🔆 Nepal Floods: Hydropower Dreams Washed Away

📍 Why in News?
🟢 August flash floods in Nepal devastated towns and villages, killed over a thousand people and left several others missing.
🟢 The disaster damaged hydropower infrastructure, highlighting the risks of development in the Hindu Kush–Himalaya amid climate change.

📍 Impact on Hydropower Infrastructure
🟢 At least 13 hydropower projects along the Bhotekoshi and Trishuli river corridors and one solar plant were damaged.
🟢 Around 15 hydropower projects under construction, with a planned capacity of 470 MW, were also affected.
🟢 Rising sediment loads damage turbines and other power infrastructure, increasing maintenance and repair costs.

📍 Sediment & Climate Risks

🟢 ICIMOD reported that suspended sediment loads from the Himalayan headwaters increased by around 80% over six decades, linked to heavier rainfall, glacier melt and thawing permafrost.
🟢 Between 2014 and 2024, the region recorded over 2,500 landslides, 258 earthquakes and several glacial lake outburst floods.
🟢 Himalayan rivers carry exceptionally high sediment loads during the monsoon, but sediment is not always adequately accounted for in hydropower design.

📍 Nepal’s Hydropower Dependence
🟢 Hydropower meets over 90% of Nepal’s power needs, making the sector central to its energy security.
🟢 Nepal’s estimated technical hydropower potential is around 83,000 MW, while installed capacity stood at 3,435 MW by 2025.
🟢 Electricity exports to India and Bangladesh generated around $200 million in FY 2025–26, but floods disrupted this revenue stream.

📍 Key Challenges & Way Forward
🟢 Integrate sediment management, climate-risk assessments and disaster-resilient design into hydropower planning.
🟢 Strengthen early-warning systems, glacial-lake monitoring and risk-informed infrastructure development. 🟢 Adopt a risk-informed approach to hydropower expansion, considering impacts on workers, communities, the economy and energy security.

🔆 WHAT LIES BEYOND INDIA’S E20 PUSH?

📍 Why in News?
🟢 India’s E20 petrol programme aims to reduce crude oil imports, lower emissions and promote ethanol production.
🟢 However, a recent analysis highlights potential trade-offs involving fuel efficiency, consumer costs, food security and foreign exchange savings.

📍 What is E20 Fuel?
🟢 E20 is petrol blended with 20% ethanol and 80% petrol.
🟢 India introduced the E20 programme in February 2023, with the objective of reducing dependence on imported crude oil.
🟢 Ethanol is produced primarily from sugarcane and other biomass-based feedstocks.

📍 Key Benefits of E20
🟢 Energy security: Reduces dependence on imported crude oil.
🟢 Foreign exchange savings: Lowers the petroleum import bill.
🟢 Environmental benefits: Ethanol can reduce carbon emissions per litre of fuel compared with petrol, depending on the feedstock and production process.
🟢 Agricultural support: Creates demand for sugarcane and other ethanol-producing crops.
🟢 Rural economy: Supports farmers, ethanol distilleries and related industries.

📍 Consumer Costs and Fuel Efficiency
🟢 Ethanol contains less energy per litre than petrol, potentially reducing fuel efficiency.
🟢 The article estimates that E20 may reduce mileage by around 6% in compatible vehicles, depending on vehicle type and driving conditions.
🟢 Lower mileage can increase the effective cost of travel, particularly for vehicles not designed for higher ethanol blends.
🟢 The actual impact depends on engine compatibility, driving conditions and fuel composition.

📍 Economic and Environmental Concerns
🟢 Food security: Diverting sugarcane and other crops towards ethanol production may affect food availability and prices.
🟢 Water consumption: Sugarcane cultivation requires substantial water, potentially increasing pressure on water resources.
🟢 Emissions: While ethanol blending may reduce certain emissions, the overall environmental impact depends on production methods and feedstock.
🟢 Foreign exchange savings: Reduced crude imports may be partly offset by higher costs associated with ethanol production and agricultural inputs.

📍 Impact on Agriculture
🟢 Increased ethanol demand can encourage crop diversification and provide additional income opportunities for farmers.
🟢 However, greater demand for sugarcane may create cropping-pattern distortions and increase pressure on land and water.
🟢 A long-term strategy should balance ethanol production with food security and sustainable agricultural practices.

📍 Way Forward
🟢 Promote second-generation ethanol produced from agricultural residues and non-food biomass.
🟢 Encourage development of vehicles compatible with higher ethanol blends.
🟢 Improve fuel-efficiency standards and provide transparent information to consumers.
🟢 Strengthen water-efficient farming and sustainable feedstock procurement.
🟢 Assess the programme through a comprehensive life-cycle emissions and economic-cost analysis.

📍 UPSC Relevance
🟢 GS Paper III: Energy security, biofuels, agriculture, environment and sustainable development.

📍 Mains Question
“India’s ethanol blending programme offers benefits for energy security and rural development, but also raises concerns regarding fuel efficiency, food security and environmental sustainability.” Discuss. (150 words)

🔆 What Two Districts Can Teach Us About Dealing with Rural Waste

📍 Why in News?
🟢 An article highlights innovative waste-management models in Majuli, Assam, and Tawang, Arunachal Pradesh, showing how remote rural areas can address the growing waste challenge.

📍 The Rural Waste Challenge
🟢 Around 2.7 billion people worldwide lack waste collection services, of whom 2 billion live in rural areas.
🟢 In India, waste-management systems have largely focused on urban areas, while rural waste remains undercounted and poorly managed.
🟢 Changing consumption patterns have increased non-biodegradable waste in villages, with food, beverages and hygiene products increasingly sold in plastic packaging.
🟢 When unmanaged, rural waste is dumped on land or into rivers, streams and seas, or burnt.

📍 The Majuli Model: Building the Entire Waste Ecosystem
🟢 Community participation: Village leaders, schools, homestay and hotel owners, and self-help groups were involved in awareness programmes.
🟢 Segregation: Households were encouraged to store and separate waste.
🟢 Infrastructure: Central Material Collection Facilities (CMCFs) and other facilities were integrated with collection and transportation.
🟢 Last-mile linkage: Waste was transported to recyclers and material recovery facilities.
🟢 Results: Since 2024, Majuli has prevented around 824 tonnes of waste from entering the Brahmaputra and eventually the ocean.

📍 The Tawang Model: Community-Led Waste Management
🟢 Remote and mountainous villages lacked sufficient sanitation workers for regular door-to-door collection.
🟢 Villages therefore organised monthly Swachhata Divas (Cleanliness Day), where communities collectively collected and segregated waste.
🟢 Local self-help groups and women workers played an important role in the system.
🟢 Each region created a central accountability and financing mechanism to sustain operations.

📍 Key Lessons
🟢 Community ownership: Every household should share responsibility for waste segregation and collection.
🟢 Context-specific solutions: Remote Himalayan villages cannot simply replicate urban door-to-door collection systems.
🟢 First-mile and last-mile connectivity: Collection alone is insufficient; transportation, processing and recycler linkages are equally important.
🟢 Financial sustainability: Local fees, independent financing and accountability mechanisms are necessary.
🟢 Integrated approach: Waste management requires a complete ecosystem of segregation, collection, transportation, processing and recycling.

📍 Major Challenge: High Transportation Costs
🟢 Collection and transportation constitute the most expensive stages of rural waste management.
🟢 Long distances make rural waste less attractive for recyclers and scrap dealers.
🟢 Some materials, particularly black polythene and textile scrap, may have few or no buyers.
🟢 This requires decentralised processing, stronger recycling markets and regional aggregation of waste.

📍 Key Takeaway
🟢 Rural waste management cannot rely solely on infrastructure or government schemes.
🟢 The experiences of Majuli and Tawang demonstrate that community participation, localised models, financial sustainability and end-to-end waste systems are essential for solving India’s rural waste challenge.

🔹 UPSC Mains Question:
“Effective rural waste management requires community ownership and context-specific solutions rather than a mere replication of urban waste-management models.” Discuss.

🔆 DEEP-SEA DISCOVERY & ENVIRONMENTAL RESPONSIBILITY

📍 India’s Growing Deep-Sea Footprint
🟢 India holds 3 International Seabed Authority (ISA) exploration contracts, covering approximately 95,000 sq. km across the Central Indian Ocean Basin, Central Indian Ridge and Carlsberg Ridge.
🟢 Exploration has identified an estimated 366 million tonnes of polymetallic nodules containing nickel, copper, cobalt and manganese.
🟢 Under the Deep Ocean Mission, India is developing deep-sea mining technology, underwater robotics and the MATSYA-6000 human submersible.
🟢 The National Institute of Ocean Technology has tested a mining machine at depths of approximately 5,270 metres.
🟢 Biodiversity surveys across 19 seamounts have studied around 1,300 deep-sea organisms, including nearly 23 newly reported species.

📍 Environmental Concerns
🟢 The deep ocean remains a poorly understood ecosystem, and large-scale seabed disturbance may have consequences that cannot be confidently predicted.
🟢 Deep-sea mining raises concerns about biodiversity loss, ecosystem disruption and potentially irreversible environmental damage.
🟢 Technological capability does not automatically justify ecological exploitation.
🟢 Strategic importance of critical minerals for renewable energy, electric mobility and advanced manufacturing must be balanced against environmental risks.

📍 Science & Responsible Exploration
🟢 Deep-sea exploration can advance scientific knowledge, biodiversity assessment, environmental baselines and technology without necessarily leading to commercial mining.
🟢 Before extraction, India must assess whether minerals are genuinely necessary at the proposed scale and whether alternatives such as recycling, resource efficiency and substitution can reduce demand.
🟢 The principle should be “Do we need to mine at all?”, rather than merely asking how to mine with minimum damage.
🟢 India’s deep-sea exploration activities offer an opportunity to establish strong ecological safeguards before any future exploitation.

📍 Way Forward
🟢 Precautionary Approach: Establish high ecological thresholds before permitting seabed mining.
🟢 Scientific Assessment: Strengthen research into deep-sea ecosystems and long-term environmental impacts.
🟢 Circular Economy: Reduce resource consumption through recycling, substitution and efficient resource use.
🟢 Sustainable Governance: Promote science-based decisions that protect vulnerable marine ecosystems.
🟢 Responsible Innovation: Use science not only to identify what can be exploited, but also what should remain untouched.

📍 Conclusion
🟢 India can emerge as a global leader in deep-sea ecological governance, recognising the ocean as a valuable ecological asset rather than merely a mineral reserve. Sustainable development requires balancing human needs with the preservation of natural capital.

📍 UPSC MAINS QUESTION

Q. Deep-sea exploration offers strategic and economic opportunities but also raises concerns regarding irreversible ecological damage. Examine how India can balance critical mineral security with marine biodiversity conservation and sustainable development. (250 words)

🔆 Access and Benefit-Sharing (ABS) — Biodiversity Conservation

📍 Why in News?
🟢 The National Biodiversity Authority (NBA) crossed ₹200 crore in cumulative ABS disbursements.
🟢 A fresh ₹8.23 crore was sanctioned to 27 State Biodiversity Boards + 5 UT Biodiversity Councils.
🟢 The amount arose from commercial use of Bitter Gourd, Okra, Chilli and Onion germplasm.

📍 What is ABS?
🟢 Under the Biological Diversity Act, 2002, entities using India’s biological resources for research/commercial purposes are required to share resulting benefits with associated communities/States.
🟢 Latest payments came from Nunhems India, East West Seeds India and Bayer Science and Innovation.

📍 How is the Money Allocated?
🟢 Since the crops were sourced through open markets/traders, individual farmers or communities could not be traced.
🟢 Therefore, on an Expert Committee’s recommendation, funds are distributed to State/UT biodiversity institutions based on the area under cultivation.

📍 Permitted Uses
🟢 People’s Biodiversity Registers (PBRs)
🟢 In-situ & ex-situ conservation
🟢 Ecosystem restoration & Biodiversity Heritage Sites
🟢 Capacity-building of Biodiversity Management Committees (BMCs)
🟢 Community livelihoods

📍 Key Challenges
🟢 Traceability gap: Actual custodians may remain unidentified when resources pass through open markets.
🟢 Equity concern: Benefits may reach State institutions rather than original knowledge-holders.
🟢 Absorption capacity: BMCs have varying institutional capacity to utilise funds effectively.
🟢 Scale: ₹200+ crore remains modest compared with India’s broader biodiversity conservation requirements.

📍 International Linkage
🟢 Supports India’s commitments under the Convention on Biological Diversity (CBD), Nagoya Protocol on ABS and Target 13 of the Kunming-Montreal Global Biodiversity Framework (KMGBF).

📌 Key Terms:
NBA → National level | SBB → State level | BMC → Local level | PBR → Local biodiversity & traditional knowledge record
