CHU, Containerized Housing Units, which are used as living quarters for U.S. Servicemembers at a number of bases overseas, including almost all bases in the Middle East, provide little to no protection from drones, let alone ballistic missiles. The fact that these servicemembers were killed in their CHU, suggests that either an alert was not made and/or they did not have enough time to reach a designated shelter at MSAB.

US keeps up pressure on Brussels a year after deal to reduce Donald Trump’s tariffs

The US is pressing the EU to publicly commit to a detailed plan to roll back import rules and regulations disliked by Washington one year after striking a trade deal to reduce tariffs imposed by Donald Trump.

Brussels and Washington concluded a broad trade agreement last August under which the EU cut duties on industrial goods and some farm products, while the US lowered tariffs on many EU goods, including cars, to 15 per cent.

But the two sides also said they would “work together to reduce or eliminate” other “non-tariff barriers”.

According to three people familiar with the negotiations, the US sent a proposal to European officials in recent weeks outlining public commitments it would like Brussels to make to mark one year since the deal was struck. Washington has long complained about EU rules in areas such as car safety and regulations on food and agricultural products.

EU officials, however, appeared unenthusiastic about making such pledges. A senior European Commission official said that there were constant talks with the US on the trade relationship, but that the Commission did not anticipate signing a document with future commitments.

“We are looking to mark the one-year anniversary by showing how far we have come,” they said.

The Commission confirmed to the European parliament this week that it had sent the US a new list of suggested tariff reductions on EU goods, including wine and spirits, some cheeses and machinery.

It covers €115bn in annual EU exports to the US, according to officials.

The US move underscores the continued pressure being put on trading partners by Washington, even as Trump has been forced to back away from the highest levels of tariffs by US courts and worsening affordability ahead of midterm elections.

Both sides have now implemented the agreed tariff reductions, but the US has frequently complained that Brussels has moved too slowly to unwind rules and regulations affecting American goods.

Iraq is using a vast fleet of trucks to carry fuel oil through Syria and reroute flows away from the Strait of Hormuz, rapidly transforming its neighbor into the Middle East’s top export hub.

In just months, Syria has gone from shipping none of the fuel to making up more than a quarter of Middle Eastern volumes. The supplies are arriving on thousands of trucks that can take about four days to reach Syria’s Mediterranean ports, and highlight how the Iran war is reshaping the region’s energy flows.

Persian Gulf countries have been looking at how to reduce their reliance on Hormuz for exports, including through existing or new pipelines and expanding infrastructure at ports that sit outside the waterway. A fresh flare up in hostilities in the region is affecting the movement of fuel cargoes, further underlining the importance of alternative routes. The strait normally accounts for about a fifth of the world’s oil supply.

The sharp increase also underscores efforts to bring Syria into the global economy, after the US lifted years of sanctions and supported the country’s turnaround. The nation is increasingly seen as a gateway for energy flows from Iraq, including plans for crude oil pipelines, so as to weaken Iran’s leverage over the crucial waterway.

Fuel oil, used in shipping and power generation, is the main refined fuel that Iraq exports. But with tensions in the Persian Gulf and limited ability to work around Hormuz, the country is having to find other routes to prevent refineries from running out of storage space and being forced to shutter. That in turn would affect supply of other fuels such as gasoline and diesel.

The country is also looking to shore up its oil revenue after the closure of Hormuz hit its finances hard. Besides Syria, it’s also sending fuel-oil-laden trucks through Jordan, and traders say that small volumes of crude oil — the cornerstone of the economy — are being trucked in the same way.

A huge number of trucks are needed to match what a ship handles. Each truck carries around 20 tons, or 135 barrels, on the four- to six-day drive to the ports in Syria and Jordan. In comparison, about 300,000 barrels could be loaded onto a vessel that shuttles cargoes out to a bigger tanker offshore holding around 700,000 barrels.

Traders involved in the market estimate the Syrian trucked flows exceeded 600,000 tons of fuel oil last month, with the Mediterranean port of Baniyas receiving thousands of these vehicles. Lytton SA, a Geneva-based trading house with links to Iraq, has handled the majority of the trucking, according to people familiar with the matter who asked not to be identified as the details are private.

Meanwhile, around 100,000 tons of fuel oil a month are being trucked via Jordan’s Red Sea port of Aqaba, with some volumes marketed by Iraq’s Rania Group, the people said.

Iraq’s oil ministry points to even bigger flows, estimating that 1 million tons of fuel oil exports were trucked to Syria and Jordan in June, up from about 500,000 tons in May.

US envoy Tom Barrack has said Iraq will be at the forefront of a new 'strategic alliance' with Washington and its allies

US and British energy firms signed multiple agreements with the Iraqi government on 17 July on oil and gas projects worth $60 billion, as Baghdad moves closer to the US and seeks to develop alternative energy export routes to the Strait of Hormuz.

"We are using an open-door policy," Prime Minister Ali al-Zaidi stated at a ​US-Iraq business summit at the US Chamber of Commerce in Washington.

"Everybody who has a project can ⁠come and talk to us. We will not make it difficult for anyone," Zaidi added.

Iraqi officials met with US energy, healthcare, and technology companies during the summit to sign dozens of non-binding agreements and memorandums of understanding.

Iraq is seeking alternative routes to export its oil after Iran effectively closed the Strait of Hormuz in response to the US-Israeli war on the Islamic Republic, which began in February.

The closure caused Iraqi oil exports to collapse by up to 90 percent, creating a budget crisis for Baghdad, which relies on crude revenue to fund 90 percent of its budget.

On 13 July, Iraq reached a deal with the Syrian government to build a 500-mile pipeline from the oil-rich city of Kirkuk in northern Iraq to the port city of Baniyas on Syria's Mediterranean coast.

Among the agreements signed by Iraqi officials on Friday was a deal allowing Chevron to export oil from Iraq's West Qurna 2 and Nassiriya oilfields.

Jake Spiering, a Chevron president of corporate business development, said the Houston-based oil major will also invest in the pipeline between Kirkuk and Baniyas.

ConocoPhillips officials said they will purchase a 42 percent stake in a subsidiary of British energy major BP, Energy of Kirkuk Ltd, to redevelop four producing oilfields in northern Iraq.
