Delegates, check your nodes. If they weren't updated, they wouldn't be able to sync at the time of the activation -> missed block production -> Penalized, and if the self stake amount fell below the minimum threshold, you could be dropped from the active delegates list

Hi admin, I tried to send ioBUSD from a Iotex/eth address to another Eth address on Metamask but can't find either the transaction or the token in the second wallet, although the ioBUSD decreased from the Iotex/Eth address. Any idea? Is the network working on Metamask? Thanks

It's not abandoned. And you're misunderstanding how the hard fork works. The update was already released. It has been scheduled to activate at certain time/block and it has been carried out

from IIP-50 - Penalty amount will be from the delegate's self-stake.

If the self stake amount falls below the minimum required to be a delegate, the delegate will be dropped from the consensus (top 36 delegate) and hence miss rewards.

To remedy this, the delegate has to deposit enough IOTX to meet the minimum threshold.

Don't have to wait for it, it's scheduled based on the block. The delegates install/update their nodes, and it would've been activated when the blockchain reached that eta block
