When txid cannot be found in mempool anymore it's good indication it's been forgotten by the network

It is a failed trade and you have to resync spv to let bisq realize it. You will probably have lost trade fees though

Check mempool.space for going fees, 12sat/vB sound too little, either you or your peer funded Bisq wallet with a low fee. It will either take a week or more, or just be forgotten by mempool
