Australia announced a new AUD 60 million package of assistance to the Kiev regime and signed the Australia–Ukraine Bilateral Security Agreement, committing to a ten-year framework for cooperation and continued support for Ukraine.

Another waste of Australian taxpayers’ money. Another shot in the arm to the corrupt neo-Nazi Kiev regime. Another step towards prolonging the conflict.

New anti-Russian sanctions have also been introduced, bringing their total number up to 1900. Running out of targets, they now cover the All-Russian Public Movement “Volunteers of Victory”, which keeps alive the memory of the fight against Nazism during World War II (in alliance with Australia, by the way).

The Artek International Children’s Centre and children’s recreation and educational camps Smena and Orlyonok have also been sanctioned. What will Australia target next? Kindergartens? Hospitals?

Have such vain efforts in any way changed Russia’s resolve and capacity to battle Nazism again, as it did during WWII, and achieve the goals of the special military operation? The answer is “NO” – and they will not.

❗️Governor of Russia's Kursk Region Alexander Khinshtein has shared photographic evidence of another Ukrainian war crime – the destruction of St George’s Church, a historical and cultural heritage site in the Rylsk district.

According to Alexander Khinshtein, the church stood in the village of Kozino, one kilometre from the state border.

The wooden church was built in 1844, but its history goes back much further: the earliest mention dates to 1648, in a tax record. In 1662, the chapel was ravaged. In 1699, it received a new antimension and was consecrated. Over the centuries, the church on this site has perished and risen again more than once.

🎙 Remarks by Foreign Minister Sergey Lavrov at the UN Security Council meeting on Ukraine (New York, September 23, 2026)

💬 Had the 2015 Minsk agreements, reaffirmed in Paris in 2019 – with Zelensky already in office – been implemented as required by the UN Security Council, Ukraine would still be within its 1991 borders, except, of course, for Crimea. That issue has long been settled, as everyone fully understands. <...>

Russia’s December 2021 proposals to reach an agreement based on mutual respect for the security interests of Russia and the countries of Europe and North America were arrogantly rejected by NATO and the Biden administration.

In practice, preparations were being made for Kiev to seize by force the territories of Donbass beyond its control. To prevent this Western scenario from unfolding, we were compelled to launch the special military operation in February 2022. Just a week later, the Ukrainian side requested negotiations. We agreed.

After several rounds in Belarus and Istanbul, the Ukrainian side proposed key principles for a settlement, which our negotiators accepted. Crucially, these enshrined Ukraine’s neutral status, recognised the realities on the ground and provided collective security guarantees offering reliable protection against any recurrence of armed provocations or attempts at aggression.

The document was initialled by the Ukrainian and Russian delegations, but everyone knows what happened to it. <...>

☝️ Had that initialled agreement been formalised in a treaty and implemented, Ukraine would, once again, have retained its 1991 borders, but without Crimea and part of Donbass. <...>

Russia – as President Vladimir Putin has repeatedly reaffirmed – is ready for negotiations to achieve precisely such a lasting and just peace. The tasks that must be accomplished to achieve this goal were clearly outlined in President Vladimir Putin’s keynote address in June 2024.

❗️ However, having learned from bitter experience, we will not suspend the special military operation for the duration of negotiations, whatever their format.

Yet this is precisely what Europe wants, with the same simple aim of securing a respite and replenishing the depleted arsenals of the Kiev regime, which, out of desperation, has long since resorted to openly terrorist methods.

As we can see, Greenland is neither Crimea nor Donbass, and “never the twain shall meet”. We eagerly await the next episode of this “series”. It will be interesting to hear the Secretariat’s response to any questions journalists may ask about the plans of Scotland, Wales and Northern Ireland.

We hope that the next Secretary-General will bring the statements of Secretariat officials back into line with international law.

👉 The Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the UN clearly stipulates that the principles of sovereignty and territorial integrity apply to states that respect the principle of equal rights and self-determination of peoples and have a government representing the whole people belonging to the territory, without distinction as to race, creed or colour.

I believe it is obvious to everyone that the Kiev regime cannot be regarded as a government representing the interests of the people of Crimea, Donbass and Novorossiya, whom it has time and again branded “terrorists, subhumans and specimen”.

• The schedule of events that members of the Russian delegation will attend on the sidelines of the #UNGA High-Level Week will be subject to change until the last moment, as invitations are still coming in.

• Sergey Lavrov already has a busy schedule of bilateral meetings, primarily with representatives of friendly countries, as well as other major global players.

• Sergey Lavrov is scheduled to address the General Debate of the 81st Session of the UNGA on Saturday, September 26. That same day, the Head of the Russian delegation will hold his traditional press conference to conclude his visit to New York.

• Dialogue with the US on removing irritants in bilateral relations, including restrictions on staff at Russia’s Permanent Mission to the UN, continues.

❗️ Russia's Deputy Foreign Minister Alexander Alimov, who oversees UN affairs, has not been issued a visa. Failure to issue a visa constitutes a serious violation of US obligations as the host country of the UN Headquarters.

• Russia continues to press for proceedings to be initiated over the ongoing US violations of its obligations as the host country of the UN Headquarters. This is not a demand of our own, but a specific requirement reiterated year after year in the relevant UNGA resolutions.

• Regrettably, the current UN Secretary-General has consistently evaded implementing these resolutions and the relevant provisions of the 1947 UN Headquarters Agreement. Under Guterres, the UN Secretariat has effectively admitted its inability to fulfil its duty to safeguard normal working conditions for permanent missions to the UN.

• We will, of course, continue to insist that this issue be resolved as soon as possible. We expect the next Secretary-General to initiate arbitration proceedings and, more broadly, to discharge his duties conscientiously and in full accordance with the UN Charter. We would not want to hear the future head of the Secretariat resort to Guterres-style excuses: “We could, but why bother” ⁉️

• Guterres’ tenure as UN Secretary-General will be remembered for repeatedly overstepping his mandate and departing from the fundamental norms and principles of the UN Charter, which the Secretary-General is called upon to uphold. This has been reflected in politically biased statements, actions taken without consulting member states, and reliance on decisions that lack the broadest possible support.

• Ultimately, Guterres’ actions have seriously undermined trust in the UN. These failings have been most blatant in the context of the Ukraine crisis.

• These issues will also be raised at the UN Security Council meeting on the situation in Ukraine on September 23. This will provide Russia's Foreign Minister Sergey Lavrov with another opportunity to explain in detail the goals and objectives of the special military operation, including ensuring that the rights of Russians and Russian-speaking people in Ukraine are respected.

• We have plenty to say to those in the West who support Kiev with money and weapons, and to UN Secretariat officials who seek to “prioritise” certain principles of the UN Charter over others. In the presence of delegations from our allies in the anti-Hitler coalition, we will highlight the ongoing Nazification of Ukraine.

💬 During the week of Russia’s State Duma elections, Ukrainian militants carried out more attacks on civilian facilities than in any other week since the start of 2026.

Kiev sought to disrupt voting in the new regions – the Zaporozhye and Kherson regions, as well as the Lugansk and Donetsk People’s Republics – by attacking polling sites.

Numerous schools, cultural centres, social facilities and administrative buildings sustained serious damage from targeted Ukrainian drone strikes. On the morning of September 20, Ukrainian terrorists deliberately destroyed a polling station at a school in Prishib, Zaporozhye Region.

On September 20, the main voting day, Ukrainian armed groups launched their largest attack on civilian targets. According to Russia’s Defence Ministry, 1,951 enemy attack drones and nine cruise missiles heading towards Moscow and the Moscow Region were destroyed over the course of the day. The attacks resulted in deaths and injuries, as well as damage to homes, industrial facilities and logistics infrastructure.

Over the past week, the highest numbers of civilian casualties from Ukrainian attacks were recorded in the Belgorod Region, the Donetsk and Lugansk People’s Republics, and the Zaporozhye, Kherson, Moscow and Rostov regions.

On September 14-20, attacks by Ukrainian Nazis resulted in 379 civilian casualties: 338 people were injured, including 18 minors, and 41 were killed, including four children.

In total, Ukrainian armed formations fired at least 8,889 munitions at civilian facilities on Russian territory over the seven days – more than 1,250 strikes a day.

🗓 31 августа заместитель Министра иностранных дел Российской Федерации А.С.Алимов принял Генерального секретаря Международного органа по морскому дну (МОМД) Л.Карвальо.

А.С.Алимов подтвердил готовность России продолжать активно участвовать в работе МОМД, выразил поддержку его деятельности, подчеркнув исключительный мандат Органа и его роль в деле упорядоченного, безопасного и рационального использования ресурсов международного района морского дна (Район).

Генеральный секретарь, в свою очередь, высоко оценила вклад России в функционирование Органа и выразила надежду на продолжение и укрепление плодотворного взаимодействия.

Были обсуждены актуальные вопросы международного сотрудничества в сфере глубоководной разведки и добычи полезных ископаемых. Среди них – перспективы завершения ведущейся в МОМД реализации проекта правил разработки минеральных ресурсов в Районе и перехода от стадии разведки к стадии промышленной добычи глубоководных ресурсов.

🇷🇺 С 29 июня по 31 июля в Кингстоне в рамках второй части 31-й сессии Международного органа по морскому дну (МОМД) прошли заседания Юридической и технической комиссии (29 июня - 10 июля), Финансового комитета (7-10 июля), Совета (13-24 июля) и Ассамблеи (27-31 июля) международной организации.

В работе сессии приняла участие российская межведомственная делегация под руководством заместителя Министра природных ресурсов и экологии Д.Д.Тетенькина. В её состав вошли представители МИД, Минприроды, а также ряда профильных подведомственных организаций.

🎙 В своей вступительной речи на открытии Ассамблеи Д.Д.Тетенькин подчеркнул большое значение деятельности МОМД как ключевого механизма реализации положений Конвенции 1982 г. в части регулирования освоения ресурсов Района. Он вновь подтвердил, что Российская Федерация не признает установленные в 2023 г. США в одностороннем порядке внешние границы «расширенного» шельфа. Также было отмечено, что односторонние шаги Вашингтона по разработке глубоководного морского дна подрывают установленный Конвенцией режим Района и мандат Органа; прозвучал призыв ко всем государствам, включая США, воздерживаться от подобных действий и не допускать создания параллельных механизмов.

Кроме того, в ходе второй части 31-й сессии МОМД:

🔹 продолжено рассмотрение третьей редакции консолидированного текста проекта правил разработки минеральных ресурсов в международном районе морского дна;

🔹 согласован подход к дальнейшей работе над сводом правил, включая подготовку дорожной карты и продолжение межсессионной работы по ключевым нерешённым вопросам;

🔹 рассмотрен ежегодный доклад Генерального секретаря о деятельности Органа за отчётный период;

🔹Проведены выборы половины состава Совета на период 2027-2030 гг., по итогам которых Российская Федерация переизбрана в его состав по группе А (государства - крупнейшие потребители или нетто-импортёры сырьевых товаров из категорий полезных ископаемых, добываемых в Районе);

🔹 рассмотрено предложение о запросе консультативного заключения Камеры по спорам, касающимся морского дна, Международного трибунала по морскому праву относительно правовых аспектов деятельности в Районе государств, не участвующих в Конвенции ООН по морскому праву 1982 г.

🤝 В рамках работы Ассамблеи 29 июля в штаб-квартире МОМД состоялась встреча Д.Д.Тетенькина с Генеральным секретарём Органа Л.Карвальо, в ходе которой обсуждены пути углубления сотрудничества в деле рационального и экологически ответственного освоения ресурсов морского дна. Российская сторона передала в дар Музею им. Нии Аллотея Одунтона при Секретариате Органа образец глубоководной полиметаллической сульфидной руды, поднятый в 2026 году специалистами АО «Морская арктическая геологоразведочная экспедиция» с глубины 2500 метров с Срединно-Атлантического хребта. Генеральный секретарь вручила заместителю Министра специальное издание Конвенции ООН по морскому праву.

📆 Следующая, 32-я сессия МОМД начнёт свою работу в марте 2027 года. К её открытию Секретариатом будут представлены дорожная карта дальнейшей работы над правилами разработки и подготовленный на основе представленных делегациями комментариев обновлённая версия консолидированного текста проекта документа.

Они были анонсированы и представлены 17 сентября в пресс-центре ТАСС с участием Председателя этого трибунала и члена Общественной палаты Максима Григорьева.

В этом докладе, который был представлен и, как я понимаю, может быть или будет распространён на этом форуме, анализируются эти увековеченные на мемориале фамилии. По неоднократным заявлениям представителей офиса Зеленского, все погибшие — исключительно «мирные жители», никак не связанные с военными.

❗️ Это откровенная ложь. Даже первичный анализ тех фамилий, которые нанесли на этот мемориал, даёт очень интересный результат. Только на основе открытых источников, повторю ещё раз, установлено, что на мемориале содержатся десятки имён военнослужащих вооружённых сил Украины, сотрудников службы безопасности Украины, членов отрядов «территориальной обороны», полиции, национальной гвардии, включая боевиков националистического формирования «Азов».

Более 70 фамилий не имеют никакого цифрового следа, что в сегодняшнем мире практически невозможно. Эти факты опровергают миф о якобы сотнях убитых мирных жителей в Буче.

Думаю, что даже самому доверчивому европейскому обывателю должно показаться странным, что за долгие годы Секретариат ООН и называющие себя «профессиональными» западные средства массовой информации этот подлог так и не разоблачили. Почти убеждён, что здесь дело не в том, что у них не было такого интереса, а в том, что они были частью операции по сокрытию истины.

Важно отметить, что при подготовке этого доклада проверка фактов проводилась в первую очередь по украинским базам данных, по украинским медиаисточникам, государственным порталам, специализированным украинским сайтам, где были опубликованы некрологи лиц, которые никакого отношения к мирным гражданам не имеют.

Понятно, что в нынешнем мире что‑то пытаются убрать «задним числом» из информации, которая попадает в медийное пространство. Но прошло четыре года, и никто из тех, кто этот сайт организовал, даже не подумал о том, чтобы как‑то почистить эту фальсификацию.

☝️ Поэтому у нас есть твёрдые гарантии, что каждый пункт расследования, результаты которого будут распространены здесь, подкреплён данными сразу нескольких ресурсов. Они доступны для перепроверки.

Уважаемые коллеги, сюжетов, подобных Буче и другим упомянутым выше ситуациям, немало. Конечно, они ждут своих исследователей. Думаю, что ваша структура будет проявлять интерес к тому, чтобы не засорять информационное пространство откровенной ложью, которая реально противодействует тенденции к укреплению нормальных отношений, развитию нормальных связей и сотрудничества между всеми государствами, а, наоборот, провоцирует рознь и ненависть, не позволяет правде восторжествовать.

Подчеркну, сегодня одним из серьёзных вызовов в сфере инфокоммуникаций является стремительное распространение технологий искусственного интеллекта и связанных с ним угроз.

The Embassy took note of the hostile and provocative joint statement “on Russia’s sham elections in Ukraine’s temporarily occupied territories” issued by Australia, Canada, New Zealand, Norway and the UK concerning the recent elections to the State Duma of the Russian Federation, which were held, among other Russia’s territories, in Crimea, the Donetsk and Lugansk People’s Republics, the Zaporozhye and Kherson regions.
 
In this regard, we would like to recall that these territories are integral parts of the Russian Federation. If there is any “sham” here, it is the foreign attempt to question the free expression of the will of millions of people living there, who exercised their right to self-determination and joined Russia in response to years of policies pursued by the Kiev regime aimed at reviving and spreading neo-Nazi ideology and practices, exterminating its own citizens, as well as suppressing the Russian language, culture and historical identity.
 
Against this backdrop, all the allegations and accusations levelled against Russia in the statement, including those concerning “aggression”, “occupation” and violations of Ukraine’s “sovereignty and territorial integrity”, are entirely unfounded.
 
Moreover, the authors of the statement conveniently omit the fact that Ukrainian forces sought to disrupt the electoral process, including through attacks on Russian cities, both in the new regions and elsewhere, targeting polling stations and election-related infrastructure, destroying schools and killing innocent people.
 
The five countries chose to lecture others on democracy and free elections while turning a blind eye to the situation in Ukraine itself. The Kiev regime continues to function without presidential or parliamentary elections having been held since 2019 – for more than seven years now.
 
Democracy, indeed.

Председатель Коллегии Евразийской экономической комиссии Бакытжан Сагинтаев и генеральный секретарь Шанхайской организации сотрудничества Нурлан Ермекбаев в штаб-квартире ШОС в Пекине подписали План совместных мероприятий на 2027 – 2030 годы по реализации Меморандума о взаимопонимании между ЕЭК и Секретариатом ШОС.

Документ предусматривает совместное участие представителей Комиссии и Секретариата ШОС в ряде мероприятий, обмен информацией и опытом, подготовка аналитических материалов и докладов по экономической тематике.

Планируется работа в сферах цифровизации и информационно-коммуникационных технологий, таможенного регулирования, агропромышленного комплекса, применения санитарных, ветеринарно-санитарных и фитосанитарных мер, защиты прав потребителей и других.

«Теперь важно перевести взаимодействие стран Евразийского экономического союза и Шанхайской организации сотрудничества в плоскость конкретных экономических проектов и результатов», – резюмировал  Бакытжан Сагинтаев.

Рад приветствовать организаторов, участников и гостей Медиафорума, посвящённого 65-летию Организации информационных агентств стран Азии и Тихого океана.
Особенно ценно, что в прошлом году российское информагентство ТАСС было единогласно избрано председателем Организации на срок до 2028 года.

Это — и свидетельство высокого авторитета ТАСС в мире, и показатель доверия к отечественному журналистскому сообществу в целом. Пользуясь случаем, желаю руководству и всему коллективу агентства успехов на председательской «вахте».

Ваша Организация утвердилась как крупнейшая региональная площадка деполитизированного экспертного диалога. В нём участвуют представители СМИ, и в течение многих лет деятельность Организации способствует продвижению высоких стандартов честной, независимой журналистики.

Сегодня такие усилия как никогда востребованы. 🌏 On September 24, Russia’s Foreign Minister Sergey Lavrov held his 13th meeting with high-level representatives of the Pacific Small Island Developing States in New York on the sidelines of the High-Level Week of the 81st Session of the UN General Assembly.

The Sides held a substantive exchange of views on current international and regional challenges and discussed prospects for expanding bilateral cooperation between Russia and the participating countries in areas of mutual interest, including climate issues, fisheries, shipping and education.

💬 September 24 marks the 30th anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty (#CTBT). This anniversary provides an excellent opportunity to take stock of the situation surrounding the CTBT.

Despite the fact that the Treaty has been ratified by 179 of the 188 states that had signed it, the prospects for the CTBT entering into force remain just as uncertain due to the position of a number of countries, primarily the US, which was one of the Treaty’s initiators, but has nevertheless failed over the decades to take effective steps towards ratifying it.

The US leadership’s claim that the draft law to that effect would not pass Congress does not stand up to scrutiny. Notably, Congress is quick to pass legislation that serves the vested interests of the US political establishment.

Things we’ve been hearing Washington say of late are of particular concern to us. realDonaldTrump/posts/115460423936412555">President Donald Trump’s October 29, 2025 directive to begin preparations for nuclear testing is not empty rhetoric; it is effectively a direct threat to the moratorium that has helped prevent the world from sliding into a new round of the nuclear arms race.

☝️ The US attempts to accuse other countries of actions that are allegedly incompatible with the Treaty are completely unfounded. Every time we hear Washington make such statements, we know that the Americans once again intend to walk away from their international commitments.

The Russian Federation was the first of the five nuclear-weapon states to join the CTBT and did so on the day it was opened for signature, September 24, 1996.

For over 20 years now, we’ve maintained this status even as Washington failed to make any progress whatsoever towards ratifying the Treaty. However, this could not go on indefinitely.

In 2023, Russia withdrew its ratification, thus restoring parity with the US in terms of international legal commitments in this area. Russia remains a party to the CTBT, with all the rights and obligations arising from that status.

We continue to work responsibly in the Preparatory Commission for the CTBTO. In December 2023, we completed the construction of the national segment of the International Monitoring System, the world’s second-largest: 32 facilities have been certified and are operational.

❗️ The Russian Federation continues to observe the voluntary moratorium on nuclear testing introduced by the Soviet Union back in 1990.

💬 On November 5, 2025, President Vladimir Putin stated expressly:

“Russia has always strictly complied with and continues to comply with its obligations under the CTBT, and we have no plans to depart from them.

However, if the US or other states parties to the treaty conduct full-scale nuclear tests, Russia will have to respond in kind”.

🇷🇺🇺🇸 On September 23, Russia’s Foreign Minister Sergey Lavrov and US Secretary of State Marco Rubio held a meeting in New York on the sidelines of the High-Level Week of the 81st Session of the UN General Assembly.

They held an in-depth exchange of views on a wide range of bilateral and international issues, building on recent contacts at the highest level.

Discussing the Ukraine conflict resolution, Russia’s Foreign Minister drew attention to the close coordination between the Kiev regime and its European sponsors. They examined in detail Kiev’s destructive actions, including deliberate strikes against civilians and cross-border infrastructure, which destabilise global energy markets.

The Russian Side reaffirmed its unconditional commitment to achieving the goals of the special military operation, including through a political and diplomatic settlement of the conflict that addresses its root causes.

International and regional issues discussed included the situation in the Middle East, the South Caucasus, Latin America and the Caribbean, as well as efforts to counter illegitimate practices by certain multilateral institutions in the field of international law.

They also reviewed preparations for the #G20 events scheduled before the end of the year.

The Russian Side also stressed the need to restore bilateral relations to a sound footing as soon as possible, in accordance with the agreements reached by the Presidents of Russia and the United States. This is particularly relevant as discussions intensify on prospects for economic cooperation, cultural and humanitarian exchanges, easier travel between the two countries, and closer ties between their societies and citizens.

Naturally, this requires an honest dialogue on removing “irritants” and restoring normal working conditions for both countries’ diplomatic missions, including the return of Russian property in the US that has effectively been confiscated.

🤝 The Sides agreed to maintain contacts on all these issues through their Foreign Ministries.

💬 А.В.Грушко: Прежде всего, хотел бы порекомендовать всем внимательно ознакомиться со статьей Министра иностранных дел Российской Федерации С.В.Лаврова «Международное сотрудничество в Арктике: вызовы и возможности», где в концентрированном виде, концептуально и в практическом ключе изложены подходы нашей страны к безопасности в этом регионе.

В этом контексте я хотел бы отметить, что приоритеты внешнеполитической деятельности в высоких широтах закреплены в Концепции внешней политики от 31 марта 2023 года: в Арктике Россия стремится к сохранению мира и стабильности, снижению уровня угроз национальной безопасности, созданию благоприятных внешних условий для социально-экономического развития страны.

Точнее и масштабнее не скажешь.

Если посмотреть непредвзятым взглядом на те факторы, которые предопределяют состояние безопасности в Арктике, то важнее сосредоточиться на том, чего там нет, чем на том, что есть.

Чего там нет? В чем преимущество в сфере безопасности? Нет пиратства. Нет конфликтов. Нет зон напряжения. Нет войн. Действительно, это не только результат такого развития международной обстановки в этом регионе, но это, прежде всего, усилия Российской Федерации, которые всегда были нацелены на то (ещё в период Советского Союза), чтобы Арктика оставалась зоной сотрудничества.

Что есть? Есть международное право. Северный морской путь - с правовой точки зрения его правовой режим полностью соответствует Конвенции ООН 1982 года по морскому праву. Это тоже важный элемент безопасности.

Нет никаких территориальных споров. У нас разграничены морские пространства, разграничен шельф.

Те спорные участки, по которым ещё предстоит провести работу, - работа осуществляется в соответствующей комиссии ООН на деполитизированной основе, сугубо на основе научных данных, и это тоже внушает оптимизм в отношении того, что даже эти шероховатости не станут предметом острой конфронтации или столкновения интересов.

Вместе с тем, конечно, на сегодняшний день мы не можем не видеть очевидного. Очевидное заключается в том, что страны Запада объявили Север, в том числе арктический регион, зоной геополитической конкуренции.

И для того, чтобы Запад был конкурентен в этих высоких широтах, он должен добиться военного превосходства. <...> Какой может быть ответ у Российской Федерации? Александр III уже говорил, что по военной части это армия и флот. Я бы еще добавил ВКС и другие средства, которые у нас есть. Если говорить о международном сотрудничестве, то мы понимаем, что потенциал колоссальный.

Северный морской путь (СМП) как часть Трансарктического транспортного коридора (ТТК) – чрезвычайно востребованная глобальная морская коммуникация, особенно в условиях того, что происходит и в Малаккском проливе, и в Ормузском, и в Красном море. Поэтому востребованность колоссальная, и мы будем сотрудничать со всеми теми, кто готов к этому. Прежде всего, это Индия, Китай и некоторые другие страны. Это сотрудничество уже обретает практические формы. Причём оно развивается настолько динамично, что это геометрическая прогрессия, которую мы наблюдаем, и я уверен в том, что она будет сохраняться. <...>

Поэтому, с одной стороны, ситуация достаточно непростая но, с другой стороны, если говорить про объективные факторы и про заинтересованность не только нашей страны в развитии Арктики как региона, развития логистики, развития этой стратегической коммуникации, то, конечно, мы видим огромный потенциал международного сотрудничества и понимаем, что это международное сотрудничество, прежде всего, вокруг ТТК и СМП.

Это означает не только связь между Азией и Европой. На самом деле это развитие северной части Российской Федерации, это строительство новых заводов, это добыча ископаемых, это связанность по линии Север-Юг. Открываются колоссальные перспективы.

🇷🇺 From June 29 to July 31, Kingston hosted the meetings of the second part of the 31st session of the International Seabed Authority (ISA): the Legal and Technical Commission (29 June – 10 July), the Finance Committee (7–10 July), the Council (13–24 July) and the Assembly (27–31 July).

The Russian interdepartmental delegation headed by Deputy Minister of Natural Resources and Environment Mr. Dmitry Tetenkin took part in the session. It included representatives of the Ministry of Foreign Affairs, the Ministry of Natural Resources and Environment, and a number of specialized subsidiary organisations.

🎙 In his introductory address at the opening of the Assembly, Mr. Tetenkin underlined the great importance of the ISA's work as a key mechanism for implementing the provisions of the 1982 Convention with regard to regulating the development of the resources of the Area. He reaffirmed that the Russian Federation does not recognize the outer limits of the "extended" continental shelf unilaterally established by the United States in 2023. It was also noted that Washington's unilateral steps towards deep-seabed mining undermine the regime of the Area established by the Convention and the Authority's mandate; a call was made for all States, including the United States, to refrain from such actions and to prevent the creation of parallel mechanisms.

Besides that, during the second part of the ISA's 31st session:

🔹 consideration of the third revision of the consolidated text of the draft regulations on the exploitation of mineral resources in the Area was continued;

🔹 an approach to further work on the mining code, including the preparation of a roadmap and the continuation of intersessional work on key outstanding issues, was agreed;

🔹 the annual report of the Secretary-General on the work of the Authority for the reporting period was considered;

🔹 elections of half of the membership of the Council for the period 2027–2030 were held. As a result, the Russian Federation was re-elected to it under Group A (States that are the largest consumers or net importers of commodities produced from the categories of minerals to be derived from the Area);

🔹 a proposal to request an advisory opinion from the Seabed Disputes Chamber of the International Tribunal for the Law of the Sea concerning the legal aspects of activities in the Area by States not parties to the 1982 UN Convention on the Law of the Sea was considered.

🤝 On July 29, on the margins the Assembly, the meeting between Mr. Dmitry Tetenkin and Secretary-General of ISA Ms.Leticia Carvalho took place at ISA Headquarters. The two sides discussed the ways of deepening cooperation in the rational and environmentally responsible development of seabed resources. The Russian delegation donated to the Nii Allotey Odunton Museum a sample of deep-sea polymetallic sulphide, recovered in 2026 by specialists of JSC "Marine Arctic Geological Expedition" from a depth of 2,500 metres on the Mid-Atlantic Ridge. The Secretary-General presented the Deputy Minister with a special edition of the UN Convention on the Law of the Sea.

📆 The next, 32nd session of the ISA is scheduled to March 2027. By its opening, the Secretariat will present a roadmap for further work on the exploitation regulations and an updated version of the consolidated text of the draft document, prepared on the basis of comments submitted by the delegations.

💬 Конвенция ООН по морскому праву 1982 года — живое доказательство того, что общими усилиями можно найти решения даже для самых сложных проблем.

🇷🇺 Для Российской Федерации Конвенция имеет первостепенное значение.

• Благодарны руководителям Международного трибунала по морскому праву и Международного органа по морскому дну за подробные сведения об их работе. Исходим из того, что они будут неуклонно следовать своим мандатам, избегать расширительного толкования своих полномочий и не будут допускать политизации происходящих в них процессов.

• Российская Федерация не признаёт установленные в 2023 году Вашингтоном в одностороннем порядке внешние границы «расширенного» шельфа из-за несоответствия этого шага международной практике и несоблюдения соответствующих процедур.

• Той же позиции придерживаемся в отношении изданного 24 апреля 2025 года Указа Президента США о глубоководной добыче полезных ископаемых.

В очередной раз призываем американскую сторону стать участником Конвенции ООН по морскому праву с тем, чтобы полностью следовать её положениям и процедурам. <...>

Хотели бы еще раз призвать все государства, включая США, воздерживаться от односторонних действий и не допускать создания параллельных механизмов, которые могли бы нанести вред целям, закрепленным в Конвенции 1982 года, в деле упорядоченного, безопасного и рационального использования ресурсов Района на благо всего человечества.

• Под надуманными предлогами, включая нарушение якобы «международных» санкций, которые на самом деле введены Европейским союзом, такие государства, как Франция, Бельгия, Швеция, Финляндия, Эстония и Германия, подвергают досмотрам и задержаниям суда, которые отвечают всем критериям свободного и беспрепятственного судоходства.

❌ Только с января этого года европейскими государствами было задержано более десяти судов. <...> Заявляется, что они якобы ходят под «фальшивым» флагом. Затем, вне зависимости от морского пространства, в котором судно было задержано, оно конвоируется в порт или на якорную стоянку. Cуда под фальшивыми флагами, действующие в интересах самих европейских государств, почему-то под такие рестрикции не подпадают. Если нефть предназначена для европейцев, на чём бы она ни перевозилась, оснований задерживать такие суда европейские власти не найдут.

• Особого внимания заслуживает недавний захват в Атлантическом океане, в 400 морских милях к западу от ближайшего побережья (то есть в открытом море), судна по подозрению в «фальшивом» флаге французскими властями.

• Международное морское право позволяет военному кораблю остановить и досмотреть судно в открытом море в строго ограниченных случаях, перечень которых не включает в себя ни так называемые санкции, ни принадлежность к так называемому «теневому флоту», который является фикцией, используемой ЕС для оправдания откровенного разбоя на море.

Призываем государства, ответственно относящиеся к Конвенции 1982 года, решительно и недвусмысленно осудить посягательства на ключевые права и свободы, гарантированные нормами обычного права, которые нашли отражение в её положениях.

❗️ На фоне этого беспредела страны Запада лицемерно закрывают глаза на вооружённые нападения Украины в различных частях Мирового океана на гражданские суда, которые ходят под российским флагом или осуществляют перевозки в российских интересах.

• С ноября 2025 года по настоящее время в акваториях Чёрного и Средиземного морей совершено более 20 нападений на торговые суда под флагами различных государств, включая флаги Российской Федерации, Мальты, Сьерра-Леоне, Либерии, Гамбии, Коморских островов, Палау, Камеруна.

Вопиющий случай нарушения международного права — террористическая атака 3 марта киевского режима на танкер-газовоз «Aрктик Метагаз» под российским флагом в Средиземном море.

Призываем все государства осудить эти акты и использовать все имеющиеся средства для противодействия их совершению.

🎙 Russian Foreign Minister Sergey Lavrov's remarks at the “Dialogue on Fakes 4.0” Forum (Moscow, September 22, 2026)

Key points:

• Russia encourages professional dialogue in virtually every field, including efforts to counter the use of information as a weapon. This is particularly relevant today, when information floods every aspect of our lives and modern technology allows any news story, even one that is unverified or outright false, to reach millions, if not billions, of people almost instantly.

• I consider the staged killing of civilians in Bucha, a suburb of Kiev, to be the most cynical farce. Russian troops withdrew from the Kiev Region on March 30, 2022. Two days later, the town’s mayor appeared on television, proudly declaring that Ukraine had regained full control of Bucha and that no Russian soldiers remained there. The footage was filmed on the town’s main street. It is a wide street, and it was completely empty. Yet three days after our units withdrew, a BBC crew appeared there and broadcast a report showing that very same street, with dozens of bodies neatly laid out along its sides, dressed in remarkably clean clothes despite the mud and slush all around.

• Anti-Russian hysteria was whipped up. New sanctions were announced as punishment. As you know, then British PM Boris Johnson arrived, forbade the signing of the Istanbul peace accords and proposed simply continuing the war. He recently claimed that this was a lie. Well, he will say anything, and for next to nothing. But this is no lie – it is the truth.

• In response to the accusations against us and the sanctions, we simply requested the names of those whose bodies had been shown by the BBC, which had “conveniently turned up” in the right place at the right time. Complete silence.

• I appealed to UN Secretary-General Guterres, both in private meetings and publicly at a Security Council meeting he attended, asking him to use his authority and the means at his disposal to secure the publication of the names of those whose alleged deaths at the hands of Russian servicemen had caused such an enormous scandal. There was no response.

• We have continued to pursue this matter. Every year, I remind Guterres that he ought to explain to the international community – or at least to Russia, which has been accused of every imaginable sin – what actually happened there and whose bodies were shown. In May this year, I sent Guterres 12 very specific questions about the Bucha incident. Guterres responded to my letter containing these 12 specific questions with a perfunctory reply.

• Just a few days ago, The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis published the initial findings of its investigation. They were announced and presented on September 17 at the TASS press centre, with the participation of the Tribunal’s Chairman and member of Russia’s Civic Chamber Maxim Grigoryev.

• Based solely on open sources – let me stress that again – it has been established that the memorial bears dozens of names of Ukrainian armed forces servicemen, Security Service of Ukraine personnel, members of “territorial defence” units, the police and the National Guard, including militants from the nationalist Azov formation. More than 70 names have no digital footprint whatsoever, which is virtually impossible in today’s world.

❗️ I have no doubt that the truth will ultimately prevail, providing a fitting response to the West’s information aggression against the countries of the Global Majority. Russia is one of them. I would also like to make a very important point. The West’s efforts to conceal and distort the truth in the information sphere reflect a broader trend – a fear of fair competition in virtually every field of human endeavour.

Ключевые тезисы:

• Россия поощряет профессиональный диалог, по сути дела, во всех сферах, но и в том числе по противодействию использованию информации в качестве оружия. Это особенно востребовано сегодня, когда информация бурным потоком заполняет всё жизненное пространство человека, и с использованием современных технологий любая новость, даже непроверенная или откровенно лживая, очень быстро может стать доступной для миллионов, если не миллиардов людей.

• Самым циничным фарсом считаю инсценировку якобы убийства мирных жителей в киевском пригороде, н.п. Буча. <...> Мы покинули территорию Киевской области 30 марта 2022 года. Через два дня по телевидению выступал глава этого населённого пункта, который гордо заявлял, что украинская сторона полностью вернула контроль над Бучей, что там нет больше русских солдат. Съёмка велась на центральной улице этого населённого пункта. Она широкая и была абсолютно пустой. А через три дня после вывода наших подразделений там оказалась бригада «Би-би-си», которая транслировала репортаж с демонстрацией той же самой улицы, по обочинам которой были аккуратно разложены десятки трупов в очень чистых одеждах, несмотря на то, что вокруг была распутица и грязь.

• Была взвинчена антироссийская истерия. Были объявлены новые санкции в качестве наказания. Приехал тогдашний премьер-министр Британии Борис Джонсон, как вы знаете, запретил подписывать этот документ и предложил просто продолжать воевать. Хотя он недавно сказал, что это ложь. Ну, он сам скажет и недорого возьмёт. Но это не ложь, это правда.

• В ответ на брошенные в наш адрес обвинения, в ответ на эти санкции, мы просто запросили список имён, чьи трупы показала «Би-би-си», «удачно оказавшаяся» в нужном месте в нужное время. Полная тишина.

• Я обратился к Генеральному секретарю ООН Гутеррешу не только в ходе личных встреч, но и публично на заседании Совета Безопасности, где он присутствовал, с просьбой употребить свой авторитет и свои возможности для того, чтобы всё-таки опубликовать список тех людей, чья якобы гибель от рук российских военнослужащих стала предметом грандиозного скандала. Никакой реакции.

• Мы это дело так не оставили. Ежегодно напоминаю Гутеррешу о том, что неплохо бы и объяснить мировому сообществу, по крайней мере Российской Федерации, которую обвинили во всех смертных грехах, что же там всё-таки произошло и кто же там был продемонстрирован. Направил Гутеррешу в мае этого года 12 предельно конкретных вопросов [по инциденту в Буче]. <...> На моё письмо с 12 конкретными вопросами Гуттереш ответил формальной отпиской.

• Буквально на днях наш Международный общественный трибунал по преступлениям киевского режима опубликовал первые материалы своего расследования. Они были анонсированы и представлены 17 сентября в пресс-центре ТАСС с участием Председателя этого трибунала и члена Общественной палаты Максима Григорьева.

• Только на основе открытых источников, повторю ещё раз, установлено, что на мемориале содержатся десятки имён военнослужащих вооружённых сил Украины, сотрудников службы безопасности Украины, членов отрядов «территориальной обороны», полиции, национальной гвардии, включая боевиков националистического формирования «Азов». Более 70 фамилий не имеют никакого цифрового следа, что в сегодняшнем мире практически невозможно.

❗️ Нисколько не сомневаюсь, что в конечном итоге правда восторжествует, и это станет адекватным ответом на информационную агрессию Запада против стран Мирового большинства. Россия — одна из них. При этом хочу сказать очень важную вещь. Действия Запада по утаиванию в информационной сфере истины, по её искажению отражают и более широкую тенденцию — боязнь честной конкуренции практически во всех сферах человеческой деятельности.

⚡️ Foreign Intelligence Service of the Russian Federation:

The Press Bureau of the Foreign Intelligence Service of the Russian Federation (#SVR) reports that, according to information received by the SVR, the issue of appropriating the Bank of Russia’s funds frozen in the EU continues to preoccupy Brussels.

This time, experts are drawing up proposals to establish a new supranational body where Russian assets could be “hidden” after being moved out of Euroclear, the securities depository under Belgian jurisdiction.

❗️ EU bureaucrats are in a hurry. They fear that without confiscating Russian assets, they will be unable to keep indefinitely financing the corrupt Kiev regime, which serves as an expendable tool in NATO’s conflict with Russia.

EU leaders have a vested interest in completing their operation to steal Russian assets before elections in several European countries in 2027. After that, the “window of opportunity” for seizing these assets may simply close if the elections produce governments less sympathetic to the Kiev regime and opposed to fuelling a major war in Europe.

☝️ In this regard, Europe’s would-be thieves are particularly wary of the upcoming presidential election in France and parliamentary elections in Spain, Greece and Poland.

The EU’s current ruling elite would do well to understand that its attempts to steal Russia’s sovereign funds will undermine trust in European institutions. Countries of the Global South will no longer regard European jurisdiction as a “safe haven”.

Europe, meanwhile, will be unable to maintain the stability of its own financial system without the support of major foreign holders of European securities, such as China, India, Saudi Arabia, the UAE and Singapore.

👉 The thief will therefore be punished, whatever happens.

🇷🇺 On September 20, voting concluded in the elections to the 9th convocation of the State Duma of the Russian Federation. The last polling station at a Russian diplomatic mission abroad closed today at 5:00 am Moscow time.

Through the efforts of Russia’s Central Election Commission and Foreign Ministry, all necessary arrangements were made to enable Russian citizens residing or temporarily staying abroad to exercise their right to vote – from the far reaches of the Arctic to the most remote corners of the globe.

🌐 A total of 326 polling stations were set up at Russian diplomatic missions – embassies, permanent missions and consulates general – in 152 countries.

In seven countries (Bahrain, Israel, Iraq, Yemen, China, Kuwait and Libya), all voting took place ahead of the main election day to accommodate local work schedules and religious calendars.

Russian diplomatic and consular missions organised 121 early voting sessions for employees of Russian companies and enterprises working far from home, as well as Russian military personnel safeguarding the security and sovereignty of our allies.

In unfriendly countries, where the local authorities encouraged persistent attempts to intimidate Russian citizens ahead of the election campaign, our compatriots stood firm and voted responsibly despite the psychological pressure exerted on them.

🎙 Выступление директора Первого европейского департамента МИД России А.И.Студенникова в ходе пресс-конференции на тему: «Уникальная выставка о похищенном скифском золоте на Международном форуме объединенных культур» (17 сентября 2026 года)

💬 С самого начала, когда только стало ясно, что Музей Алана Пирсона не собирается возвращать крымскую коллекцию скифского золота, как он должен был бы сделать, независимо от каких-либо конъюнктурных, внешнеполитических факторов, наше Посольство в Нидерландах немедленно вмешалось в эту ситуацию.

И на протяжении всех лет, пока коллекция находилась на территории Нидерландов, то есть до 2023 года, наши дипломаты в Гааге постоянно находились в контакте с Министерством иностранных дел Нидерландов и требовали возвращения коллекции этих экспонатов в Крым — туда, где они и должны были бы находиться и сегодня. Конечно, в данном случае главная роль у юристов, но, со своей стороны, мы громко и артикулированно во всех наших контактах постоянно поднимали этот вопрос.

До 2022 года наши контакты с Нидерландами поддерживались: делегации посещали страны друг друга, проходили переговоры по различным аспектам наших двусторонних отношений и всякий раз проблема скифского золота, проблема крымской коллекции, постоянно поднималась в настойчивой, в наступательной форме в ходе всех наших контактов с нидерландской стороной. После начала специальной военной операции отношения с Нидерландами обрушились.

❗️ Сегодня, когда коллекция оказалась уже на Украине, мы будем продолжать добиваться её возвращения столь долго, сколько это потребуется.

Сейчас циркулярно по всем российским посольствам было дано указание размещать экспозицию, которая была подготовлена Российским военно-историческим обществом. Эта работа развёрнута очень широко, это буквально весь мир.

Посольства имеют полномочия делать это в той форме, в которой это удобно в каждой конкретной стране. Там, где есть возможность, выставка размещается на внешней ограде посольства. Где такой возможности нет, эта выставка располагается внутри консульских помещений, где постоянно идёт круговорот посетителей: и россиян, и местных граждан. Зачастую она размещается в российских домах культуры, в наших культурных центрах. И всегда это размещается в онлайн-формате. Повсюду эта выставка вызывает большой интерес.

Наша важнейшая задача — рассказывать об этой ситуации. Много наших друзей за рубежом будут дальше нести эту информацию в своём окружении. Поэтому эта работа на внешнем контуре только началась, и она будет продолжаться.

Мы находимся в постоянном контакте со всеми российскими структурами, министерствами, ведомствами, постоянно обмениваемся информацией, координируем наши усилия. И будем это делать до тех пор, пока коллекция из крымских музеев не вернётся в Крым, в те учреждения, где они находились и где должны находиться.

🇷🇺 Вчера завершилось голосование на выборах депутатов Государственной Думы Федерального Собрания Российской Федерации девятого созыва.
 
🌏 Для российских граждан, проживающих или временно находящихся в Австралии, возможность реализовать свое избирательное право была обеспечена в Канберре и в Сиднее в основной день голосования за рубежом 20 сентября. При этом в начале – середине сентября Посольство и Генконсульство провели выездное досрочное голосование в четырех городах страны.
 
🗳️ Всего в Австралии проголосовало 4️⃣9️⃣0️⃣ избирателей:

🔹 в Мельбурне - 80,

🔹 в Брисбене - 23,

🔹 в Перте - 55,

🔹 в Аделаиде - 38,

🔹 в Канберре - 53,

🔹 в Сиднее - 241.
 
☝️ На избирательных участках и в помещениях для досрочного голосования работали наблюдатели от Общественной палаты Российской Федерации.
 
✅ Процесс волеизъявления проходил спокойно, организованно, без происшествий.
 
❗️Результаты голосования будут обнародованы ЦИК России в установленном порядке.
 
🤝 Выражаем особую признательность волонтерам и всем, кто деятельно помогал в организации и проведении выборов.
