🛢 🇺🇸 🌀 Chevron shuts in US Gulf platform in preparation for developing tropical storm

July 20 (Reuters) - Chevron (CVX.N), opens new tab is shutting-in production at its ‌Petronius facility in the U.S. Gulf of Mexico, and all associated personnel are being moved onshore in preparation for Tropical Depression Two, the company said in a statement on Monday.

The U.S. oil major also said it is transporting nonessential personnel ​from its Tubular Bells and Blind Faith platforms.

The depression could strengthen into ⁠Tropical Storm Bertha later on Monday. The National Hurricane Center issued a tropical storm watch that ​is in effect from the Ochlockonee River in Florida westward to the Jefferson/Plaquemines Parish border in Louisiana, ​and gradual strengthening is expected over the next two days.

About 2 million barrels of oil could be lost ​across the U.S. Gulf through the duration of the storm, a marked increase from the 10,000 barrels impacted by Tropical ‌Storm ⁠Arthur last month, according to a model forecast from consulting firm Earth Science Associates. There are more higher-production oil platforms in the path of Tropical Depression Two, the company said by email.

The U.S. Gulf of America federal offshore region produced nearly 2 million barrels of crude oil per day in ​March, accounting for roughly ​14% of total U.S. ⁠crude output, with Shell, BP, Chevron and Occidental Petroleum among the largest deepwater operators. The region's refining corridor, which runs from Corpus Christi, Texas to ​Pascagoula, Mississippi, holds around half of total U.S. refining capacity of 18.4 ​million barrels per ⁠day.

U.S. utility CenterPoint Energy on Monday said that it had activated its Emergency Operations Center, taking a series of actions to prepare for the storm.

🌀 🇺🇸 🌧 Tropical Depression 02L does not look much better than it did last night, with an exposed center of circulation surrounded by thunderstorms that are struggling to sustain itself. This is primarily because of the large size of 02L in addition to dry air entrainment. Winds are currently at 35mph, with a pressure of 1006mb, and it is expected to become a tropical storm later today. If it does, it will receive the 2nd name on this year's list - "Bertha."

Looking at the ensembles for what to expect, 02L really does not have the prettiest picture. Models have trended northward and have become more confident that this will make landfall in southern Louisiana. In addition, the nature of 02L struggling in dry air will only become more apparent, as indicated by the mid-level relative humidity levels on the bottom right graph, which suggests it will slowly continue to get worse.

More importantly, wind shear will become a significant problem after 36 hours. Wind shear is known to disrupt tropical cyclones and displace where convection can develop, and we saw this last month with Tropical Storm Arthur, which led to its very asymmetrical appearance in which all activity was significantly displaced well east of its center. The bottom line looking at this graph is that it increases rather substantially, and never really abates. This will lead to another situation in which storms will struggle to fire over the center, and it will essentially halt any intensification after this time.

Even if 02L were to take the southern solutions that keep it over water, dry air, wind shear, and land interaction will not bode well. The National Hurricane Center has already begun to decrease what they are forecasting in terms of wind speeds, as they had predicted a 60mph peak last night...but as of the 5am advisory it is now 50mph that they expect.

Depending on how much these inhibiting factors take control, it is very possible that 02L will not make it to Texas. In addition, the chances of this depression becoming a hurricane are virtually zero. However, several inches of rain are still expected across parts of the Gulf Coast during the coming days, and flash flooding is certainly still in play.
