Dog attacks spiked since pandemic, new Ottawa stats show

The number of reported dog attacks in Ottawa has risen by 50 per cent since the pandemic, and that has one city councillor suggesting stricter bylaw controls. 

Ottawa By-law and Regulatory Services received 562 reports involving aggressive dogs in 2020. That increased to 654 in 2021, 715 in 2022 and 845 in 2023 — a really concerning jump to Coun. Glen Gower. Dogs have bitten, scratched and lunged at people and behaved aggressively toward other animals, according to the city. The number of reports includes all complaints, whether they were substantiated or not, and may include duplicates, the city said.

Concerns for fish after burned Kamloops, B.C., bridge collapses

Experts are raising concerns that the destruction of Kamloops' historic Red Bridge, which collapsed into the South Thompson River during a fire, could have an impact on fish populations.

Jason Hwang, vice-president of salmon programs at the Vancouver-based Pacific Salmon Foundation, said debris from the wooden truss bridge, which fell into the river on Thursday, could disrupt fish migration, particularly salmon returning to spawn in the fall.

"It's a time of year when they're coming through and using that spot in big numbers," Hwang told CBC News. "Fish and the whole aquatic ecosystem are sensitive, especially to things that come off of fires with all kinds of chemicals like creosote."

This year, concerns about salmon have intensified, given reports of declining sockeye populations in the region. The Pacific Salmon Commission recently noted that higher than average water temperatures and obstructions from the July 31 landslide in the Chilcotin River have already complicated salmon migration this season.

The balance of power in Ottawa has shifted to the Bloc. So what does it want?

Think your dog can understand words? This scientist says you might be right

When Alexis Devine was having a tough time one day, her sheepadoodle dog named Bunny consoled her — just not in a way that most people might expect.

"I was talking to my partner over FaceTime and I was crying … and Bunny pressed 'no.' I wasn't looking at her, I was just engaged in the conversation," said Devine.

After what seemed like a plea from Bunny for her to not cry, Devine said, "There was a pause, and then she pressed 'love you.'"

Bunny communicates to Devine, the author of I Am Bunny, through a soundboard device — a floor placemat with pressable buttons for dogs that play pre-recorded words out loud. To date, Devine says Bunny can "speak" about 100 words.

On TikTok, Bunny's prowess delights over 8.5 million followers, and she is among many other pet dogs on the video-sharing platform — Oski the pug, Copper the Lab, Flambo the Aussie — who are shown to communicate with their owners using soundboards.

Smugglers are advertising illegal Canada-U.S. border crossings on TikTok

An individual associated with one of a dozen TikTok accounts we identified that were advertising an illegal service: helping Indian temporary residents in Canada cross into the U.S. outside of official border points. The individual offering a trip of "40 minutes through the jungle" did not disclose his real name to Radio-Canada but claimed to live in Brampton, Ont.

These accounts promise safe passage into the U.S. from Montreal, Brampton or Surrey, B.C. One of the accounts has more than 360,000 followers on TikTok and seems  primarily to target Indian students living in Canada.

Conservatives are targeting Singh over his pension — but Poilievre's is three times larger

For weeks, Conservative Leader Pierre Poilievre has been accusing NDP Leader Jagmeet Singh of supporting the government until February so he can become eligible for his MP pension. But experts estimate the size of Poilievre's own pension at more than three times that of Singh's pension.

A calculation of Poilievre's House of Commons pension indicates that he could draw more than $230,000 annually once he turns 65. That figure could grow considerably if Poilievre becomes prime minister following the next federal election.

If Singh qualifies for his pension, he could draw more than $66,000 annually starting at age 65, the same estimates suggest.

"Mr. Singh isn't the one who should be getting attacked over his pension," said Green Party Leader Elizabeth May. "I think it's a slippery slope and one [Poilievre] will regret."

Poilievre recently made MPs pensions a matter of public debate when he dubbed Singh a "sell-out" and accused him of putting himself ahead of Canadians to qualify for his House of Commons pension.

Inflation finally hits Bank of Canada's 2% target

Annual inflation cooled sharply to two per cent in August, according to Statistics Canada, marking a major milestone in the Bank of Canada's efforts to tame price pressures. That's half a percentage point lower than the 2.5 per cent annual rate recorded in July and continues a general cooling trend through 2024. The last time inflation was at or below two per cent was in early 2021.

Statistics Canada pointed to cheaper prices on gasoline as driving down the headline inflation figure in August. Without the drop in gas prices, annual inflation would've been 2.2 per cent in August, StatCan said.

Air Canada union head says she'll resign if pilots reject deal

Charlene Hudy, head of the Air Canada pilots union, announced she will resign if members reject a tentative agreement with the airline. The contract, reached after over a year of negotiations, offers a nearly 42% salary increase over four years for the airline's 5,400 pilots, surpassing recent gains by U.S. airlines. Despite the significant raise, some pilots, particularly newer recruits, are concerned about persistent pay disparities compared to experienced colleagues.

Hudy emphasized that a rejection of the deal would indicate she no longer represents the pilots. The proposed agreement reduces the initial pay gap for new hires from four years to two but maintains lower wages in years three and four compared to the fifth year, when pay significantly increases.

Many of the pilots currently earn entry-level wages due to recent hiring surges, often coming from other airlines. Other considerations for the ratification vote will include scheduling and work-life balance, especially as many pilots are balancing family responsibilities. The vote is expected in the coming weeks.

Body found near where kayaker went missing east of Pembroke, Ont.

Police have found a body in the Ottawa River east of Pembroke, Ont., near where a kayaker went missing earlier this week.

According to the OPP, the body was recovered on Saturday afternoon but police have not yet been able to confirm the person's identity. Police believe they drowned though an autopsy will be done to confirm the cause of death.

Election campaign period officially begins in B.C.

Saturday marks the official start of the B.C. election period, as writs will start being issued ahead of voting day on Oct. 19.

B.C.'s provincial election period begins when the province's lieutenant-governor, on the advice of the premier, dissolves the legislature and issues orders to begin the official election campaign.

The chief electoral officer will then issue writs — official documents, issued in the name of the King, that state an election is underway — to each of the province's 93 ridings, some of which have been changed from the previous election.

While pre-election campaigning has been happening since late July, the official election campaign beginning Saturday will mean B.C. residents are likely to start seeing more lawn signs and more large events.

Toronto District School Board under fire after field trip to downtown protest

Ontario's largest school board is under fire after students at several schools were taken on a field trip where they appear to have ended up taking part in a protest held in downtown Toronto. Students at a number of Toronto District School Board schools were given permission to head to a day of action for the people of Grassy Narrows First Nation on Wednesday, whose community river was impacted by years of mercury poisoning.

The board said a trip to view a protest by Grassy Narrows that had promised to attract thousands outside Queen's Park was "an educational experience for students to hear from Indigenous voices about the ongoing challenges faced by the people of Grassy Narrows." Some parents and other groups, however, complained the trip veered away from education and into protest and activism.

3 men injured after man with knife walks into Montreal-area mosque

A 24-year-old man has been arrested following an altercation at a Montreal-area mosque that left three people injured on Friday afternoon.

Police in Châteauguay, Que., say the man with a knife entered the Centre Culturel Musulman de Châteauguay, located on St-Jean Baptiste Boulevard, when an altercation broke out with several individuals at around 1:40 p.m.

Police say it's not yet clear if the knife was used during the altercation.

Rachid Azmane, the centre's administrator, said he witnessed the situation unfold.

"There was a little bit of panic. Everyone was panicked, didn't know what was going. Were there injuries? Was anyone stabbed?" he said while describing the incident's aftermath.

"But no, the situation was brought under control."

Kabyle activists to march from Montreal to Ottawa

Kabyle activists will undertake a 200-kilometre march on Saturday  from Montreal to the Parliament of Canada to demand the release of detainees in Algeria. The Kabyles in Algeria are part of the larger Amazigh or Berber family of Indigenous North Africans. They have their own language and culture, and some advocate for the creation of an independent state, which is deemed illegal in Algeria.

A recent report from Radio-Canada/CBC revealed that a Kabyle man named Massinissa Lakehal was imprisoned by the Algerian authorities mainly to punish his father, Ammar, a Canadian citizen who has long campaigned for the Movement for the Self-Determination of Kabylia.

A Halifax woman has spent years fighting for out-of-province care. Now she's ready to end her life

Jennifer Brady, a Halifax woman suffering from lymphedema, has applied for medical assistance in dying (MAID) due to the severe pain and limitations caused by her condition. Brady, who spends five hours a day connected to a fluid-moving machine and wears compression garments constantly, feels overwhelmed by her health struggles and the ongoing battle with the provincial Health Department for necessary care.

Her lymphedema is a painful result of lymph node removal during a radical hysterectomy for cervical cancer. Although she meets most federal criteria for MAID, clinical lead Dr. Gord Gubitz noted in a letter to the Minister of Health that her condition is not considered irremediable, as there are potential care options available. He urged the health department to facilitate access to surgery that is covered by Nova Scotia's Medical Service Insurance (MSI), but which is not provided in the province. Brady has already paid out-of-pocket for consultations and surgeries, including a remortgaged home to fund a procedure in Japan, but cannot afford ongoing necessary care without MSI coverage.

Canada to Cut International Student Permits by 10%

The Liberal government plans to reduce the number of international student permits by 10%, setting a target of 437,000 for 2025-2026, down from 485,000 in 2024. New limits will also be imposed on work permits for spouses of foreign workers and master's students.

This decision follows earlier measures to cap student visas by over a third, amid concerns about population growth impacting Canada’s housing market.

Alberta announces $8.6B plan to build new schools amid surging population growth

Premier Danielle Smith has launched an ambitious school construction plan to help relieve pressure created by a population boom by creating 50,000 spaces for students over the next three years. 

The School Construction Accelerator Program, announced by Smith in a provincewide televised address Tuesday evening, will cost $8.6 billion over three years. It adds $6.5 billion to the previously announced amount of $2.1 billion. Smith said the plan aims to create an additional 150,000 student spaces in the four years after the initial three-year push, for a total of 200,000 over seven years.

'A lost opportunity': Alberta gives back $137M to Ottawa in unspent funds to clean up inactive wells

The Alberta government has officially handed back more than $137 million to the federal government after running out of time to spend the cash to clean up old oil and natural gas wells.

Questions remain about why the provincial government was unable to use the much-needed funding, considering there are tens of thousands of inactive wells.

Many companies are also disappointed that the full amount wasn't spent because of the loss of reclamation work it would have created.

The cash was part of the federal government's $1.7-billion funding pledge in 2020 aimed at reducing the environmental risk of aging oil and gas infrastructure, while also providing work for the oilfield service sector after the pandemic began and oil prices crashed.

The money was divided between B.C. ($120 million), Alberta ($1 billion) and Saskatchewan ($400 million). Alberta's Orphan Well Association received a $200-million loan to support the cleanup of wells left over when companies go bankrupt.

Rare mosquito-borne virus with no cure and no vaccine now confirmed in Canada

Public health officials have now confirmed an Ottawa resident died last month after being infected with the mosquito-borne eastern equine encephalitis (EEE) virus, which has no cure or vaccine. It's the first known case in Canada in years.
