President Vladimir Putin has offered the U.S. a deal to end the war in exchange for control over eastern Ukraine, prompting the Trump administration to prepare for a summit with him, according to WSJ.
European and Ukrainian officials, briefed by Trump and Witkoff this week, expressed concern that Putin’s proposal is a tactic to avoid new US sanctions and tariffs while continuing the war.
A Ukrainian official who spoke with Trump on Wednesday said Kyiv is not outright rejecting proposals but insists a ceasefire must come first.
Both Ukrainian and European officials have repeatedly opposed formally recognizing Russian control over occupied territories, and Ukraine’s constitution bars Zelensky from approving territorial changes unilaterally.
