Telegram enforces penalties for sending Open Message links
Our users have reported that if you send a link that starts with tg open message (without spaces) to another user in a private chat, you may face consequences, including being kicked out of your account or receiving a spam ban. In some cases, the punishment may be even more severe, including the deletion of your account or the blocking of your phone number.
The @tginfo editorial team strongly advises against sending such links in private chats or any other types of chats (groups, bots, channels) in the near future.

Telegram Premium has almost 3.5 million subscribers
In Pavel Durov's latest blog post, while discussing the updates, he mentioned the number of Telegram Premium subscribers, which is "almost 3.5 million."
Based on previous statements from the messenger, Telegram actively engages with 800 million monthly users, providing an approximate estimate of the Premium user base at 0.4% or roughly one in every 233 users.
In December, 2022, we reported that Telegram reached 1 million Premium subscribers. So, in just under a year, the messenger has managed to attract an additional 2.5 million Premium users.

Replies, forwarding and link settings
• To make it easier for users to use numerous new features, Telegram has added a context menu for them.

Telegram for Android has been updated to version 10.2.
⚠️ Other Telegram clients will receive the new version soon. The update will likely be rolled out to users gradually.
⭐ Personal colors
• To highlight the individuality of the account, Premium users can choose a personal color or a combination of several colors.
• This color will be used for your name in all groups, as well as the links you send and quotes from your messages in replies.
• You can also choose any adaptive emoji that will be displayed in the background of replies to your messages.
• To set or change your personal color, go to Settings > Chat Settings > Change Name Color (Android) or Settings > Appearance > Name Color (iOS).

Replies 2.0
• Now, when replying, you can quote a certain part of the interlocutor’s message.

Telegram Plans an IPO
Investment company BCS has sent a presentation to investors regarding the Telegram's Pre-IPO. The broker's document indicates that Telegram is planning to conduct an IPO in Q2 or Q3 2025.
As part of the Pre-IPO offering, BCS is offering qualified investors convertible bonds of Telegram Group Inc. through its subsidiary in Cyprus, with a minimum purchase amount of $9,500. The bonds have an annual yield of 7% and are set to mature on April 22, 2026, with an option to convert the bonds into shares at an IPO with a discount:
• 10% if the IPO takes place before March 2024.
• 15% if the IPO takes place before March 2025.
• 20% if the IPO takes place before March 2026.
The document also highlights new monetization methods that Telegram may employ in the future:
• Ads in Stories.
• Premium features for teams in 2023 (expanded collaborative folders, shared workspaces, increased storage capacity, etc.).
• Fintech services for India (a payment service for conducting P2P and P2M transactions, with negotiations currently underway with one of the major local players).
In 2021 Telegram issued bonds with a total value of $1.75 billion, and in July 2023, Pavel Durov announced an additional bond issuance of $270 million.
Telegram Is Working On Citations
The @tginfo editors noticed ongoing work on citations on multiple occasions. This might indicate the feature will appear in future updates.
The Telegram API contains support for quote blocks since 2019, but it never was used in the official apps.
What tells us the feature is being prepared
• Telegram changed the API related to citations, moving it to an unpublished yet Layer 166.
• The Telegram for Android banner from the website shows a screenshot with a different replies UI. In particular, you can see the ❞ icon on one of the messages.
We speculate that in one of the future updates the messenger will provide options to manually create citation blocks in any parts of your messages, reply to the selected part of a message. These features might bring ability to, for example, reply to a message in a different chat by citing it.
Keep in mind that all the info here is a set of speculations and that there was no official announcement for the feature. Thus, the features may change drastically on release.
Results of The Competition for Redesign of Telegram for Android
The $30,000 prize pool was shared by 26 of the 89 designers who participated in the competition.
“The contestants brought several solid concepts and intriguing ideas to life – though even the top entries can’t be utilized without further polishing and refinements.”, this is how representatives of the Telegram team commented on the results of the competition.
Let us recall that the task of this competition was to create a detailed concept for the redesign of Telegram for Android. This concept should reflect the core essence of the application and its lightweight, and also improve the visual aesthetics with updated interface elements.

Telegram App Icon Competition
Telegram has organized a new competition for artists to draw new icons for Telegram applications for Android and iOS. The best icons can subsequently be offered to users in addition to the sets that are currently presented in both applications by default.
Contest Task
Participants are required to create at least 1 icon and adapt it for Android and iOS. Works containing more than 1 icon are accepted for participation, provided that each of them has a different theme.
Each of the icons should be based on the basic shape of the Telegram logo. Contestants may use any scenes or characters, except those materials that are protected by copyright.
The use of official sets of Telegram stickers and emojis is allowed only as references (you can adapt characters to create icons based on them). The use of AI generative is strictly prohibited.

Telegram Is Obligated to Assign a Representative in the EU
“Telegram is not a very large online platform, designated as such, and therefore DSA applies to Telegram as of the 17th of February 2024, this is the date when they will indeed, by which they need indeed to nominate a legal representative”, — Johannes Bahrke stated in response to a question from Oliver Grimm, a correspondent from an Austrian newspaper Die Presse. Oliver is concerned by violence, hate speech, and disinformation content found on Telegram and TikTok.
If a platform doesn't comply with the Act in time, the European Commission may fine it with up to 6% of its annual income. In extreme cases, it can even ban the platform in the EU.
This requirement is a part of EU's Digital Services Act, which was already enforced for large social media this August. The law improves the regulation of social networks and search engines in instances where users post illegal content. The Act requires platforms to combat unlawful content and hate speech, while also protects platforms from liability if they moderate the content responsibly.
The DSA doesn't force the platforms to remove unwanted content automatically, but demands the social networks to properly moderate it by any possible means and report their methods and results back to the government.

Telegram Increased Cooldown Time to Reactivate Incognito Mode in Stories
According to the changes in Telegram's configuration files, tracked by @tgcrawl, the minimal time interval between reactivations of Incognito mode for stories was increased from one hour to three hours.
The countdown starts from the moment the user taps the button to activate the mode. Because of this, after the Incognito mode expires, you will have to wait for at least 2 hours and 35 minutes before you will be able to activate it again.
The Incognito mode was introduced by Telegram in August and is available only to Telegram Premium subscribers. When activated, it hides you from the views list in stories you viewed for the first time in last 5 minutes, and continues to hide you from the viewers list during next 25 minutes.
It's important to remember that if you leave a reaction or a reply under a story, the story author will see your name even if you have Incognito mode active.

Delete Large Telegram Channels and Groups Without Support Involvement
Readers have reported that in the latest versions of the Telegram app, users can now delete large channels and groups on their own, without needing to contact support. Previously, attempts to delete a sizable channel resulted in an error message; channel deletion required submitting a request to Telegram's support.
A source close to Telegram informed @tginfo that this change is intentional and is not a mistake.
To delete a channel or group with a thousand or more participants, the owner must meet several requirements:
• The user's session must have been active for several days.
• The account must be secured with a cloud password.
• The password should have been enabled several days prior.
If even one of these criteria isn't met, you won't be able to delete a large channel or group.
The updated Telegram apps now require several clicks to delete a channel. After the final confirmation, it shows an additional five second countdown timer for users to reverse the action.
The messenger didn't update its docs yet — it still claims it's impossible to delete a large channel with an API request.

Sometimes Telegram, in favor of new features, overhauls its interface, and not always for the better. Occasionally, they even remove useful features.
This time, the messenger's developers altered the message reply system and link previews — the new interface has done away with some features users had grown accustomed to.

What awaits us in the upcoming Telegram 10.2 update
The @tginfoen team has discovered several new features in the Beta version of Telegram, which will soon become available in the next major update of the messenger. Let's look at them in more detail:
• ⭐ Change name color. In the chat settings, you can change the color of your nickname, as well as the background for the preview area of links and replies to your messages. In addition, you can customize the background design in replies by choosing any icon from custom sets with adaptive emoji. Available only to Premium users.
• ⚡ Selecting a channel color. Works on the same principle as setting the username color. Only admins with the right to edit the channel profile will be able to change the color. To unlock this setting, the channel must reach level 1.
• The updated link preview screen will allow you to move the block with the link from the bottom of the message to the top, as well as customize the preview image, making it miniature or expanding it to the entire block. And if your text contains several links, then by clicking on any of them you can generate a preview block.
• Reply to part of the message. Comment only on the selected portion of the post. To select part of the text to reply to, long-press on a message, highlight the phrase you want, and select the “Quote” option from the pop-up menu. You can also reply to a piece of message from one dialogue in another chat.
• Quote block is a new type of text formatting that allows you to manually create special blocks of quotes in your text. There can be several of them at once, and such blocks can be placed in any part of the message. To do this, select the text you typed and apply the “Quote” formatting.
Other updates include a new way to format text in the media editing screen, switching between preview screens, and the ability to host giveaways in Telegram channels in exchange for additional boosts.

Telegram Has Increased The Maximum Number of Chat Folders for Premium Users
Telegram Premium subscribers can now add up to 30 folders.
Previously, the number of folders for Premium users was limited to twenty. For free users, the limit has not changed - 10 folders.

@tginfo noticed Telegram Premium giveaways functionality added to Fragment.com's codebase. The change was detected thanks to @tgcrawl's automated analysis. Earlier we've already reported about this feature surfacing in Telegram for macOS localization files.
The Fragment platform is considered to be Telegram's partner, designated to provide an option to buy Telegram's Premium subscription, usernames, and anonymous numbers using TON cryptocurrency. All the services can be paid for using QR codes, which are supposed to be scanned in the Tonkeeper wallet.
Other noteworthy mentions in the code
• Ability to specify the number of subscriptions.
• Ability to specify the number of months — probably for Premium duration.
• There's a possible fee for the giveaway functionality.
• You can find Premium recipients using search.
• The UI has mentions for boosts, but their context is unclear.
It's important to keep in mind that the provided info is a set of assumptions based off the Fragment's code that surfaced, so the functionality may be significantly different on its release. At the moment of writing, the mentioned code was already removed.

Telegram Statistics Outages
Our followers report that the stats were unstable for the last couple of days.

Programming Language Classifier by Telegram
Today Telegram announced a new contest to create a library for programming language detection using Machine Learning algorithms. Almost simultaneously, Telegram Desktop repository was updated to add hints on the ongoing work to add programming language syntax highlighting. The @tginfo team connects these events and speculates that Telegram is probably working on automatic code highlighting in messages.
There are existing libraries for automatic programming language detection, but all of them are making mistakes often enough.
Such highlighting is not really needed in all messages, and attempts to do it automatically adds unpredictability, which not everyone will be happy about: “Will Telegram decide to mistakenly highlight this segment of monospace text?” or “Will the programming language be detected correctly?”
The @tginfo editors hope the messenger will give choice to either use the automatic language detection or not. Besides that, we're curious about the quality of the solutions that will be developed by the ML engineers in a 10 day deadline set by the contest.
The Telegram API has an option to declare the programming language for a code block since its early days, but almost none of the official apps implement that in the UI, with the exception of Telegram WebA.
