On October 17th, at the direction of President Trump, the Department of War conducted a lethal kinetic strike on a vessel affiliated with Ejército de Liberación Nacional (ELN), a Designated Terrorist Organization, that was operating in the USSOUTHCOM area of responsibility.

The vessel was known by our intelligence to be involved in illicit narcotics smuggling, was traveling along a known narco-trafficking route, and was transporting substantial amounts of narcotics. There were three male narco-terrorists aboard the vessel during the strike—which was conducted in international waters. All three terrorists were killed and no U.S. forces were harmed in this strike.

These cartels are the Al Qaeda of the Western Hemisphere, using violence, murder and terrorism to impose their will, threaten our national security and poison our people. The United States military will treat these organizations like the terrorists they are—they will be hunted, and killed, just like Al Qaeda.

🇺🇦🇷🇺 Update from Pokrovsk:

Russian forces continued to quickly advance inside the city and are now present in practically all areas south of the railway line.

After breaking through Ukrainian positions in the southern suburbs, Russian forces consolidated in the Hospital District and entered the Prospecta District where they were able to secure at least the four southern blocks. Soldiers and DRGs are now infiltrating north to the city centre and the railway station, where fighting is ongoing with Ukrainian forces.

Additionally, Russian forces managed to completely capture the four high-rise districts in southern Pokrovsk after the remaining Ukrainian soldiers were forced to withdraw. They then crossed the E-50 highway and entered the southeastern streets of the Sobachivka District.

To the northwest, Russian forces continued to advance in the Pervomaika District, consolidating in numerous new residential blocks, and infiltrating towards the school, and further to the city centre.

To the west, Russian forces were able to secure and consolidate in the rest of the Durniak District, before spearheading east through northern Pervomaika District and into the city centre, where fighting is ongoing. They also captured the areas west of Durniak District and expanded the grey zone further in Pokrovsk's northwestern industrial zone.

Large parts of Pokrovsk remains in the grey zone due to the mixed state of fighting, a critical shortage of Ukrainian manpower, and the mixed and layered state of control.

🇺🇸 US Regulators Poised to Offer Capital Relief to Community Banks

US regulators are set to release a plan to encourage small banks to lend more by easing a set of capital requirements, according to people familiar with the matter.

The proposal, which has been under review at the White House, would relax what’s known as the community bank leverage ratio to 8% — the lowest amount allowed by law — from 9% currently. Lenders can choose to comply with that standard rather than using risk-based measures tied to their portfolios.

The reprieve has long been sought by trade groups, who say the move would free up small banks to lend more. It builds on previous proposals from US regulators that would ease bank rules, as the Trump administration embraces a sweeping deregulatory agenda.

The Fed’s Vice Chair for Supervision Michelle Bowman has said the current approach on CBLR is “well-intentioned” but underachieves in providing relief to lenders. Although there were more than 4,000 community banks as of the first quarter of 2025, only 1,662 lenders had opted into it, she said in August.

“Reducing the CBLR requirement from 9% to 8% could not only allow more community banks to adopt the framework, but also increase balance sheet capacity for all CBLR firms, facilitating additional support for local economies through lending,” Bowman added at the time.

The Washington-based Independent Community Bankers of America said the potential decrease would help to put community banks in a more competitive position.

“The ICBA has long been a proponent of action to adopt a more practical and appropriately calibrated Community Bank Leverage Ratio that reflects the realities of relationship-based banking and the straightforward business models of community banks,” Rebeca Romero Rainey, the group’s president, said in a statement to Bloomberg.

She added that the new standard would allow community banks to devote more resources to lending and called on Congress to go further by allowing banks with up to $15 billion in assets to use the CBLR, which would be an increase from the current $10 billion threshold.

Fed Governor Michael Barr offered a warning last week about rolling back capital standards for large lenders like JPMorgan Chase & Co. and Goldman Sachs Group Inc., saying the recent proposals threaten protections for smaller banks.

“As community bankers well know, it was not community banks that fueled the 2008 financial crisis — it was the largest, most complex firms whose excessive risk-taking nearly brought down the system,” said Barr, who previously served as the Fed’s top bank cop.

“In the years since, strong reforms — higher capital, tougher liquidity requirements, and rigorous stress testing — have helped to safeguard our economy,” Barr said.
