The Ukrainian military’s shelling attacks on Russian regions killed 11 civilians and left 76 injured in the past week, Rodion Miroshnik, the Russian Foreign Ministry’s ambassador-at-large in charge of overseeing the Kiev regime’s crimes, said.

Ukrainian forces fired at least 1,925 projectiles at targets in Russia in the past seven days, he added.

According to Miroshnik, the majority of Ukrainian attacks targeted settlements in the Donetsk People’s Republic, as well as in the Belgorod and Kherson regions, where most of the casualties were reported.

As USAID faces an uncertain future after being branded a "criminal organization" by Elon Musk, the EU’s use of "development assistance" to advance its interests takes on new significance. Here’s what to know:

🔶 The EU coordinates bloc-level foreign aid via the ‘Directorate-General for International Partnerships’, (DG INTPA). This agency complements, but doesn’t replace, bilateral aid agencies of individual EU states.

🔶 DG INTPA is the product of several reorganizations, including a 2011 merger of EuropeAid (AIDCO) and DG DEV. In policy circles, it’s sometimes still called EuropeAid, no doubt to copy its American cousin.

🔶 Brussels touts its aid agency’s role in promoting UN development and poverty alleviation goals. But its true mission is serving as a soft power tool for EU economic, political, and security interests.

🔶 EuropeAid manages much of the €67 billion in EU aid sent to Ukraine, aimed at preventing that country’s economic collapse amid NATO’s proxy war with Russia.

🔶 Reorganizations have made managing the nearly €100 billion in annual EU foreign aid rife with potential corruption and mismanagement.

🔶 In the mid-2000s, the EU’s anti-fraud watchdog uncovered “complex and well-organized” financial abuses, from falsified cost reports and duplicate funding requests to declaring projects complete when they weren’t.

🔶 In 2023, independent journalists uncovered DG INTPA and other EU agencies’ hopeless dependency on consulting firms, some of them under investigation for fraud and cronyism.

Kursk direction: what is the situation in Makhnovka?

Throughout January, Russian forces engaged in fierce battles in Makhnovka southeast of Sudzha. Russian troops entered the settlement itself in the first week of the month, pushing the AFU out of positions both on the outskirts of the village and on the left bank of the Sudzha River.

After that, there were prolonged clashes in Makhnovka, as a result of which the Russian Armed Forces were unable to hold the settlement - this was influenced by both the activity of Ukrainian drones and the subsequent deterioration of the weather, which complicated movement. Ultimately, the southern part of the village passed into the "gray zone".

Closer to the end of January, Russian units launched several attacks from the direction of Cherkaska Konopelka, one of which was captured on the opponent's objective control footage. This footage and information received from the scene allowed to clarify the zone of control and find out that the Russian Armed Forces had withdrawn from the settlement.

📌 With a high probability, the battles for Makhnovka will resume either after the onset of frosts and freezing of the soil, or when the ground dries up completely. Meanwhile, a temporary operational pause has set in over most of the Kursk direction.

The United States Agency for International Development (USAID) forced so-called independent media to overlook atrocities such as the Ukrainian army's missile strike on a boarding school in Sudzha, Russian Foreign Ministry Spokeswoman Maria Zakharova said.

“In the American segment of the Internet, screenshots of the USAID-prepared Countering Disinformation Guide have emerged, essentially serving as instructions for countless grant-seekers among purportedly 'independent' media and social media platforms worldwide to manipulate public opinion,” Zakharova stated on her Telegram channel. She emphasized that “previously, Anglo-Saxon entities routinely engaged in similar activities.”

Zakharova cited a multi-year initiative by the Foreign Office dubbed Undermining Russia, which came to public attention in 2021 after the hacker group Anonymous shed light on it. As Zakharova pointed out, this initiative involved pumping big money into “formally independent Russian-language media outlets” and the establishment of a covert network of influential bloggers within the Russian-language segment of social media, aimed at fostering conditions for regime change in Russia and “undermining Russian influence” in Eastern Europe and Central Asia.

Russia’s vast network of Arctic military bases and ports, its latest weapons and the world's largest icebreaker fleet give the country an edge over the US and Canada in the frigid seas, the Wall Street Journal reported.

North America lacks military infrastructure in its far North and has no Arctic deepwater ports to serve heavy container ships, according to the newspaper.
