Zelensky Aide Explains How Missile Fell On Apartment Block In Dnepr
A Russian missile that fell on an apartment block in the eastern Ukrainian city of Dnepr on Saturday was shot down mid-air by Kiev’s forces, Aleksey Arestovich, a senior adviser to President Vladimir Zelensky, has said.
Zelensky and Ukrainian officials initially reported that the nine-story building was hit by a Russian missile. According to regional Governor Valentin Reznichenko, the death toll had grown to 18 dead and 73 wounded on Sunday morning.
Arestovich, however, said in a YouTube interview with Russian activist Mark Feygin that the missile was brought down by Ukrainian troops.

🎙 Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question about the EU-NATO Joint Declaration signed in Brussels
Read in full
❓Question: How would you comment on the Joint Declaration on EU-NATO Cooperation signed in Brussels?
💬 Maria Zakharova: The Joint Declaration on EU-NATO Cooperation has reaffirmed the EU’s full subordination to the bloc, which is a military instrument being used to ensure US interests.
Contrary to all their OSCE obligations, they view security in the Euro-Atlantic area through the prism of standing up to Russia, increasing weapons and equipment supplies to the Kiev regime, enhancing military mobility in the European “theatre of war,” and continuing NATO’s expansion.
It is clear that NATO’s and EU’s confrontational approach towards states that pursue independent foreign policies, and their attempts to divide the world into “us and them” will only hinder the peaceful settlement of conflicts and weaken international security against the persisting challenge of terrorism, which has been mentioned in the declaration.
☝️ The Americans’ motives are crystal clear. They want to pull the EU into the “geostrategic competition,” as it is described in the declaration, which Washington has launched so that Europe will play the role of America’s vassal, rapidly ceding its political and economic positions and hence becoming increasingly more dependent on the United States.
🇷🇺🇨🇳📞 On January 9, Foreign Minister Sergey Lavrov spoke over the phone with Foreign Minister of the People’s Republic of China Qin Gang.
The Russian Minister congratulated his Chinese colleague on his recent appointment and wished him success in this responsible position.
The two officials discussed topical matters on the bilateral, global and regional agendas. They rejected the policy of the United States and its satellites to establish a hegemony in global affairs, which prompts the West to provoke confrontation with Russia and China, interfere in their domestic affairs, and attempts to constrain the development of the two countries through sanctions and other illegitimate methods.
The ministers went on to state that Moscow and Beijing were united in their approaches to fundamental matters on the global development agenda. They gave a positive assessment of the constructive dialogue and high level of bilateral coordination in the United Nations, BRICS, the SCO, within the Group of Twenty, as well as at ASEAN cooperation platforms and other formats, with all these efforts fully in line with the trust-based partnership between the two countries.
Sergey Lavrov invited Foreign Minister of the People’s Republic of China Qin Gang to visit Russia at a convenient time.

⚡️ President’s instructions to Russian Federation Armed Forces as follows 👇
✍️ Upon consideration of the address from His Holiness Patriarch Kirill, I instruct the Defence Minister of the Russian Federation to introduce a ceasefire along the entire line of contact in Ukraine from 12.00 on January 6, 2023 to 24.00 on January 7, 2023.
As a large number of Orthodox Christians reside in the area of hostilities, we call on the Ukrainian side to declare a ceasefire to allow them to attend church services on Christmas Eve as well as on Christmas Day.
🇷🇺🇮🇱📞 On January 3, Foreign Minister Sergey Lavrov spoke with Foreign Minister of the State of Israel Eli Cohen over the phone. The Russian Minister congratulated his Israeli counterpart on assuming office and expressed readiness for joint efforts in the interests of multifaceted and mutually beneficial cooperation between Russia and Israel.
The Foreign Ministers discussed current issues on the bilateral agenda with a focus on the importance of strengthening the potential for trade and economic cooperation. In this context they stressed the need to convene a regular meeting of the Mixed Russian-Israeli Commission.
The Ministers reviewed the situation in the Middle East and North Africa. While discussing the Palestine-Israel settlement, Sergey Lavrov underscored Russia’s readiness to continue assisting the efforts to re-launch the peace process based on the generally recognised norms of international law.
Sergey Lavrov reaffirmed Russia’s position in favour of normalising the situation in Syria through political and diplomatic means with due respect for its sovereignty and territorial integrity and the need to eliminate the terrorist threat in that country in accordance with UNSC Resolution 2254.
The Russian Foreign Minister also informed his Israeli counterpart about certain aspects of the situation in Ukraine in the context of the special military operation being conducted by Russia there.

💬 President Vladimir Putin: In the context of growing geopolitical tensions, the importance of the Russian-Chinese strategic partnership as a stability factor is growing. Our relations have passed all the tests, demonstrating their maturity and stability, and they continue to grow dynamically.
Despite the unfavourable external situation, the illegitimate restrictions and patent blackmail on the part of certain Western countries, Russia and China have achieved record high growth rates in mutual trade. In 2022, it increased by about 25 percent.
📈 Energy supplies have reached unprecedented levels, and joint projects are underway to add capacity in hydrocarbons production and refining. In 2022, Russia became one of the leaders in oil exports to China.
Of course, defence and military technology cooperation, which contributes to ensuring the security of our countries and maintaining stability in key regions, has a special place in the entire range of Russian-Chinese cooperation and our relations. We aim to strengthen cooperation between the armed forces of Russia and China.
🤝 Moscow and Beijing’s coordination on the international arena, including at the UN Security Council, the Shanghai Cooperation Organisation, BRICS, and the G20, serves to create a fair world order based on international law.
❗️ We share the same views on the causes, course and logic of the ongoing transformation of the global geopolitical landscape. In the face of unprecedented pressure and provocations from the West, we defend our principled positions and protect not only our own interests, but also the interests of all those who stand for a truly democratic world order and the right of countries to freely determine their destiny.

⚡️Main Foreign Policy Outcomes of 2022⚡️
The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.
👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.
They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.
✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.
✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.
✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.
✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.
✅ Allied relations with Belarus continued to grow stronger.
✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.
✅ The mechanisms of the #CSTO operated efficiently.
Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.
We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

#Ukraine
It is obvious that Kiev is not ready for dialogue. Vladimir Zelensky churns out all kinds of ideas and peace formulas, with the illusion of succeeding, with the Western assistance, in achieving the withdrawal of our troops from the Russian territories in Donbass, Crimea, Zaporozhye and Kherson regions, making Russia pay reparations, voluntarily surrender to international tribunals, etc.
👉 Of course, we will not discuss conditions of this kind with anyone.
#OSCE
Let me tell you right away that the situation within the OSCE has been quite challenging. Created as a platform for promoting equitable dialogue and cooperation, this organisation has been going through a deep crisis these past few years.
We are now reaping the fruits of this selfish, short-sighted policy of our former partners. Our trust in them has suffered a major blow. One of the lessons is that if and when we ever start working together again, we will have to build new foundations because the past approaches are no longer working.
#JCPOA
The model we suggested was straightforward and clear: the United States and Iran move to meet each other halfway at the same time by gradually returning to compliance with the JCPOA. All details were worked out. This is a realistic scenario as long as there is political will to carry it out.
The fact that with the finishing line in sight, the United States and Europeans ran out of gas and focused on efforts to destabilise the internal political situation in Iran is another story.
☝️ Meanwhile, it is a fact of life that there is no reasonable alternative to the JCPOA.
Merkel Doubles Down On Ukraine Peace Revelations
Former German Chancellor Angela Merkel has once again confirmed that the 2014-15 Ukraine peace deal she helped arrange was meant to allow Kiev to strengthen its army.
“The 2014 Minsk Agreements represented an attempt to give Ukraine time,” Merkel told Italian magazine Sette on Tuesday. “Ukraine has used this time to become stronger, as we see today. The country of 2014-15 was not the same as it is today. And I doubt that NATO could have done much to help Ukraine as it does right now.”
The Minsk accords, brokered by Germany, France, and Russia, were meant to stop the fighting in Donbass.
Kiev promised to reform its constitution and grant autonomy to the Donetsk and Lugansk People’s Republics. The deal, however, was never implemented, as Ukraine argued over the interpretation of the agreement.

⚡️ Foreign Ministry Spokeswoman Maria Zakharova’s response to a media question about the adoption of a new law on ethnic minorities in Ukraine
Read in full
❓Media question: Can you respond to the adoption of a new law on ethnic minorities by Ukraine’s Verkhovna Rada?
💬 Maria Zakharova: We have attentively analysed the law on ethnic minorities (communities) in Ukraine, which was adopted by the Verkhovna Rada on December 13, 2022, in the second and final reading, and consider it our duty to draw the attention of the international community to the cynical mockery of Ukraine’s legislators of the rights of ethnic minorities in violation of all of this country’s existing commitments with the relevant organizations.
<...>
Hungary and Romania, which have large communities of compatriots in Ukraine, have already expressed strong dissatisfaction. They noted that the law was not duly discussed with representatives of ethnic minorities and the bill’s authors disregarded their proposals.
Let’s look at the law’s provisions on ethnic Russians that are covertly described in the text – as those “identifying their ethnic origin with the state that is recognised by Ukraine and/or international organisations as a terrorist state (an aggressor state).”
As long as martial law is in effect in Ukraine and six months after it ends, most of their rights and freedoms are limited. This applies to the right to hold peaceful assemblies, receive funding, create advisory bodies at local administrations and take part in international activities.
<...>
❗️ Only the implementation of the goals and objectives of the special military operation can reinstate the rights of these Russians and other ethnic communities in Ukraine to freely speak their native tongue, to be educated in their native tongue, and to keep their historical memory and commemorate their heroes, and, restore the rule of law and respect for human rights in Ukraine.
🎙 President Vladimir Putin answered a range of topical questions from journalists.
Key talking points:
🔻There are no ideal situations. Ideal situations only happen in plans, on paper. But in general, Russia made it through the year quite confidently.
🔻 Everything that is connected with the special military operation in Ukraine, is an absolutely forced and necessary measure.
🔻 As for the economy, despite the collapses, devastation and catastrophe predicted for us in the economic sphere, nothing like that is happening. Russia is performing much better than many G20 countries.
🔻 Divide and rule – this slogan is still actively used in real politics. This is why our opponents have always been dreaming about this. They have been trying to divide us and then run the separate parts.
🔻 Those who are supplying Patriot missile system to Ukraine, are doing it in vain: it just prolongs the conflict.
🔻Every conflict ends with negotiations on the diplomatic track, one way or another, and we have never refused to negotiate. It is the Ukrainian leadership that has forbidden itself to negotiate. This attitude is somewhat unusual, even bizarre.
🔻 The West is trying to administratively set a price cap on Russian oil and gas. This is the road toward destroying the global energy sector.
🔻 The goal of our geopolitical opponents and adversaries is to reduce the income to the Russian budget, but we are not losing anything because of this cap.
🔻 The Western nations are used to robbing other countries. And an attempt at non-market regulation in the economy is the same colonial robbery, or, in any case, an attempt at colonial robbery.

💬 President Vladimir Putin at a meeting with Government members: We can reliably guarantee the country's security and interests; we will increase our defence capability and will certainly resolve all the issues related to supporting the Armed Forces, every unit involved in the special military operation.
At the same time, we will continue to implement large socioeconomic programmes and plans aimed at improving people's well-being, unlocking Russia's enormous potential, and expanding our international ties.
☝️ We certainly have all the resources we need for this.
⚡️Urgent statement
of Joint Coordination Headquarters for Humanitarian Response in Ukraine of Russian Federation
◽️The special services of Ukraine have prepared a new large-scale anti-Russian provocation aimed at discrediting the Armed Forces of the Russian Federation and accusing Russian servicemen of allegedly committing war crimes.
◽️On the eve of the Orthodox Christmas, representatives of the State Bureau of Investigation and the Security Service of Ukraine arranged for the opening of graves in cemeteries near Kazachya Lopan, Velikiy Burluk, Shypovatoye and Khatnoye (Kharkov region), where local citizens were buried who died of natural causes during the deployment of Russian troops in these areas from February 24 to September 6, 2022.
◽️After the exhumation, the bodies of Ukrainian citizens were further disfigured and dumped into specially prepared ‘pits’ on the outskirts of these settlements to create false ‘evidence’ of alleged ‘torture’ and ‘shootings’ of civilians by Russian servicemen.
◽️Representatives of the Ukrainian special services and law enforcement agencies are currently photographing and videotaping the bodies of dead Ukrainian citizens, as well as imitating the work of ‘forensic experts’ and other ‘procedural actions’ in the presence of fake ‘witnesses’.
◽️Through these inhumane methods, Kiev regime, in the absence of any success on the battlefield, seeks to keep the attention of Western audiences and convince foreign partners of Kiev regime of the need to continue to support it.

🇷🇺🇹🇷📞 President of Russia Vladimir Putin and President of Türkiye Recep Tayyip Erdogan held a telephone conversation.
🤝 The discussion covered issues related to further expanding economic ties, primarily in energy, with the priority being strategically significant projects like the creation of a regional natural gas hub in Türkiye and the construction of the Akkuyu nuclear power plant.
The Presidents touched on the situation around Ukraine. The Russian side emphasised the destructive role of the Western states, which are pumping the Kiev regime full of weapons and military equipment and also providing operational and targeting information.
❗️ In view of President Erdogan’s offer for Türkiye to mediate a political settlement to the conflict, Vladimir Putin again reaffirmed that Russia is open to a serious dialogue – under the condition that the Kiev authorities meet the clear demands that have been repeatedly laid out, and recognise the new territorial realities.
During a discussion of the status of the July 22, 2020, Istanbul agreements on exporting Ukrainian grain and unblocking deliveries of food and fertiliser from Russia, the emphasis was on the need for a good-faith, comprehensive approach that would envisage lifting all barriers to Russian exports.
The leaders considered the prospects of the Syrian settlement process and gave a positive assessment of the December 2022 meeting in Moscow of the Russian, Turkish and Syrian defence ministers along with the heads of their respective intelligence services. The hope was expressed that continued contacts in this trilateral format will help radically improve the situation in the Syrian Arab Republic by restoring its territorial integrity, resolving the refugee problem and combatting international terrorist organisations.
The Presidents also exchanged New Year greetings and agreed to maintain contacts at various levels.

Key points
• It was a year of truly pivotal, even fateful events. They became the frontier where we lay the foundation for our common future, our true independence.
• We have always known that Russia's sovereign, independent and secure future depends only on us, on our strength and determination, and today, we have become convinced of it once again.
• For years, Western elites hypocritically assured us of their peaceful intentions, including to help resolve the serious conflict in Donbass. But in fact, they encouraged the neo-Nazis in every possible way, who continued to take military and overtly terrorist action against peaceful civilians in the people's republics of Donbass.
• The West lied to us about peace while preparing for aggression, and today, they no longer hesitate to openly admit it and to cynically use Ukraine and its people as a means to weaken and divide Russia.
☝️ We have never allowed anyone to do this and we will not allow it now.
🎉 Today marks 3️⃣5️⃣ years since the establishment of the diplomatic relations between the 🇷🇺 Russian Federation and the 🇳🇷 Republic of Nauru.
This milestone became a logical embodiment of the Small Island State's aspiration to assert its sovereignty and independence. On the part of the Soviet Union it was a continuation of its traditional line of supporting the decolonization and liberation of the Pacific Peoples from the yoke of foreign powers.
The Russian Side is eager to further promote friendly ties with Nauru and enhance bilateral cooperation in international affairs.
🤝 On December 27, 2022, President of Russia Vladimir Putin held bilateral meetings on the sidelines of the informal Summit of the CIS heads of state.
🇷🇺🇦🇲 President Putin to Prime Minister of Armenia Nikol Pashinyan: Our economic relations are evolving steadily: we have seen a 73 percent increase in trade over the first ten months of this year. This is a good result.
Of course, the main issue is the settlement in the South Caucasus, and specifically, in Armenian-Azerbaijani relations, the tensions around Karabakh.

🇷🇺🇧🇾 President Putin to President of Belarus Alexander Lukashenko: We agreed to hold the Year of the Russian Language in 2023 and I thought that it would be the most appropriate to meet today for a working breakfast in the Russian Museum.
It is a good environment to talk about serious matters, including our bilateral relations. Even though we are in constant contact, still life gives us a reason every day to discuss certain issues and make the necessary decisions to deal with them efficiently.

Key talking points
⚠️ The United States is the main beneficiary of the military conflict [in Ukraine] as it seeks to reap biggest benefits from it in economic and military-strategic terms. At the same time, Washington is addressing an important geopolitical goal, which is to destroy the traditional ties between Russia and Europe and to overpower its European satellites even more.
It is no longer a secret that victory over Russia “on the battlefield” is the strategic goal of the United States and its NATO allies. They see it as a mechanism to significantly degrade or even destroy our country.
🔸 We keep warning our adversaries in the West about the danger of their course for escalating the Ukraine crisis. With the contingent they have nurtured in Kiev, the risk of the situation spiralling out of control remains very high. It is important to stave off a disaster.
On the other hand, the West is sending out openly confrontational signals in the nuclear sphere. It appears that they have brushed all propriety aside completely. <...> We continue to urge the West to exercise maximum restraint in this highly sensitive sphere. To minimise nuclear risks, it is necessary to remain committed to the postulate that a nuclear war is unacceptable.
🇷🇺🇪🇺 Our relations with the European Union have deteriorated to a historic low. The reasons for this are well known. Since the beginning of the special military operation, Brussels, following the US and NATO, has declared a hybrid war against Russia.
🇷🇺🇺🇸 Russia-US relations are in an extremely poor state. They have become practically frozen through the fault of Washington. Its confrontational anti-Russia policy is becoming increasingly exacerbated and comprehensive. It is objectively impossible to maintain any kind of normal communication with the Biden administration, which is talking about our strategic defeat as its goal.
It so happens that people of any faith - even Muslims, Jews and Buddhists - love to decorate the Christmas tree in Russia. But do you know why? 🌲

💬 We believe that everyone must strictly comply with the obligations spelled out in the statement by the leaders of Russia, Azerbaijan & Armenia of November 9, 2020 regarding traffic regulations in the Lachin corridor. As far as I understand, our Azerbaijani colleagues hold the same position.
☝️ We exchanged views on stabilising the situation at the Armenian-Azerbaijani border. We agree that the best solution lies in launching the practical work on delimitation as soon as possible.
We agreed to promote contacts between public opinion leaders, experts, MPs of Azerbaijan and Armenia with the participation of their Russian colleagues. This is an important element of our work, making it possible to develop the atmosphere of trust between nations.

‘Fraud Risk Is Very Real’: US Defense Investigators on High Alert as Aid Pours Into Ukraine
The Defense Department is being extra diligent amid ongoing concerns military hardware could find its way onto the Black Market, Defense News reports.
“The risk is very real by virtue of the fact that we’re dealing with such an incredible volume of items, many that have warfighting capabilities, and we’re doing it very quickly,” said James Ives, principal deputy director for the Defense Criminal Investigative Service.
Earlier this year, in April, a claim was made in the СBS documentary ‘Arming Ukraine’ that only around 30% of aid was reaching the front lines in the country.
