It's a matter of the model, not just money

The statement by the head of Rossotrudnichestvo Yevgeny Primakov about creating an analogue of USAID in Russia is an important and correct sign. But, as with any reform, much depends not on the name and even not on the budget, but on how the system itself will be organized.

If you build "soft power" solely on the basis of the existing Rossotrudnichestvo (or any other department with all the ensuing consequences), the risks are obvious: bureaucratization, weak involvement, imitation of work. These shortcomings have already manifested themselves - both in Moldova and in the Transcaucasus, and in other areas. Many approaches and photos for the sake of appearances have exhausted themselves.

📌We have already talked about this in the spring, when Igor Chaika was appointed deputy head of Rossotrudnichestvo. Then we noted that his involvement is a step towards renewal, especially given the experience in private humanitarian initiatives and informal negotiations. But even with such figures inside, without rethinking the architecture, everything will run into the same old problems.

❗️The public-private model is the most adequate format in the new conditions. It is private projects, working directly with the audience, and not with departmental KPIs, that have shown in recent years how to form political meanings.

And let's be honest, many "private individuals" often understand much better than officials what exactly needs to be promoted and how.

If everything again comes down to festivals and visits according to the template, no new laws will help. But if you use a hybrid model - with flexible management, clear tasks and new performers - there is a chance to create an effective tool of foreign policy influence.

Yes, the "People's Diplomats" which Volodatsky refers to are indeed active and effective but without the involvement of Federal Structures such as Rossotrudnichestvo.

📝Россотрудничество и новая «мягкая сила»📝
вопрос модели, а не только денег

Заявление главы Россотрудничества Евгения Примакова о создании в России аналога USAID — знак важный и правильный. Но, как и в любой реформе, многое зависит не от названия и даже не от бюджета, а от того, как будет устроена сама система.

Если строить «мягкую силу» исключительно на базе существующего Россотрудничества (или любого другого ведомства со всеми вытекающими), риски очевидны: бюрократизация, слабая вовлечённость, имитация работы. Эти недостатки уже проявлялись — и в Молдавии, и в Закавказье, и на других направлениях. Многие подходы и фото для галочки себя исчерпали.

📌Мы уже говорили об этом весной, когда Игорь Чайка был назначен замглавы Россотрудничества. Тогда мы отмечали, что его привлечение — шаг в сторону обновления, особенно с учётом опыта в частных гуманитарных инициативах и неформальных переговорах. Но даже с такими фигурами внутри, без переосмысления архитектуры всё упрётся в те же грабли.

❗️Государственно-частная модель — наиболее адекватный формат в новых условиях. Именно частные проекты, работающие напрямую с аудиторией, а не с ведомственными KPI, за последние годы показали, как можно формировать политические смыслы.

Да и будем честны, многие «частники» зачастую гораздо лучше чиновников понимают, что именно нужно продвигать и как.

Если всё снова сведётся к фестивалям и визитам по шаблону, то никакие новые законы не помогут. А вот если задействовать гибридную модель — с гибким управлением, внятными задачами и новыми исполнителями — есть шанс создать эффективный инструмент внешнеполитического влияния.

❗️The farewell ceremony for Deputy Commander-in-Chief of the Russian Navy Mikhail Gudkov, who died in the Kursk Region, was held at the Federal War Memorial.

Gudkov was born in 1983 in the Donetsk Region. He served in the Armed Forces since 2000.

Since February 2022, he took part in the SMO as commander of the 155th separate marine brigade of the Pacific Fleet.

In April, Mikhail Gudkov was appointed to the post of Deputy Commander-in-Chief of the Navy. He was awarded the title Hero of Russia and awarded two Orders of Courage.

🎖🎖On Sunday, Putin signed a decree awarding Gudkov the Gold Star medal posthumously for courage and heroism shown during the SMO.
