🔶Unveiling of the Book “Religious Minorities of Kermanshahan” at the Assembly of Philosophers of Iran

🔹The unveiling ceremony of the book “Religious Minorities of Kermanshahan” by Mohammad Ali Soltani, historian and researcher, was held at the Assembly of Philosophers of Iran.
🔹At this ceremony, a number of philosophy professors, researchers, representatives of religious minorities in the Islamic Consultative Assembly, and those interested in culture and history were present.
_Some of the chapter headings of this book are as follows:_
🔹Jews in Kermanshahan; historical background from the beginning to the Constitutional era; distribution of the Jewish population in Kermanshahan province; the Alliance and the Jews; Jewish customs and rituals; daily prayer, congregational prayer, and Cohen—days of mourning; the Jews of Kermanshah from the middle of the Qajar period to the end of the Pahlavi period; the incident of the looting of Jews; the threat of the Russian consul; reports of the British embassy and consul about the events in the Jewish neighborhood; the Jewish cemetery; the Jewish Association of Kermanshah; notable Jews of Kermanshah and their services and works; Nasir al-Atibba—Mulla Rahim Kermanshahani—Dr. Kermanshahchi and his services and writings—Dr. Davood Nazarian—Shmuel Hayyim; the Zionist party in Kermanshah and its activities and fate; Haroun Eliahu and Partners and Kermanshah lighting services; Khajeh Baroukh and his historical building; Khajeh Joudi and his historical building.
🔹Seyyed Ali Mortazavian, professor of philosophy, at the beginning of the ceremony, referring to the capacities of religious minorities, said: “Our country’s religious minorities have many capacities and can be effective in the cultural resilience of society. In our country’s history, minorities have always been among the most decisive groups; whether border residents or non-border residents, they have defended the country. Because they do not rely on the government, they act voluntarily and prevent social gaps.”
🔹Raising the question “Do minorities have a relationship with philosophy?” he added: “An important part of the existential importance of religious minorities lies in their divine and philosophical aspects. We must see where the boundary of religious minorities and their associations lies, and where the duties of the government toward them extend.”
Mortazavian also referred to the translation of a book by Peter Berger and said: “An important part of this work is about minorities and government policies toward them, and the author has praised Iran in two parts of the book.”
🔹Mohammad Ali Soltani, author of the book and researcher of the history of Kermanshahan, while thanking the Assembly of Philosophers of Iran and the professors present, said: “I have learned from many books, and the Holy Quran is the essence of all of them. By looking at the past, let us understand that the pillars of our religion treated minorities well, and this matter should be taken as a model. In Kermanshah, we had synagogues known as the New Mosque. Unfortunately, this rainbow has now become one color. Today we have neither the Jewish gate, nor the Jewish neighborhood, nor the Jewish bazaar, nor the Jewish Alliance school.”

🔶Violation of the Rights of a Reverse Minority in the Republic of Azerbaijan under the Pretext of Implementing the Principles of Secularism/Deprivation of Veiled Students from Education

🔹In the final days of September 2026, the issue of student uniforms in the Republic of Azerbaijan once again became controversial. Following the approval and promulgation of new regulations by the Ministry of Education of the Republic of Azerbaijan regarding the uniforms of public schools, the issue has been raised that the requirement to observe a uniform and the prohibition of using clothing elements incompatible with the “principle of secularism of public education” became a tool for preventing veiled female students from attending classes.
🔹A few days later, on 6 October, the Cabinet of Ministers of the Republic of Azerbaijan approved separate regulations regarding the clothing of public school teachers; regulations that emphasize the need for the clothing of teaching staff to be consistent with the principle of secularism and set specific patterns of formal dress for female teachers. In the text of these regulations, the word “hijab” is not explicitly mentioned as prohibited clothing, but given the serious prevention of veiled girls and veiled teachers from entering schools in the Republic of Azerbaijan, a serious question is raised as to whether the concept of secularism in practice has led to restrictions on religious clothing in the republic or not?
🔹The BBC Azerbaijani service report on 30 September 2026 also referred to the publication of a video about preventing veiled students from entering a school and disagreements over the interpretation of the new regulations.
The main issue is not merely the choice of a school uniform; rather, it is the relationship between the state’s authority to regulate educational rules and individuals’ right to express their religious beliefs. If the implementation of a general regulation effectively deprives a student of attending class because of religious clothing, the matter goes beyond the realm of school discipline and becomes an issue in the field of freedom of religion, the right to education, and the prohibition of discrimination.
🔹The Republic of Azerbaijan is a country with a Muslim majority and a predominantly Shia population. However, this demographic majority does not necessarily mean that all individuals enjoy equal freedom to practice their religious beliefs. As in all countries with a “reverse minority,” in the Republic of Azerbaijan too, the Shia population, which is religiously in the majority, faces restrictions in a particular institutional environment that are applied based on their belief or manner of religious practice.
🔹From this perspective, the situation of girls from religious Shia families and, of course, religious families in the few Sunni-populated areas in the Republic of Azerbaijan who want to attend school with the Islamic hijab is the same. However, the situation of the Shias of the Republic of Azerbaijan can be explained by the analytical concept of “reverse minority”: a group that is not a minority in number, but in relation to an official policy or procedure has a position similar to marginalized groups.

🔶Holding of the Sixth International Exhibition of Rural and Nomadic Capabilities and the Exhibition of Solidarity of Iranian Ethnic Groups in Tehran

🔹The Sixth International Exhibition of Rural and Nomadic Capabilities was held from 16 to 19 Mehr at the permanent venue of the Tehran International Exhibitions.
🔹According to the announcement of the Office of the Vice President for Rural Development and Deprived Areas of Iran, in this edition more than 400 booths were allocated to introduce the capacities of various provinces of the country. Also, 50 booths were allocated to startups and technology fields so that part of the innovative and technological capabilities of rural and nomadic areas would also be introduced.
🔹In the cultural section of this exhibition, 500 people in the form of 40 groups performed local songs and music from different regions of Iran, and manifestations of the culture and art of Iranian ethnic groups were displayed.
At the opening ceremony of the Sixth International Exhibition of Rural and Nomadic Capabilities, the anthem “O Iran, O Land of Many Gems” was performed with the participation of different Iranian ethnic groups.
_Tehran Exhibition; From Local Economy to Indigenous Culture_
🔹In addition to their economic role in the production of agricultural, livestock, and related products, the villages and nomadic areas of Iran contain an important part of the country’s cultural heritage. Traditional methods of production, applied arts, local clothing, collective rituals, and indigenous knowledge are part of the cultural capital of communities that have passed on their experiences from generation to generation.
🔹By bringing together these capacities, the Exhibition of Rural and Nomadic Capabilities provides the possibility of directly introducing indigenous products and arts to urban audiences. Such events can also strengthen communication among artists, producers, tourists, researchers, and market activists.
🔹Handicrafts have particular importance in this regard, because many indigenous products simultaneously have practical, aesthetic, and identity value. Handwoven items, needlework, wooden works, metal products, nomadic handmade crafts, and arts related to rural life are examples of the link between artistic creativity and the daily needs of local communities.
_Music of Ethnic Groups; 500 Performers in 40 Groups_
🔹One of the prominent sections of this year’s exhibition is the performance of music from different regions of Iran. 500 people in the form of 40 groups have displayed the songs and music of Iranian regions at this exhibition.
Regional music, in addition to its entertainment aspect, carries historical narratives, collective experiences, local languages and dialects, and ways of life of Iranian ethnic groups. Many indigenous melodies are linked with work, migration, agriculture, celebrations, mourning, and social rituals, and therefore knowing them can help to better understand Iran’s social history and cultural diversity.
🔹The live performance of these musics in a public exhibition provides an opportunity for audiences to directly encounter different musical forms. Such presence, especially for the younger generation and visitors who do not have the possibility to travel to different regions of the country, can be a window for becoming familiar with Iran’s auditory heritage.
🔹Of course, introducing the music of ethnic groups helps to effectively protect this heritage when the performances do not remain limited merely to the display aspect, and information about the origin of the melodies, indigenous instruments, performance language, ritual context, and local artists is also provided to the audience.

🔶The gradual transition from the concept of “minority rights” to the concept of “diversity rights”; a conceptual transformation in international minority law

🔹In recent years, the concept of “diversity rights” (droits de la diversité / rights of diversity) has become increasingly prominent in the discourse of UN human rights mechanisms, academic research, and regional human rights bodies, and has gradually developed a complementary and, in some cases, competitive relationship with the traditional discourse of “minority rights.”
🔹The field of international minority law is experiencing a deep rethinking of the conceptual framework of “minority rights.”
In recent years, the concept of “diversity rights” (droits de la diversité / rights of diversity) has become increasingly prominent in the discourse of UN human rights mechanisms, academic research, and regional human rights bodies, and has gradually developed a complementary and, in some cases, competitive relationship with the traditional discourse of “minority rights.”
🔹Documents of the UN Human Rights Council, statements of the Special Rapporteur on minority issues, and the views of prominent scholars and experts reflect this gradual conceptual transformation in the field of international minority law.
🔹The traditional framework of international minority law is built around the 1992 Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities and the central concept of “minority.” However, an increasing number of researchers and legal activists believe that a framework based solely on the category of “minority” cannot adequately respond to the multiplicity, interconnectedness, and dynamism of identities in today’s societies.
🔹It is worth noting that the theme of the eighteenth session of the UN Forum on Minority Issues, held on 27 and 28 November 2025 at the Palais des Nations in Geneva, was “The contribution of minorities to diverse, resilient and peaceful societies.”
🔹This session was held under the leadership of the Special Rapporteur, Nicolas Levrat, and nearly 975 participants from 78 countries registered for it. It is noteworthy that the session’s theme used the phrase “diverse societies” (sociétés plurielles / diverse societies), and not merely “minority rights”; this very linguistic choice indicates a gradual shift in the focus of this concept.
🔹At the academic level, Corinne Lennox, Senior Lecturer at the School of Advanced Study, University of London, and Deputy Director of the Human Rights Consortium, says explicitly in her research: “Respect for diversity is a fundamental part of human rights and minority rights.” Corinne Lennox emphasizes that “a pluralist approach to the issue of diversity can be a valuable tool for overcoming the structural limitations of international human rights law.” Lennox, together with Anna-Mária Bíró, has proposed the theory of “diversity regimes”; a theory used to analyze the transformation of international norms of minority rights since the era of the League of Nations, showing how these norms have, through diversity regimes, “constructed, legitimized, and consolidated the international order.”

🔶The repetition of America's accusation against South Africa of genocide against the white minority (Afrikaners)

🔹The new U.S. ambassador to South Africa, Leo Brent Bozell III, has accused the Pretoria government of “racial hostility” and said Washington is tired of endless talks.
🔹These controversial remarks have once again placed the accusation of “white genocide” at the center of tensions between the two countries—an accusation that the South African government calls “manifest misinformation.”
🔹Bozell, who has served as U.S. ambassador in Pretoria since February 2026 (Bahman 1404), wrote in an article published on September 30, 2026, on the U.S. embassy website: “At this stage, we consider continuing endless talks that lead nowhere useless.” He claimed Washington “has lost its patience with Pretoria” and the South African government has not responded “sufficiently” to America’s demands. These demands, according to Bozell, include condemning the apartheid-era slogan “Kill the Boer” by President Ramaphosa and providing an alternative to Black Economic Empowerment (BEE) laws in the telecommunications and mining industries.
🔹In reaction to these remarks, the South African government summoned Bozell for the third time on September 29, 2026, and delivered to him a formal protest (démarche), which is the strongest form of diplomatic protest before declaring a person “persona non grata.”
🔹Ronald Lamola, Minister of International Relations and Cooperation of South Africa, told the Sunday Times that Bozell should “get out of the kitchen” if he no longer believes in talking with Pretoria. Lamola said: “I was surprised. You cannot have an ambassador who says the time for talk is over. Our job is to talk. So if you cannot speak and talk as a diplomat... get out of the kitchen.”
🔹He added: “As a diplomat, you cannot interfere in the domestic politics of the host country. This is rule number one of diplomacy.” Lamola also recalled that America had previously expelled South Africa’s ambassador in Washington, Ebrahim Rasool, without any warning or summons, while Pretoria behaved “better” and sufficed with only a summons.

🔶Report by Talesh International TV on the Causes of the Removal of the Kurdish Ethnic Minority from the Demographic Composition of the Republic of Azerbaijan

🔹Talesh International TV, which broadcasts from Melbourne, Australia, stated in an analysis of the process of marginalization and removal of the Kurdish ethnic minority from the demographic composition of the Republic of Azerbaijan: “The Kurds, who are recognized as one of the most historically rooted Iranian ethnic groups, were, until approximately one hundred years ago, one of the major minorities residing in the Republic of Azerbaijan.”
_The Geographical Distribution of Kurds in the Republic of Azerbaijan_
🔹The main settlements of this minority in the Republic of Azerbaijan included Sadarak Rayon, the village of Tivaz in Julfa Rayon, and the village of Darakand in Sharur Rayon, Nakhchivan. The Kurds who have settled in Nakhchivan and near the Iranian border generally belong to the Shaqaqi, Jalali, Yazidi-Kulayi, Vand-Kulayi, Barghushat, and Kangarli Kurdish tribes. Kurds have lived in these areas for a long time, and some also settled in these lands as a result of the Russo-Iranian wars. These people have spoken the Kurmanji dialect, which is largely similar to the dialect spoken by Kurds in Khorasan.
_History, Political Pressures, and Population Decline_
🔹Like other minorities, Kurds have faced anti-ethnic pressures from the period of Soviet rule in the Caucasus through the independence of the Republic of Azerbaijan and the subsequent rule of the Aliyev family. At present, precise information on the Kurdish population is unavailable because the government of the Republic of Azerbaijan is the only official authority responsible for publishing population statistics and never discloses the exact numbers of minority populations. Consequently, the figures published in successive censuses have shown a continuous decline in the recorded Kurdish population. In the 1998 census, their number was reported as 12,200. In the following census, conducted in 2008, this figure had fallen by more than 6,000 to 6,100. However, some Kurdish activists estimate that more than 500,000 Kurds live in the Republic of Azerbaijan.
_Cultural and Media Policies and Attempts to Distort the History of the Kurdish Minority_
🔹The government of the Republic of Azerbaijan has provided Kurds with limited cultural facilities, but it is clear that these facilities are insufficient. The Ronahi Cultural Center was established after the independence of the Republic of Azerbaijan, ostensibly to preserve Kurdish cultural heritage. It reportedly engages in writing and translating works, compiling numerous dictionaries, preparing textbooks, collecting Kurdish folklore, and carrying out other related activities. However, the center’s directors identify establishing relations between Kurds in the Republic of Azerbaijan and Kurds in other parts of the world as one of Ronahi’s principal objectives and programs.
🔹The government of the Republic of Azerbaijan seeks to portray Kurds in the media either as immigrants or as people of Turkic descent. Accordingly, textbooks, academic publications, and the country’s media attempt to substantiate these views through what the report describes as the distortion of history. They maintain that many of these Kurds arrived in the region after the Russo-Iranian wars, thereby questioning their historical presence in these areas. Historical evidence, however, indicates that, in addition to their longstanding presence in this territory during the nineteenth and twentieth centuries, these people also played a significant role in the political and social life of the region now known as the Republic of Azerbaijan.

🔶Ethnic and National Minorities in Ukraine: Victims of War and Racist Policies

🔹The situation of non-Ukrainian minorities in Ukraine in recent years has been at the intersection of two major pressures: on the one hand, continuous criticism by international bodies of discrimination within Ukraine's minority law and the lack of transparent data, and on the other hand, new language and education policies that critics say effectively lead to further restrictions on the rights of non-European groups.
🔹Meanwhile, the Ukraine-Russia war has made conditions harder for all minorities, but the heavier burden falls on communities that were already struggling with marginalization, poverty, and displacement: Roma who have been displaced, and Crimean Tatars who face existential threats on both sides of an invisible front line, both inside Ukraine and in Crimea.
🔹International bodies pursuing minority rights and human rights in 2025 have increasingly criticized the Ukrainian government for structural discrimination in the minority law, particularly against Russian-speaking, Romanian, and Armenian communities; criticisms that, in the shadow of the ongoing war and the double vulnerability of groups such as Roma and Crimean Tatars, have drawn a complex picture of the situation of non-Ukrainian minorities.
🔹The UN Committee on the Elimination of Racial Discrimination (CERD) in its report in May 2025, while welcoming the adoption of laws such as the Law on National Minorities (Communities) and the Law on Indigenous Peoples, warned that this legal framework still discriminates between minorities who speak one of the official languages of the European Union and groups who speak languages such as Russian, Armenian, or Romanian. According to the reporters preparing this report, the second linguistic group of minorities in Ukraine does not enjoy equal rights in the areas of education, advertising, elections, public events, and media.
🔹This committee also expressed concern that the aforementioned law provides for the possibility of temporary suspension of certain rights, including the right to peaceful assembly, for minorities who declare their ethnic affiliation with an "aggressor state," during martial law and for six months thereafter.

🔶Continued Condemnation by Human Rights Organizations of Violations of the Rights of the “Inverted Minority” in the Republic of Azerbaijan

🔹The unannounced implementation of new school uniform regulations in the Republic of Azerbaijan starting October 12, 2026—which met with protests by students and parents from religious families in the country and led to the suppression of these protests—has provoked a new wave of reactions from human rights organizations and organizations advocating for minority rights.
🔹These regulations have declared clothing contrary to the “principle of secularism” banned in public schools of the Republic of Azerbaijan and, in practice, have led to barring hijab-wearing students and teachers from entering classrooms, and reports indicate the arrest of 37 people in Baku on October 12 and more than 200 people across the Republic of Azerbaijan.
🔹Amnesty International, in a statement on October 16, 2026, called the hijab ban “discriminatory” and emphasized that this measure violates girls’ rights to education, freedom of religion, and freedom of expression. Marie Struthers, director of the organization’s Eastern Europe and Central Asia section, rejecting the justification that “the secular nature of public education” permits a complete restriction on religious attire, called for the immediate lifting of the restrictions, the return of students and teachers to schools, and the unconditional release of those arrested in peaceful protests.
🔹The Council on American-Islamic Relations (CAIR) also, in a statement on October 12, 2026, described this ban as “an attack on the Muslim community and the fundamental principle of freedom of religion” and called it “discriminatory and fascist.” This organization asked the U.S. government to pressure Baku to lift this ban.
🔹The U.S. Commission on International Religious Freedom (USCIRF), although it did not directly use the phrase “hijab ban” in its statement, has in its reports placed the Republic of Azerbaijan on the list of countries under special watch for severe violations of religious freedom and emphasized that the country’s government has “a documented and concerning history of suppressing religious freedoms, especially targeting Muslim communities.”
🔹Human rights organizations, in condemning violations of the rights of the “inverted minority” in the Republic of Azerbaijan, refer to a situation in which a religious group is numerically the majority of the population in this country but is in a vulnerable position against government policies. In fact, the majority of the population of the Republic of Azerbaijan, namely Muslims, have legally become an “inverted minority,” meaning a group that, although numerically a majority, legally does not enjoy even the minimum rights of minorities. Muslims make up 97 percent of Azerbaijan’s population, more than 85 percent of whom are Shia, but they face government restrictions in terms of religious rights and freedoms, and the religious rights of Muslims in the Republic of Azerbaijan are far less than those of the Jewish religious minority in the Republic of Azerbaijan.
🔹From the perspective of human rights organizations, the secular nature of public education is not a justification for a complete ban on religious attire. In other words, the state’s neutrality toward religion should not be interpreted as the elimination or suppression of citizens’ religious symbols.

🔶Advancing Minority Rights through Regional Cooperation on the Agenda of the Nineteenth Session of the UN Minority Forum

🔹The nineteenth session of the United Nations Forum on Minority Issues, to be held on 26 and 27 November 2026 in Geneva, will be an opportunity to examine one of the important issues of the international human rights system: how can more effective protection of the rights of ethnic, national, linguistic, and religious minorities be achieved through regional initiatives, cooperation among states, and strengthening accountability mechanisms?
🔹The official title of the session, “Advancing Minority Rights through Regional Initiatives and Cooperation,” emphasizes the reality that the protection of minorities cannot be realized merely by adopting international instruments. Effective implementation of rights requires cooperation among governments, regional institutions, judicial and monitoring mechanisms, civil society organizations, and the minority communities themselves in different countries.
🔹According to the agenda of the nineteenth session of the Minority Forum, three main themes have been considered:
🔹Regional frameworks and mechanisms for advancing minority rights;
🔹Effective participation of minority voices at the regional level;
🔹Implementation of minority rights through monitoring, judicial review, and other accountability mechanisms.
This approach is promising: it targets the gap between legal commitments and their practical implementation. However, its success depends on how representatives are selected, the transparency of the participation process, the independence of monitoring institutions, and preventing human rights forums from becoming tools of political rivalries.
🔹Regional initiatives can be an important complement to global human rights mechanisms. Geographic proximity, historical and cultural commonalities, economic relations, and the existence of similar issues among countries in a region make it possible to exchange experience and develop solutions suited to local conditions.
🔹Regional cooperation can reduce the gap between international commitments and domestic implementation. Through the exchange of experience, reform of discriminatory laws, improvement of minorities’ access to education and public services, support for minority languages, and combating discrimination in employment and political participation, states can formulate more effective policies. Such cooperation is effective when it leads to clear indicators, implementation timelines, and evaluable reporting.
🔹Regional mechanisms can also strengthen monitoring and accountability capacity. Independent human rights institutions, regional courts within their jurisdiction, specialized commissions, and civil society networks can document rights violations, give victims access to remedies, and encourage governments to implement their commitments. Regional cooperation can also facilitate the exchange of information on successful practices for protecting minorities.
🔹Regional cooperation can prevent issues related to minorities from turning into security crises. When complaints related to discrimination, exclusion from political participation, or cultural restrictions are pursued through legal mechanisms and institutional dialogue, the possibility of peaceful settlement of disputes increases. The genuine participation of minorities in decision-making, in addition to its human rights value, can also contribute to public trust and social stability.

🔶The Persistence of Discrimination Against the Dalit Minority in India and International Reactions

🔹The situation of the Dalit minority (literally meaning oppressed and crushed) in India is a complex combination of historical and structural discrimination, systematic violence, and international neglect. The story of the release of a video of humiliating, insulting, and discriminatory behavior against India’s Dalits—related to two Dalit men being forced to prostrate before the dominant caste in Perumpalli village near Perundurai, Erode district, Tamil Nadu—which was released on social media on October 10, once again revealed the situation of India’s large 200-million-strong Dalit minority.
🔹According to the Indian police report, this incident occurred after, following the death of a 90-year-old man on October 5 due to old age, members of the Dalit community or, in the legal term common in India, the Scheduled Caste (SC – Scheduled Caste (SC) community), took his body to the cemetery for burial. However, people belonging to the dominant community prevented this from being done, and severe tension arose. During this verbal confrontation, members of the dominant community warned the village Dalits that in the future they would be deprived of finding work in the area. With this threat by the dominant community of an economic boycott of the Dalits, two Dalit men were forced to prostrate themselves at the feet of members of the dominant caste.
🔹After the release of this video, the Thingalur police registered a case. Charges were applied against two people under the SC/ST (Prevention of Violence) Act 1989, and investigations began. The burial was ultimately carried out under police protection and the supervision of Revenue Department authorities. This unfortunate incident has once again raised the issue of caste discrimination prevalent in India in public opinion.
_Legal and democratic coverage for the situation of India’s Dalits_
🔹“Scheduled Caste (SC)” or “Scheduled Castes” is an official and legal term in India that refers to specific social groups that are at the lowest level of India’s traditional caste hierarchy and have historically faced “untouchability.”
🔹Under the Constitution of India, the President has the authority to list certain groups as “Scheduled Castes.” The main criterion for a community to be placed on this list is “severe social, educational, and economic backwardness resulting from the long-standing practice of untouchability.” This term is defined in Article 341 of the Constitution of India, and its list varies by state and even district, and Parliament can amend it.
_Historical roots of the “Dalit” phenomenon_
🔹The roots of this group go back to the Indian caste system, which was theorized in ancient texts such as the “Manusmriti” (2nd century BCE). In this system, “Scheduled Castes” were placed outside the four main classes (Brahmin, Kshatriya, Vaishya, Shudra), and for this reason they were considered “untouchables,” and occupations such as garbage collection and street cleaning were assigned to them.
🔹Today, the term “Dalit” (meaning “crushed” or “oppressed”) is used by activists of this community themselves and in human rights discourse, but “Scheduled Caste” is the official and legal term used in Indian government documents.

🔶Activities of the Afro-descendant Diaspora of Argentina against Discriminatory State Policies

🔹The Afro-descendant Diaspora of Argentina (DIAFAR), an organization with more than fifteen years of activity and consultative status with ECOSOC, has in recent months carried out a series of protest and legal actions in response to the discriminatory policies of the government of President Javier Gerardo Milei.
🔹On 7 February 2026, social organizations and diverse groups in Buenos Aires organized the second anti-fascist and anti-racist march from Congress Square to Plaza de Mayo. This march was held in protest against the discriminatory policies and hate speech of the government.
🔹Federico Pita, president of DIAFAR, stated in this regard that the protest is a response to a pattern that systematically targets the civil rights and dignity of the majority. The march, with the participation of health sector workers, university students and migrant groups, had a polyphonic and intersectional nature of Argentina. The organizers accused the government of aligning itself with racial supremacism under the cover of fighting “wokism” (a term used to disparage individuals and movements and groups that emphasize ethnic, gender and minority identities) and of seeking to justify the elimination of rights and the deepening of structural inequality.
🔹On 27 March 2025, coinciding with the International Day for the Elimination of Racial Discrimination, DIAFAR presented a statement at the 58th session of the UN Human Rights Council. In this statement, DIAFAR condemned a serious regression in human rights in Argentina and accused the Argentine government of dismantling special policies for Afro-descendant and Indigenous communities. The organization stated that the current government has eliminated institutional spaces that had been achieved through years of struggle and mobilization and has left communities without access to historical reparation programs or effective recognition of their rights.
_Submission of an Alternative Report to the Committee on the Elimination of Racial Discrimination (CERD) in February 2026_
🔹On 12 February 2026, DIAFAR submitted its alternative report and follow-up document to the UN Committee on the Elimination of Racial Discrimination (CERD). This report, prepared for CERD’s 117th session (April–May 2026), examines the Argentine government’s non-compliance with the International Convention on the Elimination of All Forms of Racial Discrimination. This report specifically shows that DIAFAR, as an organization with ECOSOC consultative status, continuously engages with the global human rights system and uses this channel to exert international pressure on the Argentine government.

🔹About the Book:
🔹The book The Armenian Barrier to the Turan Route; The Issue of the Alleged Zangezur Corridor consists of four chapters. Chapter One, titled “Global Systems and the Geopolitics of the South Caucasus,” briefly addresses the geopolitical importance of the South Caucasus and examines the role that communication routes have played in strengthening and weakening global systems over different centuries. Chapter Two, titled “The Emergence of the Idea of the Turan Route and the First Attempts to Implement It (1914–1921),” examines the position of the South Caucasus in terms of the idea of Pan-Turkism, the opportunity provided by World War I for implementing Pan-Turkism, and the initial concept of corridors from the time of the Kemalists. Chapter Three, titled “The Meghri Route Issue in Armenian-Azerbaijani Relations during the Soviet Era,” examines the ups and downs of the shadow of Pan-Turkism during Soviet rule. Chapter Four, titled “A New Title for an Old Program of Pan-Turkism (the Alleged Zangezur Corridor),” examines when the alleged Zangezur Corridor project began, the chronology of the evolution of the term “corridor” in the Turkish media and beyond Armenia, Iran, and the Turanian threat.
🔹In this book, the origins, development, and efforts to implement the idea of the alleged Zangezur Corridor—the most important Pan-Turkic political program during different periods from the beginning of the twentieth century to the present day—are presented, along with its position and role in the political sphere and ideology of Turkey and the Republic of Azerbaijan and its geopolitical framework. The overt and covert threats posed by Pan-Turkic land connectivity are also examined. In the preface to the book, the authors describe their objective as follows: “In this book, we have attempted to present the origins, developments, and efforts to implement the most important Pan-Turkic idea, under the title of the alleged Zangezur Corridor, during different periods from the beginning of the twentieth century to the present, as well as its implicit geopolitical meaning. We also aim to demonstrate its position and role in the political thinking of Turkey and the Republic of Azerbaijan. This helps us to consider comprehensively the logic behind the actions and statements of those governments and their consequences.
