Laurentian University's president is optimistic about the institution's future as the school has posted a $37.9 million surplus for its last fiscal year.

"Mostly why I'm really positive is that the institution itself is on a great path," Lynn Wells told CBC Radio. "We have a lot going for us. We're in a really positive space and there are only more good things to come."

Alberta announces $112M to build modular homes for displaced Jasper residents

The Alberta government is investing $112 million for the construction of interim housing for Albertans who lost their homes when the community of Jasper was decimated by wildfire three months ago.

Seniors and Social Services Minister Jason Nixon made the funding announcement during a news conference Monday, signalling the construction of hundreds of modular housing units to help residents remain in their home community during the prolonged rebuild. The bulk of the funding announced Monday will be used to construct 250 modular homes within the Jasper townsite.

Ontario says bike lanes cause gridlock. These people don't roll with that

Cars, not bikes, cause congestion, Simor said.

"We talk about traffic flow as if traffic is analogous to rainwater, where if we just have enough sewers to capture all the water, we'll be great ... But that's not how traffic works because the more road space we have for cars, the more people will drive [and] the worse traffic gets."

Coun. Jeff Leiper, who represents Ottawa's Kitchissippi ward, agreed.

"If more cyclists get in their cars and drive, then we can expect that, even in those areas where there are cycling lanes, streets are going to become more congested," Leiper said.

The province is not prepared to undertake the research necessary for municipalities to determine whether or not to install a bike lane, he added.

"There are a lot of people who don't have cars."

Ottawa police delaying body-worn cameras until at least 2026

Ottawa police say it will be at least 14 months before officers can be outfitted with body-worn cameras, and are blaming the delay on budget constraints.

On Friday, Deputy Chief Steve Bell told the Ottawa Police Service Board's finance and audit committee the force will be unable to adopt the technology under a 2.9 per cent budget increase in 2025. Bell said inflation and rising labour costs are adding to the financial strain, while investment in infrastructure has lagged.

Man, teen charged after shots fired at Toronto Jewish girls school

Two people are facing a host of charges in connection with shots being fired at a Jewish girls elementary school in North York last weekend, Toronto police say.

In a news release issued Friday, Toronto police said officers were called to Bais Chaya Mushka Elementary School early Saturday.

Officers arrived to find a shattered window and evidence of gunfire, police said, but there were no reported injuries as nobody was in the school at the time of the incident.

It happened on the Jewish holiday Yom Kippur and is the second similar incident at the school this year.

Police arrested a 20-year-old man and a 17-year-old youth Thursday in connection with the incident. They now face several firearm-related charges and were slated to appear in court Friday.

Investigators say the teen was also charged with failing to comply with a release order.

First Nations vote down resolution to endorse $47.8B child welfare reform offer

At a special assembly in Calgary, First Nations chiefs from across Canada voted against a resolution to fully accept a $47.8 billion settlement agreement aimed at reforming First Nations child and family services. The Assembly of First Nations (AFN) hosted the three-day meeting to garner support for the agreement reached with Canada in July.

During the debate on the resolution titled "Our Children, Our Future," 267 chiefs and proxies voted against it, while 147 supported it, and one abstained. Khelsilem, spokesperson for the Squamish Nation, urged attendees to reject the resolution, citing numerous flaws in the proposed agreement. Chiefs were also presented with competing resolutions to either endorse the deal or postpone the decision, with one proposal for a 90-day delay being withdrawn in favor of amendments to other resolutions. The outcome signaled significant dissatisfaction with the current terms of the settlement.

Manitoba court awards losing party in lawsuit $100K in costs after City of Winnipeg 'acted shabbily'

In what appears to be a Manitoba first, a judge has awarded the losing party in a civil lawsuit $100,000 in costs because the successful party provoked the litigation, prolonged it and then reneged on a potential remedy.

Manitoba Court of King's Bench Justice Chris Martin has told the City of Winnipeg to pay $100,000 to a heavy machine operator who failed in his bid to sue for loss of income after being unjustly banned from working for the city. In a decision issued on Friday, Martin said there are special circumstances behind his decision to award costs to the operator, who was banned from working for the city in 2017 following "nasty and wrong" accusations of lying, trespassing and attempted theft on the job.

Ontario town starts voting today on willingness to host 'forever' nuclear waste storage site

The small farming community of Teeswater, Ont., faces a massive decision. Starting today, its 6,000 residents will vote in a referendum on whether or not they're willing to host Canada's largest underground storage facility of spent nuclear fuel.

Quebec adds health-care workers to help fill Outaouais staff shortages

A small number of health-care professionals has been deployed as an added staffing boost to some hospitals, long-term care homes and clinics in the Outaouais region.

The Centre intégré de santé et de services sociaux de l'Outaouais  (CISSSO), western Quebec's health authority, sent seven health-care workers earlier this month to CHSLD de la Petite-Nation, a long-term care home east of Gatineau. B.C. advocate in Thunder Bay shares 30-year survival story as Ont. set to shut many safe consumption sites

Guy Felicella says he was stuck in a cycle of addiction, homelessness and crime for more than 30 years, but accessing harm reduction support in Vancouver's Downtown Eastside kept him alive long enough to reach recovery.

Felicella travelled to northwestern Ontario this week to share his story at the Thunder Bay District Health Unit's (TBDHU) eighth annual harm reduction conference. His experience with addiction began at age 12.

"[I was] good at getting sober, never really good at staying sober," Felicella said.

Vancouver and Thunder Bay are among the hardest hit in Canada by the opioid crisis.

More than 2,500 people died as a result of toxic drugs in Vancouver last year, at a rate of 56 per 100,000 population across the Vancouver Coastal Health authority.

In the same year, Thunder Bay saw the highest rate of opioid-related deaths in Ontario, at 69.5 per 100,000 population.

Ontario's top court orders new hearing in youth climate case

Ontario's top court has ordered a new hearing for a youth-led constitutional challenge of the provincial government's emissions target.

The Ontario Court of Appeal's ruling sends the case back to the lower court for a new hearing. It found the lower court judge's analysis was flawed on some key points and the case raised important issues that should be considered afresh.

Ecojustice, an environmental law charity that backed the young people who brought the challenge, called it a landmark victory.

"The seven youth are optimistic and will push forward with the new hearing, with all the urgency the climate crisis demands," the charity said in a written statement.

The case is the first in Canada to consider whether governments' approach to climate change has the potential to violate the Charter of Rights and Freedoms.

The Appeal Court decision lays a "solid foundation" for the young people to win in a new hearing before the lower court, said Stepan Wood, a professor at the University of British Columbia.

"This unanimous decision is a major victory for Canadian children and youth who are seeking to hold governments accountable for their contributions to climate change," said Wood, a Canada Research Chair in law, society and sustainability, in a written reaction to the decision.

"It establishes that, where a government makes a statutory commitment to combat climate change (as the federal government and all provincial and territorial governments have done), it must implement that commitment in a way that complies with the Charter of Rights."
