Hm, so the issue was caused by that placeholder "telegram" file created to prevent plus from using a path with the same name ?
Curiously I feel like I've seen this before but in a different place, did you previously report an issue with too much storage use in telegram bugs platform ?
In general I'd recommend keeping at least 2 GB free on your device to prevent situation where apps or OS behaves incorrectly when free storage fluctuates below 1 GB.
It also seems like there's some serious filesystem bugs in your OS, and telegram apps have previously encountered issues on Samsung devices
Your device performance category is "high" according to telegram so there shouldn't be an issue with animated stickers/emojis eating GB of storage without downloading anything.
You can try manually looking through the telegram cached media directory using a file manager, to see exactly when and what files are downloaded. This will give you a hint which settings to change

xml contains only plus settings, it is easier to read or modify by hand (just a text file).
data contains more than plus settings and if you have it no need to use xml unless you want to partially restore something
Saved messages is a cloud chat, but you can check the "Telegram" directory in your phone's storage.
Looking at plus settings > shared media (or the message details of any media message) you can see where that is

But that file was there before snd didn't cause problems saving config till few builds back...
Well, i did report on it filling up my phone, but (besides the fact the app uses a folder it shouldn't, in the first place, and has no reason to, either, it also doesn't even respects the set limit for cached files... reason why I ended up having to set that file, stop gap as it is, has been working fine till last few builds, even not interfering with saving config.
Trouble with completely disabling caching, is that then no files whatsoever will be preloaded, so not even thumbnails will show, which makes tg pretty much unusable; I tried that already. All this is in the convo linked above.

Btw, just remembered we've seen through this whole telegram folder issue before (/channel/plusmsgrchat/1731789); thing is, if it's present, Plus fills it up beyond even cache size limit setting in no time, whether app is running or not, and even if i try to disable it running in the background, and then phone will just run out of free space. So I had to create an empty telegram file to stop it from doing that, and then i just forgot about it..
That's good enough, you can restore that .data from 21548 after resetting.
Newer app version will understand all the settings of older version
There's no saved data file, we've been through this, and it only happens since a few builds ago; still have a saved data file from build 21548, with no change in particular since, in the app or phone, but would like to get one for current bulld.

Normally it should save in storage + saved messages.
So if saved messages fails, can you check what was saved in storage instead ?
