The government also used some Chinese technologies to block Starlink connections and detect locations of them, but they were not so successful. They were only able to disturb Starlink traffic and detect the locations of some people who had a lot of Starlinks.

Of course, I forgot to tell. Elon and the US have sent a lot of Starlinks through Iraq borders and there were Starlinks a lot when it was not illegal as well and some people use them to create VPNs and some people use them only for personal usage (they get sold for a much higher price in illegal shops).

In the first days after the internet was shut down, people were connecting to the internet through Starlinks directly or indirectly using VPN servers that were using Starlinks.

They connect both a router and a Starlink to their local computer and connect an Iranian server to that local computer and set up a VPN server. The routers do not have static IPs, so they update it in the iranian server frequently. They can ask datacenters to provide them static IPs. But they are afraid that the datacenter would notice that they are using Starlinks.

Before the internet was shut down, they blocked vpn traffic.

Currently, they don't because they have shut it down completely.

Internal servers are accessible. But traffic to external IPs is blocked. They can determine whether an IP is iranian or not simply by checking it's range.
