Proposed police budget adds $20 to average tax bill
The Ottawa Police Services Board tabled a net operating budget of $388.7 million Wednesday morning, up $16.3 million from 2024. The draft police budget anticipates a rise in revenue for the Ottawa Police Service (OPS) next year, with more funding expected from the federal and provincial governments.
The draft budget is based on a 2.9 per cent increase in tax revenues, plus an expected assessment growth of 1.5 per cent. For the average urban household in Ottawa, the resulting tax increase will equal about $20, for a total of $717.

City budget comes with 3.9% tax increase for most homes
Ottawa city staff have drawn up a budget that would hike taxes and transit fares to patch over a gaping transit deficit. Even then, it only balances by assuming the federal or provincial governments will come to the rescue with millions more.
If council passes the draft budget, property taxes would go up by 2.9 per cent to fund most city services, though an eight per cent hike to the transit levy means most taxpayers will effectively pay 3.9 per cent.

Thousands gather in Ottawa for Remembrance Day tribute to Canada's veterans
Thousands of veterans, military personnel and their supporters are gathering at Canada's National War Memorial in Ottawa to remember those who have fought and died to protect this country and its freedoms.
Monday's grey and gloomy weather conditions — and the threat of rain — did little to dent the crowd size as many Canadians, some from points faraway, were eager to be in the nation's capital to honour the men and women who have defended Canada in times of war and peace and the 118,000 Canadians who have been killed in service to this country. The ceremony comes at an uncertain time for the world, with conflict still raging in Ukraine as Russia continues to pummel its neighbour with drones, missiles and bombs.

City of Winnipeg looking for agency to help collect $12M in unpaid tickets
The City of Winnipeg is looking to hire a collections agency that can help it cash in on about $12 million in unpaid tickets — some of which date back to 2016.
The city has issued a request for proposals looking for an agency to collect the unpaid tickets, which shows a yearly breakdown dating back to 2016 of the number of tickets outstanding and the amounts due. It shows more than 102,000 tickets outstanding, for a total of $11.9 million. About $8 million of that is in parking tickets, and another $4 million is in other fines that the city applies, said Coun. Janice Lukes (Waverley West), who also chairs the public works committee.

B.C. investigating 1st presumptive human avian flu case caught in Canada
Health officials in British Columbia are investigating Canada's first suspected human case of avian influenza (H5N1), after a teenager from the Fraser Health region tested presumptively positive for the virus. The teen is receiving care at B.C. Children's Hospital, and the diagnosis is being confirmed. Avian flu primarily affects birds but can occasionally spread to humans through contact with infected animals. While human cases are rare, the virus can cause severe illness. Public health authorities are tracing potential sources of exposure and monitoring contacts of the patient. The virus has been detected in several animals in B.C. recently, and officials are advising the public to avoid contact with sick or dead animals.

Public service unions warn of job cuts after Treasury Board meeting
Public service unions are warning of likely layoffs across the federal government after meeting with the Treasury Board to hear how departments are being told to cut costs.
The Treasury Board updated public service unions on Thursday about how it was instructing departments to reduce spending to meet budget targets of $15 billion in savings over the next four years. The government has previously said it would reduce the public service by 5,000 jobs through "natural attrition" as it transitions away from pandemic operations, when programming swelled to provide relief to Canadians.

Rare Gretzky card case from Sask. back on the market after multimillion-dollar deal collapsed
A multimillion-dollar box of hockey cards is going back up for auction after a failed transaction.
Back in April, CBC confirmed that Ontario-based real estate agent Jack Arshawsky won the auction for a case containing thousands of unopened 1979-1980 O-Pee-Chee brand hockey cards — the set that contains Wayne Gretzky's rookie card — for $3.72 million US.
But Heritage Auctions, the Texas-based company that put the cards up for sale, said that money never came through and it is moving on after the botched deal.

Hamilton building collapse at downtown park could've had 'terrifying' consequences, mayor says
Two buildings that collapsed by Hamilton's Gore Park early Monday morning were slated for demolition in 2013, only to be saved after heritage advocates pushed for a different development plan to restore their facades. But the buildings have sat boarded up and fenced off since then. On Monday morning, facades collapsed into a pile of rubble on the sidewalk.
The collapse exposed the interior rooms to passersby, who gaped at the massive hole. A Hamilton police officer on the scene told CBC Hamilton that calls came in around 6 a.m. reporting the collapse.

After changes at AIMCo, United Conservatives now own successes and failures of fund giant
When Alberta's public pension manager lost $2.1 billion in a risky bet on market volatility in 2020, little of the scorn or blame fell at the feet of then-premier Jason Kenney or his government.
Why? The investment decisions at the Alberta Investment Management Corporation (AIMCo) are independent of the government. Cabinet's lone role is to appoint directors to the fund manager's board and let the experts invest, trade and (ideally) grow the funds.
The teachers group whose pension funds the Kenney government transferred to AIMCo's control was understandably frustrated their savings' destiny was tied to the downs and ups of the wealth giant in that moment, but the teachers' union wasn't lobbing rhetorical grenades at the premier for the loss itself.

It also highlights issues such as racial slurs, sexual harassment, and misuse of complaint processes. The report, commissioned by the Black Executives Network, prompted a response from senior public servants, including Clerk of the Privy Council John Hannaford, who called the findings "deeply concerning" and pledged to address the issues.
