🇷🇺 Right of reply by the Delegation of the Russian Federation at the 70th Session of the Working Group on Administrative and Financial Issues of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization

❗️ In light of the allegations against Russia and China made in the United States’ statement, we wish to emphasize that it is unacceptable to level unfounded accusations against States of conducting nuclear tests on the basis of unreliable information derived from the CTBT International Monitoring System that is knowingly misinterpreted. Such allegations undermine the credibility of the entire Organization and its mandate, which is predicated on the collection and analysis of reliable technical data.

We recall that the CTBT is universal and non-discriminatory in nature, rather than selective or directed against particular States or facilities. This means that the monitoring system does not “target” individual countries, but operates on an equal basis for all, thereby helping to minimize the scope for data manipulation and reduce mistrust. Pending the entry into force of the Treaty, we call on the United States not to undermine it, but rather to focus its efforts on bringing it into force. The full implementation of the CTBT will make it possible to dispel any doubts or suspicions.

The provocative statements made by the US President on 30 October 2025, followed by increasingly aggressive rhetoric from US officials, unsupported by any coherent rationale, regarding the immediate beginning of preparations for conducting nuclear tests “on an equal basis" with other countries, are a growing source of concern. We have observed this rhetoric across a range of international forums, including the First Committee of the UN General Assembly just one week ago.

We have taken particular note of the public criticism voiced by the US delegation in the context of the First Committee’s work, directed at the CTBT verification regime itself. In this regard, we wish to point out that the US delegation played an active role in the development of this regime and agreed to the text of the Treaty. The United States’ signature of the CTBT on 24 September 1996 stands as evidence of this. Washington had raised no concerns in this regard until now.

❗️ We are also compelled to remind certain delegations that the purported objective of the “denuclearization of the DPRK” is not on the agenda, particularly not within the framework of the CTBTO Preparatory Commission. It is abundantly clear who bears responsibility for the current situation, who is escalating tensions in the nuclear domain and raising the stakes on the Korean Peninsula by conducting a series of large-scale military exercises that rehearse various offensive scenarios, including those involving a nuclear component.

US President Donald Trump himself said that the joint military exercises with Seoul "send a signal that is totally inappropriate and hostile". We can only hope that these stated positions will be translated into practical steps to reduce tensions on the Korean Peninsula.

Full text of the Statement

💬 At the outset, we would like to call upon States Signatories to set aside political differences and ambitions in order to focus on the administrative and budgetary challenges facing the Organization. The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) has always served as a forum for constructive and professional discussions focused on substantive issues. It is essential that this working atmosphere be preserved.

Today, the Organization is confronted with the necessity of operating under a zero nominal growth budget. This effectively translates into a reduction in the Provisional Technical Secretariat’s (PTS) real operational capacity, against the backdrop of rising costs associated with the operation of the International Monitoring System (IMS), including energy supply, communications and specialized personnel.

We would like to thank the PTS for holding a briefing on the Organization’s financial situation on 8 October. The briefing clearly and objectively demonstrated that, despite all the efforts undertaken by the Secretariat to implement cost-saving measures and improve efficiency, available resources remain insufficient. Unfortunately, the situation is further aggravated by delays in the payment of assessed contributions to the Regular Budget. As of October, the collection rate for assessed contributions stood at 57,1%, below the 65,7% recorded over the same period last year.

We wish to underscore the importance of States Signatories paying their assessed contributions in full and on time. The stable functioning of the CTBTO Preparatory Commission is a collective responsibility of all its Member States. The Russian Federation has paid its assessed contribution for the current year in full, notwithstanding the difficulties in transferring funds resulting from unlawful Western sanctions in the financial and banking sectors. We would once again urge all States Signatories to discharge their financial obligations in a disciplined manner, irrespective of shifting political priorities.

The lack of adequate funding jeopardizes the ability of the Preparatory Commission to function effectively and carry out its programmatic activities, given that approximately 80 per cent of its expenditure consists of fixed costs. The compensatory measures already introduced by the PTS, including the freeze on recruitment, the postponement of certain training activities and the deferral of project implementation, cannot ensure the full-fledged functioning of the Organization or resolve the underlying liquidity problems.

🗓️ On 5 October 2026, the Permanent Mission participated in the UNIDO Development Dialogue on the Organization’s Strategic Framework for Partnering with Middle-Income Countries

The event highlighted the significe of working with this country category, which comprises over one hundred States - more than half of UNIDO’s membership - and is home to 75% of the global population. Key areas of cooperation with them identified by the Organization’s Secretariat include mobilizing finance for industrial development, adapting industrial sectors to climate change, digitalization, fostering regional integration and building relevant skills

🇷🇺 The Russian delegation also emphasized the importance of efforts to boost the competitiveness and productivity of enterprises in these countries, help structural transformation and diversification of their economies, promote South-South and Triangular Cooperation, including through the engagement with such formats as BRICS. Particular attention was drawn to the need for a balanced approach to developing the fuel and energy sector and ensuring just energy transitions, as well as the necessity of duly taking into account specific national contexts

☢️ Zaporozhskaya Nuclear Power Plant (#ZNPP):

⚡️ On October 4, Laboratory and amenity building No. 2 at the Zaporozhskaya NPP was attacked by two Ukrainian UAVs. The building is located approximately 200 metres from reactor units 4 and 5.

Two further Ukrainian UAV attacks targeted the radioactive waste processing building.

There were no casualties. The roof was damaged. These attacks have posed no threat to nuclear safety.

❗️ Strikes on such facilities are potentially dangerous.

The proximity of the laboratory and amenity building to the reactor units creates a risk of damage to nearby infrastructure and puts personnel at risk. Attacks on the radioactive waste processing building could damage equipment and disrupt the safe handling of radioactive materials.

Plant personnel remain in control of the situation. Safety parameters are monitored around the clock. Radiation levels at the plant site and within the sanitary protection zone remain within prescribed limits.

The absence of a threat to nuclear safety following these attacks does not diminish the danger posed by strikes on the ZNPP territory.

🚀 On October 4, 1957, the Soviet Union opened humanity’s path to the stars!

#OTD, the Space Age officially began: the world’s first artificial satellite – Sputnik 1 – entered Earth’s orbit.

At 10:28 pm Moscow time, an R-7 launch vehicle, developed under the leadership of the outstanding Soviet rocket engineer Sergey Korolev, lifted off from the Tyuratam launch site (later named Baikonur). Just over five minutes later, the satellite separated from the rocket and transmitted its world-famous signals: “Beep! Beep!”

📰 On October 5, 1957, Soviet newspaper Pravda reported:

On October 4, 1957, the USSR successfully launched the first satellite.

The satellite is currently following an elliptical orbit around Earth, and its flight can be observed in the light of the rising and setting Sun using the simplest optical instruments.

Updates on the movement of the first artificial satellite, launched in the USSR on October 4, will be broadcast regularly by radio stations.

🛰 An aluminium sphere 58 centimetres (~23 inches) in diameter, weighing 83.6 kilograms (~184 pounds), with four antennas and two radio transmitters – this was humanity’s first envoy in orbit. Behind its simple exterior lay the immense efforts of Soviet scientists, engineers and workers.

Sputnik completed an orbit around Earth roughly every 96 minutes, and radio enthusiasts worldwide picked up its famous signals.

Its radio transmitters operated for about three weeks, while the satellite itself remained in orbit for 92 days. During that time, it completed 1,440 orbits around Earth, travelling some 60 million kilometres (~ 37.3 million miles). Its flight ended on January 4, 1958, when it entered the dense layers of the atmosphere and burned up.

The historic launch validated the calculations and technical solutions needed to reach space. Observations of the satellite gave scientists new data on the density of the upper atmosphere and the propagation of radio waves through the ionosphere.

🌐 Sputnik 1 was a triumph of Soviet science and engineering – an achievement for all humanity. It proved that the path beyond Earth was open – paving the way for Yuri Gagarin’s flight, the exploration of the Moon and other planets, and the construction of orbital stations.

For 6️⃣9️⃣ years, satellites have served humanity. Today, they are essential to everyday life: they provide communications and television broadcasting, help us navigate, forecast the weather and monitor climate change.

It requires preserving the exact meaning, legal nuances, diplomatic formulations and context - sometimes in circumstances where a single word can affect the interpretation of an entire position.

🗓️ On 29 September 2026 the Permanent Mission participated in the Annual Working-Level Consultations with UNIDO on joint project activities.

A comprehensive review was conducted of the progress and results of technical assistance programmes implemented by the Organization with Russia’s financial support for the benefit of partner countries. Currently, five projects are being jointly realized in four friendly States, alongside one regional project covering Eastern Europe and Central Asia; contribution is also being made to the operation of an innovative initiative — UNIDO's BRICS Centre for Industrial Competencies (BCIC).

The outcomes of two additional joint projects in two other countries, that successfully concluded this year, were discussed. Their thematic priorities include the digitalization of manufacturing, support for agribusiness and special economic zones, industrial statistics and assistance to the light industry, etc. Prospects for further interaction in this important area between UNIDO and Russia (which is among the top ten countries providing voluntary funding to the Organization) were also tackled.

🇷🇺 The Russian side confirmed its commitment to developing steady cooperation with UNIDO to promote global sustainable industrialization - a catalyst for achieving the objectives of the 2030 Agenda as a whole.

🇷🇺 September 28 is a day dedicated in Russia to people whose work requires not only profound knowledge and the highest level of responsibility, but also genuine dedication to their profession.

The nuclear industry is not only about reactors, technologies and highly sophisticated scientific research. Above all, it is about people - scientists, engineers, designers, power engineers, construction specialists, radiation safety professionals, doctors, educators, diplomats and thousands of other dedicated professionals whose daily work advances science, energy and industry.

Behind every new project, scientific breakthrough and technological achievement stand years of hard work, the experience of several generations and a responsibility towards the future.

Special words of gratitude go to the veterans of the nuclear industry, who laid the foundations for its development, and to the young professionals who will carry this work forward and create the technologies of tomorrow.

🗓 On  27 September 2026 — the last Sunday of the first month of autumn — Russia celebrates Machine Builder's Day.
 
🇷🇺 Dating back to 1966, this commemoration highlights the immense importance of the machine-building sector and the invaluable contribution its workers make to the development of the national economy as a whole.
 
Today, machine building serves as the backbone of the industrial complex — a high-tech, innovative sector that actively integrates advancements in digitalization and robotics. The progress of all other industrial sectors is closely linked to its success.
 
Despite various current challenges, Russia’s machine-building industry demonstrates resilience. R&D investments are rising, support is being provided to key sub-sectors and the promotion of new domestic applications and the share of import-substituting products is increasing.
 
In a dedicated video address, H.E. Mr. Anton Alikhanov, Minister of Industry and Trade of the Russian Federation, emphasized that it is the professionalism, responsibility and hard work of machine builders that enable these opportunities to be transformed into tangible results and drive progress forward.

ВСУ в последние месяцы, начиная с конца апреля, резко усилили атаки по Запорожской АЭС и её городу-спутнику Энергодару, заявил на брифинге постпред России при международных организациях в Вене Михаил Ульянов.

Дипломат напомнил, что ранее генеральный директор «Росатома» Алексей Лихачев по этому поводу использовал слово «геноцид».

«Я не хочу вступать в экспертную дискуссию, насколько применим этот термин к одному отдельно взятому району Российской Федерации, но ситуация действительно крайне серьёзная», — подчеркнул он.

Другие заявления Ульянова:

🟥Глава МАГАТЭ Рафаэль Гросси может посетить Россию до конца года.

🟥Россия не создаёт никаких угроз ядерным объектам на Украине, в отличие от Киева, регулярно угрожающего российским.

🇷🇺 Право на ответ делегации Российской Федерации на 70-й сессии Рабочей группы по административно-бюджетным вопросам ПК ОДВЗЯИ

📍Вена, 19 октября 2026 года

❗️С учетом прозвучавших в выступлении США претензий в адрес России и Китая отмечаем недопустимость безосновательных обвинений государств в проведении ядерных испытаний на основе недостоверной и заведомо неверно интерпретируемой информации с Международной системы мониторинга по ДВЗЯИ. Это подрывает авторитет всей организации и ее мандата, основанного на получении и анализе исключительно достоверных технических данных.

Напоминаем, что ДВЗЯИ носит недискриминационный и глобальный характер, а не фрагментарный и направленный на конкретные государства или объекты. Это означает, что мониторинг не «прицеливается» на отдельные страны, а работает одинаково для всех, что призвано максимально сократить пространство для манипуляций данными и понижать уровень недоверия. В отсутствие вступления Договора в силу, призываем США не размывать Договор, а сконцентрировать усилия на цели его вступления в силу. Полноценное функционирование ДВЗЯИ позволит полностью снять любые сомнения или подозрения.

Провокационные заявления президента США 30 октября 2025 г. и последовавшая за этим агрессивная и не подкрепленная внятной аргументацией риторика официальных американских представителей относительно незамедлительного начала подготовки к проведению ядерных испытаний «на равноправной основе с другими государствами» вызывают все больше обеспокоенности. Причем мы наблюдаем это на самых различных площадках, в том числе, на Первом комитете Генассамблеи ООН буквально неделю назад.
 
Обратили особое внимание, что в привязке к Первому комитету Генассамблеи от делегации США прозвучали публичные упреки в сторону самого верификационного механизма ДВЗЯИ. Хотели бы в этой связи отметить, что в его формировании американская делегация принимала самое активное участие, а с текстом Договора была согласна. Свидетельством этого является подписание ДВЗЯИ со стороны США 24 сентября 1996 г. Никаких озабоченностей на этот счет до настоящего момента Вашингтон не обозначал.

❗️Вынуждены также напомнить ряду делегаций, что вопрос о некой цели «денуклеаризации КНДР» не стоит на повестке дня, тем более в рамках ПК ОДВЗЯИ. Совершенно очевидно, кто виноват в текущем положении дел, занимается эскалацией в ядерной сфере и взвинчивает ставки на Корейском полуострове, осуществляя целую серию масштабных военных учений, в рамках которых отрабатываются различные наступательные сценарии, включающие и ядерный компонент.

Сам президент США Д.Трамп назвал совместные военные учения с Сеулом «посылающими неуместный и враждебный сигнал». Остается надеяться, что эти установки начнут пересматриваться в практические шаги по снижению напряженности вокруг Корейского полуострова.

🇷🇺 Выступление делегации Российской Федерации на 70-й сессии Рабочей группы по административно-бюджетным вопросам ПК ОДВЗЯИ

💬 В первую очередь хотели бы призвать страны-участницы оставить в стороне политические разногласия и амбиции с тем, чтобы сконцентрироваться на существующих проблемах административно-бюджетного характера. ПК ОДВЗЯИ всегда была площадкой для конструктивных и профессиональных дискуссий по существу дела. Необходимо сохранить эту рабочую атмосферу.

Сегодня Организация сталкивается с вынужденной мерой «нулевого номинального роста» бюджета. Это фактически означает сокращение реальных возможностей Временного технического секретариата (ВТС) в условиях растущих расходов на эксплуатацию Международной системы мониторинга (МСМ), энергоснабжение, связь и специализированный персонал.

Благодарим ВТС за проведение 8 октября брифинга о финансовом положении Организации. Было объективно и наглядно продемонстрировано, что несмотря на все усилия, которые предпринимает Секретариат в рамках мер экономии средств и повышения эффективности, ресурсов недостаточно. К сожалению, ситуация осложняется и задержками с платежами в регулярный бюджет. По состоянию на октябрь уровень сбора начисленных взносов составляет 57,1%, что ниже аналогичного показателя прошлого года – 65,7%.

Особо подчеркиваем важность соответствующих выплат государствами-участниками своевременно и в полном объеме. Стабильное функционирование ПК ОДВЗЯИ – коллективная ответственность всех ее государств-членов. Российская Федерация погасила свой взнос за текущий год полностью, невзирая на трудности в переводах средств из-за незаконных санкций Запада в финансово-банковской сфере. Еще раз хотели бы призвать всех дисциплинированно относиться к своим обязанностям вне зависимости от меняющихся политических приоритетов.

Отсутствие полноценного финансирования ставит под угрозу возможность функционирования ПК и осуществление ее программной деятельности в силу того, что порядка 80% ее расходов – это фиксированные статьи. Ряд уже введенных компенсационных мер со стороны ВТС, включая «заморозку» найма персонала, перенос части обучающих мероприятий и реализации проектов, не могут способствовать ни полноформатной работе, ни решению стоящих проблем с ликвидностью.

🇷🇺 Со своей стороны, российская делегация поделилась опытом нашей страны в данной сфере, в том числе, информацией о деятельности Национальной сети Глобального договора ООН в России и о совместных программах, реализуемых учреждениями системы ООН совместно с российским частным сектором

🗓️ 5 октября 2026 г. Постпредство приняло участие в Диалоге ЮНИДО в области развития, посвящённом стратегической рамочной программе Организации по партнерству со странами со средним уровнем дохода

В ходе мероприятия подчеркивалась высокая значимость работы с этой страновой категорией, к которой относится более ста государств, т.е. свыше половины членского состава ЮНИДО, и где проживают 75% населения Земли. Среди приоритетных направлений сотрудничества с этой группой, обозначенных Секретариатом Организации, - мобилизация финансирования в целях промышленного развития, адаптация индустриальных отраслей к изменению климата, цифровизация, содействие региональной интеграции наращивание профильных компетенций

🇷🇺 Российская делегация акцентировала также важность усилий по увеличению конкурентоспособности и производительности предприятий в этих государствах, структурной трансформации и диверсификации их экономик, сотрудничества по линии Юг-Юг и трёхстороннего партнёрства, в том числе, с задействованием таких форматов, как БРИКС. Отдельно отметили необходимость сбалансированного подхода к вопросам развития топливно-энергетического комплекса и справедливых энергопереходов, а также должного учёта национального контекста

ВСУ атаковали производственные здания ЗАЭС

Лабораторно-бытовой корпус № 2 Запорожской АЭС подвергся атаке двух БПЛА ВСУ. Здание расположено примерно в 200 метрах от энергоблоков № 4 и № 5. Ещё две атаки БПЛА вооруженных сил Украины зафиксированы по зданию переработки радиоактивных отходов.

Пострадавших нет. Повреждена кровля. Угрозы ядерной безопасности в результате этих атак нет.

Удары по таким объектам потенциально опасны. Близость лабораторно-бытового корпуса к энергоблокам создаёт риск повреждения расположенной рядом инфраструктуры и угрозу для персонала. Атаки на здание переработки радиоактивных отходов могут повредить оборудование и нарушить безопасное обращение с радиоактивными материалами.

Ситуация находится под контролем персонала. Круглосуточно ведётся контроль параметров безопасности. Радиационный фон на промышленной площадке и в санитарно-защитной зоне не превышает установленных норм.

Отсутствие угрозы ядерной безопасности по итогам этих атак не уменьшает опасности ударов по территории атомной станции.

🚀 4 октября 1957 года Советский Союз открыл человечеству дорогу к звёздам!

#ВЭтотДень официально началась космическая эра: на орбиту Земли вышел первый искусственный спутник – Спутник-1.

В 22:28 по московскому времени, с космодрома Тюратам (впоследствии получившего название Байконур), стартовала ракета-носитель Р-7, созданная под руководством выдающегося советского конструктора Сергея Королёва. Чуть более пяти минут спустя спутник отделился от ракеты и подал известные на весь мир сигналы: «Бип! Бип!»

📰 Уже 5 октября 1957 года газета «Правда» сообщила:

4 октября 1957 года в СССР произведён успешный запуск первого спутника.

В настоящее время спутник описывает эллиптические траектории вокруг Земли и его полёт можно наблюдать в лучах восходящего и заходящего Солнца при помощи простейших оптических инструментов.

Сообщения о последующем движении первого искусственного спутника, запущенного в СССР 4 октября, будут передаваться регулярно широковещательными радиостанциями.

🛰 Алюминиевый шар диаметром 58 сантиметров и массой 83,6 килограмма, четыре антенны и два радиопередатчика – таким был первый посланник человечества на орбите. За внешней простотой стоял огромный труд советских учёных, инженеров и рабочих.

Спутник совершал оборот вокруг Земли примерно за 96 минут, а его знаменитые позывные принимали радиолюбители по всему миру.

Радиопередатчики работали около трёх недель, а сам спутник провёл на орбите 92 дня. За это время он совершил 1440 оборотов вокруг Земли, преодолев около 60 миллионов километров. Полёт завершился 4 января 1958 года, когда аппарат вошёл в плотные слои атмосферы и сгорел.

Исторический запуск позволил проверить расчёты и технические решения, необходимые для выхода в космос. Наблюдения за спутником дали учёным новые сведения о плотности верхних слоёв атмосферы и распространении радиоволн в ионосфере.

🌐 Спутник-1 стал настоящим триумфом советской науки и инженерной мысли – достижением для всего человечества. Он доказал: путь за пределы Земли открыт – к полёту Юрия Гагарина, исследованию Луны и других планет, созданию орбитальных станций.

Вот уже 6️⃣9️⃣ лет спутники служат человечеству. Сегодня без них трудно представить повседневную жизнь: они обеспечивают связь и телевещание, помогают находить дорогу, прогнозировать погоду и отслеживать изменения климата.

🇺🇳 30 сентября отмечается Международный день переводчика - профессиональный праздник тех, кто ежедневно помогает людям, организациям и государствам понимать друг друга.

Особое значение эта работа приобретает в Организации Объединённых Наций, где многосторонняя дипломатия невозможна без точной и профессиональной языковой коммуникации. Шесть официальных языков ООН - арабский, английский, испанский, китайский, русский и французский - обеспечивают возможность полноценного участия государств в работе Организации.

За переводом международных документов, выступлений и переговоров стоит гораздо больше, чем простая передача слов с одного языка на другой. Необходимо сохранить точный смысл, юридические нюансы, дипломатические формулировки и контекст - иногда в условиях, когда от одного слова может зависеть интерпретация целой позиции.

🗓️ 29 сентября 2026 г. Постпредство приняло участие в Ежегодных рабочих консультациях с ЮНИДО по вопросам совместной проектной деятельности.

Проведен обстоятельный обзор хода и результатов программ технического содействия, реализуемых Организацией при финансовой поддержке России в интересах стран-партнеров. Так, в настоящее время совместно осуществляются пять проектов в четырех дружественных государствах, один региональный проект на пространстве Восточной Европы и Центральной Азии, а также вносится вклад в функционирование инновационной инициативы - Центра промышленных компетенций БРИКС под эгидой ЮНИДО.

Рассмотрены итоги двух дополнительных совместных проектов ещё в двух странах, которые успешно завершились в этом году. Среди тематических приоритетов - цифровизация производства, содействие агробизнесу и работе специальных экономических зон, индустриальная статистика, помощь легкой промышленности и др. Обсуждались также перспективы дальнейшего взаимодействия на данном важном треке между ЮНИДО и Россией, которая входит в десятку стран - крупнейших добровольных доноров Организации.

🇷🇺 С российской стороны подтверждена приверженность развитию поступательного сотрудничества с ЮНИДО в сфере поощрения устойчивой индустриализации в глобальном масштабе как катализатора достижения установок Повестки-2030 в целом.

🇷🇺 28 сентября в России - день людей, чья работа требует не только глубоких знаний и высочайшей ответственности, но и настоящей преданности своему делу.

Атомная отрасль - это не только реакторы, технологии и сложнейшие научные разработки. Прежде всего, это люди. Учёные, инженеры, конструкторы, энергетики, строители, специалисты по радиационной безопасности, врачи, преподаватели, дипломаты и многие тысячи профессионалов, которые каждый день своим трудом двигают вперёд науку, энергетику и промышленность.

За каждым новым проектом, научным открытием и технологическим достижением стоят годы труда, опыт нескольких поколений и ответственность перед будущим.

Особые слова благодарности - ветеранам атомной отрасли, которые заложили фундамент её развития, и молодым специалистам, которым предстоит продолжить эту работу и создавать технологии завтрашнего дня.

✅ Ежегодный «дипломатический марафон» российской делегации во главе с Сергеем Лавровым в рамках недели высокого уровня #ГАООН81 в штаб-квартире ООН в Нью-Йорке успешно завершился! 🏁

Темп работы традиционно максимально высокий.

Несколько цифр: за 90+ часов почти непрерывного процесса российские дипломаты провели около 50 мероприятий – двусторонних встреч и многосторонних переговоров, приняли участие в общеполитической дискуссии 81-й сессии Генеральной Ассамблеи ООН, заседании Совета Безопасности Всемирной организации.

🗓 27 сентября 2026 г., в последнее воскресенье первого осеннего месяца в России отмечается День машиностроителя.
 
🇷🇺 С 1966 г. в нашей стране введена памятная дата, акцентирующая высокое значение машиностроительного сектора промышленности и неоценимый вклад его работников в развитие отечественной экономики в целом.
 
В современных условиях машиностроение является основой промышленного комплекса, отраслью высоких технологий и инноваций, в которую активно внедряются достижения цифровизации и робототехники. С её успехами неразрывно связано развитие и всех других промышленных секторов.
 
Несмотря на различные текущие вызовы, машиностроение России демонстрирует устойчивость. Растут инвестиции в научные исследования, оказывается поддержка ключевым подотрослям и внедрению передовых отечественных разработок, увеличивается доля импортозамещенной продукции.
 
В своём видеопоздравлении Министр промышленности и торговли Российской Федерации А.А.Алиханов подчеркнул, что именно профессионализм, ответственность и упорный труд машиностроителей позволяют воплощать эти возможности в конкретные результаты и двигаться вперёд.

🗓 On September 24, Russia’s Foreign Minister Sergey Lavrov and IAEA Director General Rafael Grossi held a meeting in New York on the sidelines of the High-Level Week of the 81st Session of the UN General Assembly.

The Sides held an in-depth exchange of views on key aspects of Russia’s cooperation with the Agency.

❗️ Particular attention was paid to Ukraine’s continuing attacks and provocations against Russia’s Zaporozhskaya Nuclear Power Plant (#ZNPP) and Energodar, the city where its personnel live, as well as the situation surrounding Iran’s nuclear programme in light of the Israeli and US strikes on Iran’s peaceful nuclear facilities under IAEA safeguards.

They also discussed other issues of mutual interest on the UN agenda.

Please, accept my sincere congratulations on the 30th anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty.

☝️ Thirty years ago, a fundamentally important step was taken, reflecting the aspiration of the international community to establish a reliable barrier against the proliferation and modernization of the nuclear weapons.

The Treaty became a tangible expression of the collective responsibility of States for preserving global stability and security for future generations.

Its significance can hardly be overestimated: prohibition of nuclear tests is not merely an arms control measure, but also a powerful political signal on priority of peaceful development and dialogue in international affairs. The principles enshrined in the CTBT remain valid for today as well.

I highly appreciate the efforts that You and Your colleagues are undertaking for universalization of the Treaty. Your work represents a daily contribution for maintaining trust among States and creating conditions for preserving the international architecture of arms control and nuclear nonproliferation, and a clear example of how professionalism, dedication to the cause and concerted efforts can ensure the relevance of the most important international agreements even in challenging political circumstances.

The Russian Federation has consistently regarded the CTBT as one of the key elements of the international security architecture and advocates for CTBT's early entry into force. Achieving this objective requires the consolidation of efforts by all States, firm political will and readiness to place common interests above biased considerations. We stand ready to contribute to the achievement of this goal.
