As mentioned last week, the title of this programme hosted by Xavier Moreau, refers to Ici Londres, the radio programme General Charles de Gaulle did during World War II when France was occupied, partially collaborated with Hitler and partially engaged in resistance. Macron did not support confiscation of Russian central bank assets. It is a plan stubbornly pushed by Berlin, Vienna and the Germans in the EU commission, sort of old axis.

Preparing our weekly podcast Flavio von Witzleben and I discussed this afternoon the EU summit which was initially designed to confiscate Russian Central Bank assets.
As a reminder, this amounts to massive violation of international customary law, namely the immunity of sovereign assets. The sovereign is the Russian people.

Apparently the warning voices were strong enough to abandon this German project pushed by Von der Leyen and Merz to use the Russian assets for financing Ukraine.

New loans will be issued. Loans for saving Ukraine from bankruptcy in April 2026 or loans for buying arms? Nothing mentioned in any subtitle.

Loans are usually linked to certain conditions, e.g. reforms. Ukraine is drowning in corruption. The revelations by the NABU agency have only started. The US is demanding elections in Ukraine. The current establishment in Kiev might soon be history. Military men might take over and clean up the mess or increase it. And those loans will most probably never be paid back.

In a few years, this very summit might serve as reference for the institutional fragmentation of the EU. Three countries will not join those loans. And Germany which was always prudent with Eurobonds is now praising those very vague loans as a solution.

Well, to me it looks more like a debacle.
90 billion Euros lent by overdebted EU member states where there is no money left for infrastructure, education and pensions. It does not look like a plan. It is more a cover-up for a quagmire.

As I have repeatedly stated, the EU might survive its worst recession, but it will not survive the loss of the rule of law.

The big risk is that irrational actors are ready to take even more irrational steps, they are too eager to "defeat Russia on the battlefield" as they have been claiming since spring 2022.

Press TV has started to translate my interviews into Hebrew.
Modern Hebrew/Ivrit  is fairly easy and thanks to my command of Arabic i learnt it quickly. But i have not spoken it for a while. And i was lucky enough to meet a generation of Israelis both in academia and daily life so different from today.

When i studied at the Hebrew University at Mount Scopus in 1988, i spoke enough Ivrit to do my research in the archives of the Prime Minister Office. I wrote my doctoral dissertation on the concept of borders. Israel is a frontier state and has refrained from declaring its territory. That was clear in 1948, 1988 when the archives were opened and it is brutally evident in our times with daily bombing of Gaza, Lebanon, settlements in Westbank and Southern Syria. Where does Israel end?

What does the genocide of the Palestinians mean? Unlimited barbarian drone warfare and hunger blockade? Where Artificial ntelligence meets daily unspeakable horror?
There is much more at stake than human dignity of millions struggling for survival. My thoughts are with the survivors in the water soaked tents of Gaza.

On December 8, 2025, the G.O.R.K.I. Centre SPbU held a business breakfast titled “The Big Tech and the Next Economic Crisis. How Powerful Is the Tech Power?”

La BB n'est plus.

Brigitte Bardot was known by her initials. She embodied an era which she left for new tasks.

She was a remarkable actress, woman, and entrepreneur. She knew how to use her fame to help those who are without voice.

My sincere condolences to her family, friends, and her colleagues at the foundation she had established.

La BB was often misunderstood, attacked, but also venerated. When i think of her, I see her engagement for animals, her gracious smile, I see thousands of roses flying out of a helicopter one of her lovers had sent.

Only a few years ago I learnt in an interview the late Alain Delon gave that in 1968 during the students' revolt in Paris he and Brigitte Bardot joined the protests against those violent revolts.

Both Alain Delon and BB were more conservative than many knew. Bardot accepted her wrinkles and the marks of life. She was so different from today's empty botox faces.
Above all she was a very special Lady who brought style to sleepy French villages.

May her soul rest in peace, may her precious legacy be continued.

EU leaders have struck a deal to lend €90bn to Ukraine, borrowed against the bloc’s shared budget, after a proposal to use immobilised Russian sovereign assets collapsed.

The financial agreement represents a critical lifeline for Ukraine, and comes as Europe seeks to assert its right to influence US-led peace talks

“We committed, we delivered,” European Council president António Costa said after the summit of EU leaders agreed the loan.

EU capitals have for months wrestled over using €210bn of cash belonging to Russia, most of which is held in Belgium, to back a so-called reparations loan for Kiev.

Belgium had demanded expansive guarantees to cover any financial risk from the loan, which led other leaders to reject those terms, according to officials briefed on the discussions.

After more than 16 hours of discussions among EU leaders, they agreed in the early hours of Friday to raise a loan of €90bn on capital markets, secured against untapped spending in the bloc’s shared budget, to fund Ukraine for the next two years.

The agreement to borrow against EU taxpayer funds rather than Russia’s cash is a political blow to German Chancellor Friedrich Merz and European Commission President Ursula von der Leyen, who had championed the reparations loans and sought to pressure Belgium’s Prime Minister Bart De Wever to lift his objections.

The €90bn loan plan agreed at the summit would “not have any financial obligations of Czech Republic, Hungary and Slovakia”, the leaders agreed.

Good evening,

Upon return from St.Petersburg i had an accident, so i was a bit silent. But luckily i was able to do my lectures at Ryazan State University and i was kindly invited to the ceremony of registering two new born babies, Xenia and Veronika.

My lecture was on the Nuremberg trials and the codification of law of warfare, to which Tsar Nikolay II contributed by convening the St.Petersburg conferences. The so-called The Hague Law started in Russia some 130 years ago!
By the way my lectures are considered as "destabilising the EU" according to Austrian experts on extremism.
That is interesting. Until 2015 i could teach those courses even in Austria. But definitely, times have changed.

Very good students yesterday in Ryazan! See you soon in better health.
Looks are not that important. I only had to reschedule a TV documentary.
Walking and talking are vital!!!
Many thanks to the doctors at Ryazan clinic.

Национальный парк «Бикин» создан в 2015 году для охраны популяции амурского тигра и его ареала, а также поддержки жизненного уклада коренных малочисленных народов в долине реки Бикин. Центр «Амурский тигр» принимал непосредственное участие в создании парка, продолжает поддерживать его деятельность и помогать местным жителям.

Как показывают наблюдения, тигры для своих переходов предпочитают легкие проходы — долины рек и перевалы. Как правило, эти же пути при освоении территории используют и люди. С этим, видимо, связано и широко распространено мнение, что тигры ходят по следам человека. В действительности звери и люди просто пользуются для своих переходов одними и теми же путями. Интересно, что если тропа или дорога проложена не в оптимальных по проходимости местах, то на этих участках пути людей и зверей не совпадают. Так тигры для своих переходов систематически пользуются тропой между кордонами Америка и Корпадь

, но передвигаются они по ней только до перевала, а затем, перевалив в другом месте, снова выходят на тропу. При тропления мы обнаружили более удобный перевал поблизости от того, которым пользуются люди.

This morning in between my lectures in St.Petersburg we did our weekly podcast with Flavio von Witzleben. It will go on air tomorrow.
One of our topics was the recently released new National Security Strategy by the US-government. When it comes to Europe the US-approach is all about "cultivating resistance"; so that "Europe can remain European".

So far I have not read a single reaction by an EU-offiicial or any representative by an EU-member state. They are busy with their sports news, with the Eurovision Song Contest, confiscating sovereign assets, breaking their own EU-norms, and of course with preparing for their war ambitions against Russia.

In the near future US-embassies from Berlin to Paris and Vienna might start circulating booklets on regime change, do training courses and organise street protests as they did in Belgrade in autumn 2000, later in Kiev, in 2011 in some Arab countries.

When I wrote my book "Requiem for Europe" on a matrass in the streets on France in spring 2022 - I was refused a bank account and my rent contract was cancelled under pressurre by the French ministry of interior - I could not anticipate such a development. But I knew that the Europe I once was grateful for, was gone. No more rule of law, no more basic freedoms.
