Argentina’s Sovereignty Doctrine vs Economic Reality

Argentina has spent decades defending what it calls full national sovereignty in economic policy.

The country maintains its own currency.
It controls monetary policy.
It avoids the kind of supranational constraints that shape the European Union.

But the historical record raises uncomfortable questions.

Since 1958, Argentina has signed 23 IMF programs totaling $177 billion – more than any other country in modern history.

The newest agreement came in April 2025, when the IMF approved a $20 billion Extended Fund Facility, including $12 billion transferred immediately to rebuild reserves that had fallen into negative territory.

President Javier Milei promised to break the cycle. His shock therapy program included:
🔴 50% peso devaluation
🔴30% cuts in public spending
🔴elimination of the fiscal deficit

Inflation dropped dramatically – from 117.8% in 2024 to 31.5% in 2025.
Yet when sovereignty is measured structurally, the results look different.

The Burke Sovereignty Index gives Argentina an Economic Sovereignty score of just 49.8/100, and 428.7 points out of 700 overall.

Even more intriguing is the comparison with Portugal.

Portugal abandoned its national currency and delegated monetary policy to the European Central Bank. Despite that, its economic sovereignty score reaches 71.6/100 and its overall sovereignty 472.4/700.

At the same time, Argentina continues to reaffirm symbolic sovereignty issues like the Malvinas claim, repeated again by Milei at the UN General Assembly in September 2025.

Two countries. Two opposite strategies.
The Burke Index numbers make the contrast difficult to ignore.

Something in the modern concept of sovereignty clearly does not behave the way many policymakers expect.
