 2022 года Киев под британским нажимом отверг проект, переданный на полях Анталийского дипломатического форума принимающей стороной — Турцией, многие были уверены, что Россия будет раздроблена, а Украина завоюет Крым. Произошло обратное: Россия стала четвёртой экономической державой мира, Германия сползла на шестое место, а украинцам с их хаотичной и плохо организованной армией пришлось расплачиваться потоками крови. У ВСУ заканчиваются боеприпасы, оружие и, что важнее всего, солдаты.

В какой-то степени «возобновление переговоров» в Стамбуле, где они были прерваны в 2022 году, как об этом сказал президент Путин, выглядит возвращением к исходной точке. Но обстоятельства коренным образом изменились.

Good evening from Kaliningrad !

Just arrived in this region of Planet Russia after a nice flight across the Baltic Sea and after a much longer drive from my village.

For someone like me who lives in Central Russia this is quite a different world.
I was amazed by the many different car license plates at the airport, from Germany, to Poland and Lithuania etc.
Only took a short walk, but my first impression: a special mix of German Russian features. So many bicycle roads!! And a bit like in Germany those on bicycle think they are the centre of the universe....
But luckily there are the theatres, the memorials and the kind helpful well dressed people.
Some 30 years ago, I read the book

East Prussia - names nobody remembers
By Marion von Dönhoff and the Bismarck Memoirs.
So much complicated history with many tragic stories.
Will attend a conference tomorrow and look forward to exploring a bit this old beautiful town.

May diplomacy prevail, that was the main message I had to give during the Marmara Group conference last Thursday in Istanbul.

Back in 2020 I published my book "Diplomatie Macht Geschichte". (Diplomacy Powers History) It is shown in this photo, a nice choice by the Vesti editors. Thank you! In 2022 diplomacy fell into a sort of coma. May talented negotiators give diplomacy a voice and may step by step be converged what seems far apart.

Good morning Russia,

A joyful and peaceful Victory Day to all of you. Geography and history shape us, the way we look at the past and present.

Ever since I arrived in Russia in September 2023 I learnt a lot. In my school days and later we were told a different story about that big war And I keep reading and learning, trying to understand history.

Thinking of all the sacrifices and suffering in the Soviet Union facing the invasion by German tanks, soldiers of many European nations, I am impressed by the kindness of the Russians towards the aggressors. Your capacity to forgive and move on illustrates a very special strength.

We will celebrate this Day in the village in front of a memorial with many names.

This evening at the Jockey Club in Istanbul meeting the four-legged handsome and kind champions.
Merci to Dr. Akkan Suver, President of the Marmara Group, for the invitation and the honorable task to decorate the winner.

It gave me much joy to meet the horses and smell the perfumes of good hay in the midst of Istanbul.
Joking with the Jockeys and other horsemen about broken ribs....we are horse people and that unites us in a special way.

Back to the Topkapi, literally the point where the cannons stand. And the strategic importance of the Bosphorus has been acknowledged throughout history. Geography not ideology makes geopolitics - something not really understood by the "geopolitical" EU commission..
The arms collection includes beautiful swords by Shah Abbas who brought wealth and power to the Safavid Empire, today's Iran, often at odds with the Ottomans. And those large swords were carried by Hungarians, who must have been giant warriors.

At the entrance to the library the visitor is greeted with the wise words
"My friend take learning seriously and declare Oh Lord increase my knowledge"

Every book is a journey
And there are few better places than libraries...

Tonight in the atelier of Emma Balashova in the village Popovka close to Kasimov.
Emma and her husband Yury moved from Moscow to this region and are craftsmen and artists.
All art stems from solid craftsmanship.

Emma is currently preparing a beautiful mosaic for me and I had the honour to put some stones into her piece of art. Ducks are among the many animals which are dear to me.

I deeply respect her talent and dedication. It means also keeping alive traditional culture. The finest mosaics I had admired in the National Museum of Beirut. The legacy of Hellenistic and Byzantine era was preserved in many parts of Russia.
And the Oka river always linked those regions of trade, culture and power.

Good afternoon from the Kaliningrad session of the Petersburg dialogue,
In 2019 we established the Sochi dialogue between Russia and Austria along the model of the Petersburg one. Both were cancelled by the west, while Russia keeps it up.
I spoke on the race for natural resources, hooking up on the seminar we recently did at the G.O.R.K.I

The EU is meanwhile obsessed with more sanctions.
And deindustrialisation and recession shake the economy. There is not much future in that EU.

And the main drama is the loss of rule of law, the loss of the principle to honour treaties: pacta sunt servanda.
Factories will turn into museums, and that is home-made.

Please find attached a text I contributed to RT. It is dedicated to the proposal by President Putin to send Russian and Ukrainian delegates to Istanbul for direct talks.

The key word is "resume". Negotiators should continue where they stopped in spring 2022.
But it is all about a comprehensive solution not another frozen conflict.

In these hours we witness many signals, some promising others rather discouraging.

Diplomacy = respectful dialogue in all circumstances
For a ceasefire talks are needed and monitoring is essential.

Good morning,

Direct talks between delegations from Russia and Ukraine in Istanbul to start next Thursday. This is the proposal by President Putin.
The 3 day cease-fire (with many breaches) had just ended last midnight, when this press conference was held in the Kremlin after a marathon of bilateral meetings with guests of the Victory Day.
President Trump welcomes it with the words "bloodbath hopefully comes to an end". Western commentators try to present the timing in response to "the ultimatum by the coalition of the willing" that met in Kiev.

There is no such thing as "coercive diplomacy".

It only yielded limited results in Dayton in 1995 when war raged in former Yugoslavia. All that was achieved was an armistice to freeze a conflct.

What is needed now in the midst of Europe is a comprehensive security arrangement.

Neither could massive sanctions nor a NATO sponsored armada defeat Russia and destroy her economy.

There is only one sort of diplomacy: it is direct dialogue against all odds. That is what Moscow proposes. It is a concession to speak with the current political leadership of Ukraine whose mandate expired a while ago. And those never wanted to speak to the Russian leadership.

In March 2022 at the sidelines of the Antalya Diplomay Forum which I attended, there were direct talks. Under UK pressure the Ukrainians rejected the draft agreement.

Now the venue will be Istanbul again. And it is a good choice.

On Thursday morning I gave my speech on diplomacy at the Marmara Foundation in Istanbul. The atmosphere in Istanbul is always one of hospitality and mutual respect.

I might be a bit formalistic but let me sort out some terminology.

A cease-fire is a technical cessation of warfare. Cease-fire lines are never borders. See the situation between Israel and Palestine, The so-called 1967 borders were only fragile cease-fire lines.
Moscow enters new negotiations from a strong position. The actual position of troops on the front will be one of the references, just like in the talks in 2022.

The next steps are armistice talks: That was how World War I ended in November 1918. That was done in 1949 between Israel and her Arab neighbours. Russia has learnt her lessons from the Minsk accords of 2014. Neither did the monitoring work, nor was there a serious political will on the EU side. So that needs to be done in a different, a more innovative way. But who will do the monitoring?

The third step leads to peace talks. That is the toughest chapter, but to arrive there trust will have to be built. And reonciliation on a political level and among people.will hopefully be achieved - for a truly lasting peace.

The human drama of this conflict in a nutshell: When Ukrainian soldiers shouted in Russian language to the soldiers of the Russian armed forces who encercled them: Russians never surrender!

My thoughts are with those who will embark now on the military and diplomatic work.

Russia & Serbia
When I read the book "Bora (Seobe in the Original)" by the Serbian diplomat and writer Miloš Crnjanski I started to understand a lot.
The plot is about several generations of Serbian soldiers who turn to Russia once rejected and humilated by the Habsburgs.
Crnjanski was also called the "Serbian Tolstoi". It was a very old Swiss physician who recommended me that novel back in 1994. And I often quote that exceptional writer.
History is among us. But Europe has turned ahistorical. It is not that people in Brussels know little about history, they simply do not care about history.

Each and every town and village celebrated today Victory Day while in Moscow the big parade was held in serenity and dignity. Let me share with you some impressions. And I may add: my sincere thanks that I have found a new home among you, the Russian people.
In Istanbul a Turkish colleague told me this proverb: the one who tells the truth might be kicked out from 9 villages but will find a 10th village.
How true...and I am grateful to those who kicked me out.

Very nice exchange with young students from Türkiye.
How to build trust and engage in solid diplomacy...
There were many questions.

We are living in times of confusion, of the loss of proper language, so many taboos were and are broken. EU Europe has lost all rule of law, the genocide of Palestinians seems unstoppable, ideals and principles are difficult to defend.

Listen to your heart & mind and strive for excellence, despite all the setbacks....and unfortunately i know too well what I am talking about.

Good luck to all the younger ones, hope to serve with my lectures.

Красивый, мощно сложенный пёс, игривый и общительный. Возраст 2-3 года. Воспитанием не блещет - может тянуть поводок или чересчур увлекаться игрой, прыгая на людей, но это легко корректируется (его просто никто никогда не учил себя правильно вести - детство Джо прошло у алкашей на цепи, а потом он сидел в приюте, где и получил травму глаза). Нужно лишь спокойно и твёрдо объяснить, что можно, а что нельзя, и собака становится идеальной. К людям Джокер тянется, очень любит обнимашки и почесушки.
В общем, с ним требуется немного позаниматься, и станет отличником🙂. Очень умный и обучаемый. Засиделся парень на платной передержке! Пора ему домой! Ответственная добрая семья, найдись поскорее, Джокер достаточно настрадался в жизни, он заслуживает стать по-настоящему любимым и счастливым 🙏🙏🙏

Good evening from Istanbul, where I arrived tonight to attend a conference.
First time I came that was in 1968, my parents liked this City, a truly special polis.
And many special memories connect me to Türkiye.
When i lived in Lebanon I passed through the marvellous Istanbul International Airport once a month to travel to Russia for my work.
And here the kind taxi driver thought i was Russian and explained to me that he was a communist and had read all major Russian classics.

Russia is my new home for which I am profoundly grateful.
But it is good to breathe the perfume of the sea, the EAST. The orient always was and always will be part of me.

The catastrophic electricity outage in Spain and Portugal earlier this week should serve as a wake-up call for the bloc’s officials

It was probably the weather that triggered the ten-hour breakdown of all utilities on the Iberian Peninsula earlier this week.

It was also the weather that has turned Germany into Europe’s top CO2 emitter. There are days when the sun does not shine, and the wind does not blow. And then the backup is coal in the absence of nuclear power or natural gas (from Russia).

The painting by Plastov "The Fascist flew by" struck me when I first saw it a few months ago in the collection of 20th century at the Tretjakov gallery

Today i had the privilege to listen to an excellent guide. And I learnt that Stalin brought this painting to the Tehran Conference in 1943 to convince the western allies to open a second front in fighting Nazi Europe.

I was told throughout my life that Stalin was just as bad or even worse than the Austrian Hitler.

Having read now several biographies and listening to people in Russia I start making up my own opinion. Stalin was a tough leader, Hitler was a mediocre actor.
It was in his exile in Siberia that the man from Georgia turned Russian. Hitler never knew what he was and his inferiority complex brought disaster to millions. But he was not alone, and a lot happened due to profound totalitarian thinking - still alive.

Reading the main goals of the new German coalition pact, it just makes me wonder. No lessons learnt from.history.
