City council could lose its two seats on the Edmonton police commission if councillors accept a change the commission argues would lead to better governance. In a report going to council Tuesday, the police commission recommends removing the two existing councillor seats and replacing them with members of the public "at a time established by council."
The report outlines disadvantages to having city councillors sit on the 12-member commission. The police commission oversees the Edmonton Police Service, allocating funds provided by council and setting policies for effective policing.

One of the military's simplest procurement projects is being tied down by red tape
Despite facing heavy pressure to ramp up military spending, the Department of National Defence (DND) has slow-rolled one of the least complex of its vehicle replacement programs.
The light utility vehicle program has been on the books for several years. Its purpose is to update the military's fleet of two-decade-old Afghan war-era Mercedes G-Wagons and civilian-grade utility vehicles, such as pickups and SUVs.
Under the original plan, the terms for the purchase of more than 1,600 vehicles were supposed to be set by this year, putting the program on the road toward a signed contract.
But DND recently told CBC News that it has decided to split the program into two phases — beginning with the acquisition next year of commercial off-the-shelf vehicles, and leaving the purchase of lightly armoured vehicles to later years.
More significantly, the estimated cost of the program has risen to somewhere between $750 million and $1 billion, from an initial projection of $499 million.

Edmonton Police Service begins rollout of body-worn cameras
On Monday, the EPS started issuing cameras to 280 officers in various units, although that includes Howarth and 34 other officers who started wearing them for a pilot project in July 2023, EPS said in a news release Friday.
The officers will be trained and start wearing the cameras over the next "several months," the release said. EPS expects remaining "public-facing" units to get cameras in the coming year, depending on budget.

Assembly of Manitoba Chiefs Grand Chief Cathy Merrick dies after collapsing outside Winnipeg court
Cathy Merrick, the first female grand chief of the Assembly of Manitoba Chiefs and a prominent voice on many First Nations issues, has died after collapsing outside the law courts building in Winnipeg on Friday.
Merrick was speaking to media about a court case when she collapsed. She was given CPR before being rushed away in an ambulance.
Winnipeg Mayor Scott Gillingham said in a news release Friday afternoon he was deeply saddened to learn of Merrick's passing.
Merrick, the former chief of Pimicikamak Cree Nation (also known as Cross Lake) in northern Manitoba, was elected as Assembly of Manitoba Chiefs grand chief in October 2022, becoming the first woman to lead the advocacy group in its nearly 35-year history. She was re-elected to the post in July 2024.
On Friday, an emotional Merrick collapsed shortly after speaking to media about what she called "a gross miscarriage of justice" following the acquittal of a Manitoba corrections officer charged in the 2021 death of William Ahmo, a First Nations man who was an inmate at the Headingley Correctional Centre.

N.B. RCMP say 1 dead, another injured as search for gunman continues
In Esgenoopetitj First Nation, New Brunswick, police are searching for 47-year-old Keith Martin, who is believed to be armed. Martin is a suspect in a shooting that resulted in one death and one injury. Authorities describe Martin as having dark hair, wearing a grey jacket, jeans, and a black winter hat, and carrying a bag. He was last seen with a bandage and blood on his forehead.

Bank of Canada cuts key interest rate to 4.25%, citing cooling inflation
In its third consecutive cut since June, the Bank of Canada lowered its key interest rate to 4.25 per cent on Wednesday, citing the continued easing of inflation.
While the move was widely anticipated by economists, the gradual pace of cuts has sparked some questions about when a more dramatic move might be made.
"If we need to take a bigger step, we're prepared to take a bigger step," Bank of Canada governor Tiff Macklem said during a news conference Wednesday. "At this point, 25 basis points looked appropriate."
The decision Wednesday followed a pattern established earlier this summer when rates were cut to 4.75 per cent in June and 4.5 per cent in July.

Jasper wildfire complex now under control: Parks Canada
The wildfire that burned a third of the buildings in Jasper, Alta., to the ground is now under control, Parks Canada officials announced Saturday.
"That means that the wildfire has received sufficient suppression action to ensure no further spread outside the defined perimeter of the fire," Landon Shepherd, a Parks Canada incident commander, told reporters.
The wildfire perimeter is an estimated 278 kilometres, while the area is estimated to be at 32,722 hectares.
Smoke and flames will still likely be visible inside the fire's perimeter into early winter, Parks Canada says.
"This announcement of getting us to being under control in under seven weeks from the fire starting is a significant achievement," Shepherd said.
"It wouldn't have been possible without the deliberate and joint efforts under our unified command with the Municipality of Jasper."

1st human case of rabies in Ontario since 1967 confirmed in Brantford-Brant resident
Ontario has reported its first domestically acquired case of human rabies since 1967. A resident of Brantford-Brant is currently hospitalized after contracting the virus from a bat in the Gowganda area of the Timiskaming region. Dr. Kieran Moore, Ontario's Chief Medical Officer of Health, confirmed the infection resulted from direct contact with the bat. Details about the patient are not being released for privacy reasons. Brant County Medical Officer of Health, Dr. Rebecca Comley, expressed sympathy for the individual and noted that no previous cases of rabies had been confirmed in the Brantford-Brant area. Bats across Ontario are known to carry rabies.

Norval Morrisseau's legacy 'irrevocably damaged' due to art fraud, says judge giving man 5 years in prison
The man who oversaw the creation of thousands of forged artworks in Thunder Bay, Ont., falsely attributed to Anishinaabe artist Norval Morrisseau faces a five-year penitentiary sentence.
David John Voss pleaded guilty on June 4 to counts of forgery and uttering forged documents for operating an art fraud ring out of Thunder Bay between 1996 and 2019.
Investigators have called the case Canada's largest art fraud investigation, resulting in more than 1,000 paintings seized.
The sentence for Voss, 52, was handed down on Thursday by Superior Court Justice Bonnie Warkentin.
"The purpose of the creation of these fake paintings was to gain an economic benefit, but in the course of creating and selling these fakes, the legacy of Norval Morrisseau has been irrevocably damaged," Warkentin told the court.
"His spirituality has been undermined and tarnished, so today, we have one small opportunity to address this wrong."

The Bedminster, N.J., man, has Duchenne muscular dystrophy and couldn't lift the controller. "It really frustrated me," he told CBC Hamilton. "I could do everything else in the game, I just couldn't save because it was not accessible. So that was really the last straw for me."
Today, DeVergillo, 31, is the co-creator of software that aims to help people with little or no mobility play video games. In April, he and his co-creator Jonah Monaghan released Overjoyed on the Microsoft Store — a milestone for a program that only used to be available as an open source download on Monaghan's website.
Monaghan, who grew up near Guelph, Ont., studied game design and development at Wilfrid Laurier University's Brantford, Ont., campus. Now a teacher in Nelson House, Man., he met DeVergillo in a Facebook group on gaming and accessibility when he was researching the topic for school.

A Montreal engineer and part-time professor is voicing his frustration at Quebec's slow housing tribunal after he alleges a new tenant in an apartment he owns sparked chaos on the streets and rattled the neighbours.
Francois Tardy shared videos with Global News that appeared to show people consuming drugs in the street. The issues reported by those around included "people going up and down all the time, smoking crack all over the place, sitting down in that location, defecating and urinating over there" and "howling at people" and "screaming at each other."
