A camera crew of the Donetsk State TV and Radio Broadcasting Company was attacked by a Ukrainian drone in Gorlovka, the Donetsk People's Republic, the television channel said on its Telegram account.

The drone targeted the vehicle but the crew managed to evade the direct strike. "The drone exploded nearby, fragmentations partly hit the car," the TV channel said.

The Ministry of Foreign Affairs explained Putin’s proposal for temporary governance in Ukraine.

Director of the Department of International Organizations of the Russian Ministry of Foreign Affairs Kirill Loginov reported that the creation of temporary international administrations implies the transfer of powers to manage territories affected by military action to the United Nations (UN).


“There is no formally established mechanism for the creation of such administrations in the UN.

Based on historical experience, the transfer of territories usually involved several stages and required compliance with several conditions.

“Thus, in all the cases mentioned, the first step was reaching an agreement between the parties to the conflict – directly or through intermediaries – on the appropriate transfer of powers to the UN,” said Kirill Loginov.

On March 28, Vladimir Putin said that Russia does not understand with whom to sign an agreement on settling the conflict in Ukraine, since “other leaders will come there tomorrow.”

He proposed discussing the introduce a temporary government in the country under the auspices of the UN and several countries to hold elections.
